About this file
This is an Asbestos and Lead Survey Report for Fort Bliss Building 2474, prepared by ENCON International, Inc. in June 2008.
Asbestos Survey Findings: The inspection identified asbestos-containing materials (ACM) at or above the EPA threshold of 1% in three building material categories: 12" x 12" floor tile and mastic (black and white, estimated 296 SF), window glazing (216 linear feet), and window caulking (90 linear feet). Of 81 bulk samples collected and analyzed using EPA Method 600/R-93/116 polarized light microscopy (PLM), laboratory results confirmed the presence of Chrysotile asbestos in specific samples, including floor tile components (3-5% asbestos), window glazing (2% asbestos), and window caulking (4-5% asbestos). The survey was conducted June 3, 2008, prior to planned renovation activities in compliance with NESHAP regulations (40 CFR Part 61, Subpart M) and Texas Asbestos Health Protection Rules (TAHPR).
Lead-Based Paint Findings: The lead inspection, conducted June 2, 2008, tested 121 XRF (X-Ray Fluorescence) readings using a NITON XLp 303 instrument. Results indicate 25 readings tested at or above 0.3 mg/cm² (the Action Level threshold). Positive lead results were identified on concrete columns, curbs, floors, wood headers and ceilings, metal windows and ladders, and drywall surfaces, with lead concentrations ranging from 0.4 to 22.4 mg/cm² at the highest readings. The survey covered the entire three-story structure with basement, including exterior and interior painted surfaces. Both surveys included detailed location drawings, sample documentation, photographic records, and laboratory certifications. Proper notification to Texas DSHS is required at least 10 working days before any abatement activity commences.

INTRODUCTION
This Asbestos Survey was performed by Mr. David Morales on June 3 rd
, 2008. This Asbestos
Survey was conducted in accordance with Asbestos National Emissions Standards for Hazardous
Air Pollutants (NESHAP): 40 CFR Part 61, Subpart M. Sampling protocols were performed in accordance with the Texas Asbestos Health Protection Rules (TAHPR). Building 2474 was to undergo renovations and was visually inspected and it was determined that the suspect asbestos-containing materials could be divided into twenty-seven (27) homogeneous areas, including the following: 2’ x 4’ ceiling panels, textured drywall/joint compound (4 types), rubberized flooring mastic (3 types), cove base mastic (3 types), 12” x 12” floor tile & mastic (5 types), textured
El Paso Office: 7307 Remcon Circle, Suite 103 El Paso, Texas 79912 Fax 915-581-2049 Phone 915-833-3740 plaster, built-up roofing material, roof penetration sealant, ductwork sealant, laundry room caulking, stair/landing tread mastic, window glazing, expansion joint, textured stucco, door caulking, and window caulking.
DESCRIPTION
Building 2474 was being used as military personnel housing on Fort Bliss, Texas. The building occupied approximately 38,087 SF. The building was a three-story structure constructed with
CMU walls on a concrete foundation. The interior was partitioned with drywall walls. The floor was covered with floor tile and carpeting. At the time this Asbestos Survey was performed, the date of construction was not known.
SAMPLING METHODOLOGY
A visual inspection of the building was conducted to develop a sampling plan. This included determining sample collection points, homogeneous materials and areas. Friability was assessed by manually manipulating the suspect asbestos materials utilizing hand pressure to determine if the materials, when dry, can be crumbled, pulverized, or reduced to powder. Twenty-seven (27) homogeneous areas were established and at least three (3) samples were collected from each area. Areas that have suspect asbestos-containing surfacing, thermal systems insulation, or miscellaneous materials are to be considered homogeneous. These samples were each uniquely and individually identified and logged into a chain of custody document and prepared for shipment to a third-party independent laboratory for analysis. Building materials that are not considered suspect include the following; concrete, metal, glass, and wood. Destructive sampling was not authorized or performed to locate hidden or inaccessible materials.
SAMPLE ANALYSIS
Eighty-one (81) samples were submitted for analysis. Bulk PLM analysis was conducted utilizing the EPA Method 600/R-93/116. This method separates the sample material into various layers based on their morphology, and then the presence of the different asbestos fibers in each of these layers is detected. The analysis was performed by Apex Precision Analytical Services, Inc. located in Friendswood, TX. The term asbestos-containing material (ACM) is defined as a
El Paso Office: 7307 Remcon Circle, Suite 103 El Paso, Texas 79912 Fax 915-581-2049 Phone 915-833-3740 material that contains greater than 1% of any asbestiform varieties of Chrysotile, Amosite, Crocidolite, Tremolite, Anthophyllite, and Actinolite, or combinations of these materials.
Asbestos materials were determined by the July 1993 Environmental Protection Agency as recommended in document EPA/600/R-93/116 titled, "Method for the Determination of
Asbestos in Bulk Building Materials." Copies of the asbestos laboratory results and related documentation have been attached to this Report.
CONCLUSION
Proper notification should be made to the appropriate authorities prior to any asbestos abatement activity, renovation or operations and maintenance (O&M) activity affecting asbestos-containing building materials (