LEAD PAINT SURVEY REPORT

Ft. Bliss, Texas ─ Building 622

PURPOSE

The ALL Consulting Team was contracted by the U.S. Army Corps of Engineers (USACE), Tulsa

District, to perform comprehensive Hazardous Building Materials Surveys to identify the presence of any asbestos or lead paint at a number of buildings at Ft. Bliss, Texas. This project also included the development and population of a database to store the survey reports for access by the Ft. Bliss

Directorate of Public Works (DPW), and others. The buildings that are included within this contract scope of work includes buildings at McGregor Base Camp and Doña Ana Base Camp within the New Mexico portion of Ft. Bliss, in addition to the Ft. Bliss buildings within Texas.

BACKGROUND

Ft. Bliss has a large number of buildings constructed before 1990 when the use of asbestos and lead paint was prevalent in the construction of buildings. Because the presence of these materials still exists in these buildings, Ft. Bliss is required to identify the extent of the lead paint remaining at these buildings, as well as their condition. Lead in paint is a hazard that is regulated by the

Occupational Safety and Health Administration (OSHA) under 29 CFR 1926.62 for worker exposure. In addition to the dangers of occupational exposure to construction and maintenance workers, as well as building occupants, lead particles and lead dust may be inadvertently carried home on clothes and shoes to expose their families. Identifying components containing lead paint will not only protect the workers and their families, but will help to indemnify Ft. Bliss by preemptively identifying the location of these potential hazardous materials.

INTRODUCTION

In accordance with OSHA Lead Regulation 29 CFR 1926.62, and the OSHA Hazard

Communication standard (29 CFR 1910.1200), where lead exists workers must be notified and steps must be taken to protect them from the inherent hazards. By identifying the lead containing components in these buildings, and, when appropriate, removing the hazards or potential hazards, Ft. Bliss avoids the liability of workers becoming exposed. Lead paint was banned for use in residential dwellings starting in January of 1978, but lead paint is still available for non-residential applications.

FACILITY DESCRIPTION

Building 622 was constructed in 1939, and was in use at the time of inspection. Its previous use was listed as an “administrative building.” A description of this building is presented in Table 1 below.

TABLE 1 – BUILDING DESCRIPTION

Building Items Description Area of building 14,634 square feet Date of Construction 1939 Number of floors Two (2) floors Exterior wall materials Brick, CMU Roof type Pitched Roof material Shingles Interior walls Drywall, brick, CMU, fire brick, ceramic tiles Interior floors Concrete Interior floor coverings Carpet, 12x12 vinyl floor tiles Ceilings Drywall, wood Notes:

UNIQUE PAINTING HISTORY

Lead can be found in paint, varnish, shellac, and stain, so any coated surface other than a factory coating is suspect for lead paint. A Lead Paint Survey is based upon coated components which are grouped into similar components with a similar (unique) painting history. This would include components with the same substrate, built or installed at the same time, with a common painting history. Items such as window components (sash and mullions), window frame (trim, header, sill, and apron), doors, and door frame materials, should be considered to have a possible separate painting history, and could have had different coatings applied throughout the years.

REGULATORY STANDARDS

Lead-based paint in residential structures, or Child Occupied Facilities (day care facilities, etc.), is regulated by the U.S. Department of Housing and Urban Development (HUD) under 24 CFR 35, and also by the U.S. Environmental Protection Agency (USEPA) under 40 CFR 745. Only a few of these types of facilities have been identified in the buildings included in this contract. For all buildings included in this category, both HUD and EPA regulations will apply. All other buildings identified in this project would be regulated under the OSHA standards pertaining to worker protection from hazards (29 CFR 1926.62).

Sampling protocols have already been thoroughly established by the HUD and the EPA for residential housing units. For non-residential structures, there is no specified lead paint sampling protocol, but HUD / EPA protocols were generally followed. These comprehensive lead paint surveys include thorough inspections to identify all lead painted components.

SAMPLING METHODOLOGY

The building materials survey tasks were performed in accordance with the Final Hazardous

Building Materials Surveys, Sampling Plan, Fort Bliss, Texas, December 2014, prepared by ALL

Consulting and ENCON International, Inc. A visual inspection of the building was conducted to develop a sampling strategy. This included identifying component groups with similar painting histories. Each component group was sampled throughout the building to establish whether or not the building contained lead at the prescribed action level for this project, at the time of the survey.

This Lead Paint Inspection was performed on February 03 & 04, 2016 using an x-ray fluorescence

(XRF) analyzer, to identify if any lead amounts in the paint were at or above 0.3 mg/cm2. A total of two-hundred and forty (240) XRF analyses were performed, which included two-hundred and eleven (211) building component measurements and twenty-nine (29) calibration checks.

Drawings that illustrate the locations of all building measurements that tested positive for lead have been provided in Appendix A of this Report.

XRF RESULTS

The XRF analyzer indicated that lead-containing paint was identified in the building component types listed in the following Table 2. The table also provides additional details regarding building component types, and if the tested components were located at the exterior or interior of the subject building.

The following Table 3 indicates that a total of ninety-nine (99) of the building measurements tested positive, which confirmed the presence of lead at or above 0.3 mg/cm2. The complete XRF lead paint data, including negative measurements and calibration readings, have been provided in

Appendix B of this Report. Note that the XRF analyzer makes a final determination regarding if a building component is positive or negative for lead in paint. This analytical determination is

0.3 mg/cm2), the measurement obtained, and the analytical range of the margin of error for the XRF analyzer. On occasion, a measurement obtained using this test method

(EPA method # 6200) that is slightly above or below the standard may effectively result in a positive or negative determination, due to the analyzer’s margin of error. Any measurements that are determined to be positive or negative for lead paint by the XRF analyzer, will be accepted as such, during this Survey. Any results to which this would apply would have been noted with an asterisk (*) in the “Results” column of Appendix B of this Report.

QUALIFICATIONS

This Comprehensive Lead Paint Survey was performed by an Inspector that was qualified to perform work in Texas, per the Texas Department of State Health Services (DSHS), and in New

Mexico per USEPA certification credentials. This individual has received training under the HUD

/ EPA training criteria for the required Lead Paint Inspector and/or Risk Assessor courses and has received the refresher training within the prescribed period for each jurisdiction. Company and individual licenses and credentials have been provided and are available for review in the project sampling plan documents, which have been submitted to the USACE.

LIMITATIONS

The overall purpose of this Comprehensive Lead Paint Survey was to identify if lead-containing components were present, within the qualifications and limitations summarized below. Reliance on this Report is specifically limited to gathering initial information regarding the presence of lead in paint. Any time that lead-based paint may be identified during the performance of a lead inspection, the owner of the building is responsible to the occupants and to the public to properly manage these materials, per Local, State and Federal regulations. Prior to the abatement or removal of any lead containing materials, a Lead Project Design should be properly performed, by a qualified Lead Firm, to 1) ensure that materials will be properly managed, and 2) to prepare a more accurate estimate of actual materials to be addressed. This Survey Report was specifically prepared for ALL Consulting’s Client (USACE and Ft. Bliss), and the extent of liability incurred, is limited to the amount of the Report Fee paid by its Client. The USACE agrees that the ALL

Consulting Team cannot be held responsible for any liability based on reliance of this Report by any third party.

CONCLUSIONS

1. Specific Conclusions. Lead-containing paint was found on components either inside and / or outside of this building.

• Lead paint should not be disturbed without proper procedures in place. Should the lead paint need to be disturbed, personnel should be evacuated in advance, and only properly trained persons with adequate PPE should be allowed to disturb the lead paint material.

• Lead painted components in poor condition should be stabilized with interim controls or abatement procedures by properly trained personnel.

• Lead hazard air monitoring should be performed during abatement activities.

• Following abatement activities, clearance wipe samples should be collected and sent to an approved laboratory for lead paint analysis.

• The OSHA Hazard Communication Standard and the Lead Paint Standard both require anyone working in such areas to be informed of lead paint hazards and methods to avoid the hazards.

2. General Conclusions. Proper notification should be made to the appropriate authorities prior to disturbance of any lead-containing materials, including abatement activity, renovations, or operations and maintenance (O&M) activities, or demolition of any facilities or public buildings.

Other personnel working in the area must be alerted by signage and the appropriate regulated area designations. OSHA specifies worker protection and engineering controls, as well as work practices to ensure the safety of workers and anyone who will be in the area after the conclusion of the work.

Contact the personnel listed below with any clarifications that may be needed.

COMPREHENSIVE ASBESTOS SURVEY

Ft. Bliss, Bldg. 622

The buildings that are included within this contract scope of work include buildings at McGregor Base Camp and Doña Ana Base Camp within the New Mexico portion of Ft. Bliss, in addition to the Ft. Bliss buildings within Texas.

BACKGROUND

Ft. Bliss has a large number of buildings constructed before 1990 when the use of asbestos and lead paint was prevalent in construction of buildings. Because these materials may still exist within these buildings, Ft. Bliss is required to identify (asbestos or lead containing materials), assess the condition (stable or deteriorating), determine the nature of building materials (i.e., drywall or floor tile), and the extent of these hazardous substances. In accordance with the Clean Air Act (40 CFR

61 Subpart M, Asbestos), any renovation, remodeling or demolition of any structure, (i.e., buildings, facilities, etc.), shall be surveyed for asbestos-containing materials (ACMs) and properly abated prior to any disturbance of the material.

INTRODUCTION

The buildings selected for this project were provided to the ALL Consulting Team by USACE, Tulsa District. The selected buildings were located in four (4) geographic areas: Ft. Bliss main post, Biggs Field (now known as East Bliss), McGregor Base Camp, NM, and Doña Ana Base

Camp, NM. Records were available for some of these buildings where previous partial or complete inspections had been performed. When available, prior asbestos reports were referenced to enhance the thoroughness of the asbestos inspection performed for this building. The goal of this project was to provide a comprehensive inspection of the designated facilities, but destructive sampling was not authorized. Therefore, on rare occasion some ACMs may be hidden behind walls, under subfloors, or located in other areas that were inaccessible to the inspector. If or when any building is to undergo future demolition, an additional investigation may be undertaken in which destructive sampling is authorized.

REGULATORY STANDARDS

Asbestos in building materials is regulated on the federal level by the Environmental Protection

Agency (EPA), and the Occupational Safety and Health Administration (OSHA). On the state level, Texas also has regulations pertaining to sampling and abatement of asbestos in buildings.

The inspection was conducted to ensure compliance with National Emission Standards for

Hazardous Air Pollutants (NESHAP) – 40 CFR Part 61, Subpart M, which states that “prior to the commencement of the demolition or renovation, thoroughly inspect the affected facility or part of the facility where the demolition or renovation operation(s) will occur for the presence of asbestos, including Category I and Category II non-friable ACM.” Regulated asbestos containing materials have been designated as RACM. Asbestos Inspectors for both Texas and New Mexico facilities were trained under the EPA AHERA (40 CFR 763) standards. For buildings in the State of Texas, the Texas Asbestos Health Protection Rules (TAHPR) were complied with, which specify inspector licensure and a minimum of three (3) samples for each homogeneous area. In New

Mexico, facilities were sampled under the applicable regulations from the EPA, 40 CFR 61.

FUNCTIONAL AREAS

Functional areas were areas (or groups of areas), within a structure or building that were constructed to have the same use or purpose, constructed of the same materials, and were relatively the same age. A general administrative area, or several identical buildings within a facility, could typically be considered a single functional area.

The functional area(s), or purpose, of this facility was identified as follows:

“Administration offices”

HOMOGENEOUS AREAS

Within functional areas, homogeneous areas were determined. Homogeneous Areas are areas of surfacing material, thermal system insulation (TSI), or miscellaneous materials that were uniform in color, texture, substrate, and were relatively of the same age. Table 2 below lists the homogeneous areas and the general locations where they were identified.

This task included determining both functional areas and homogeneous areas / materials, as well as sample collection locations. Friability was assessed by manually manipulating the suspect asbestos materials utilizing hand pressure to determine if the materials, when dry, could be crumbled, pulverized, or reduced to powder. Thirty-five (35) homogeneous areas were established and at least three (3) samples were collected from each area to adequately identify accessible asbestos in the building. Portions of the subject building that had suspect asbestos-containing surfacing, thermal system insulation, or miscellaneous materials were divided into homogeneous areas for sampling. These samples were each uniquely and individually identified and logged into a chain of custody document and prepared for shipment to a third-party, independent laboratory for analysis. Building materials that were not considered suspect ACM included the following; concrete, metal, glass, asphalt, plastic, and wood. Destructive sampling was not authorized or performed to locate hidden or inaccessible materials.

One-hundred and five (105) samples were collected and submitted for laboratory analysis. Bulk sample analyses were conducted utilizing polarized light microscopy (PLM), as per EPA Test

Method 600/R-93/116. This method separates the sample material into various layers based on their morphology, and then identifies the presence of the different asbestos fibers in each of these layers when detected. The analysis was performed by Apex Precision Analytical Services, Inc., located in Friendswood, TX. ACM is defined as a material that contains greater than 1% of any asbestos type including Chrysotile, Amosite, Crocidolite, Tremolite, Anthophyllite, and

Actinolite, or combinations of these materials. Asbestos materials were determined as recommended in the July 1993 EPA/600/R-93/116 document titled, "Method for the

Determination of Asbestos in Bulk Building Materials." Copies of the asbestos laboratory test results and related laboratory documentation have been provided in Appendix B of this Report.

LABORATORY ANALYSIS

The sample collection and subsequent laboratory analysis indicated that asbestos was identified in the building material listed below. The NESHAPS definitions were used to define the condition of ACMs, per 40 CFR 61, Subpart M.

The quantities provided above are rough estimates only and must be field verified by any future abatement contractors.

QUALIFICATIONS

This Comprehensive Asbestos Survey was performed by Inspector Tim Jones on February 04, 2016, and was conducted in accordance with the EPA National Emission Standards for Hazardous

Air Pollutants (NESHAP): 40 CFR Part 61, Subpart M. Sampling protocols were performed in accordance with the TAHPR. The Inspector has received training under the AHERA required

Inspector Course and has received annual refresher training within the past year.

LIMITATIONS

The overall purpose of this Comprehensive Asbestos Survey was to identify if ACM was present, within the qualifications and limitations summarized below. Reliance on this report is specifically limited to gathering initial information regarding the presence of asbestos in building materials.

Any time that ACMs may be identified during the performance of an asbestos survey, the owner of the building is responsible to the occupants and to the public to manage these materials properly, per Local, State and Federal regulations. Prior to the abatement or removal of any ACMs, an asbestos project design should be properly created, by a qualified asbestos consulting firm, 1) to
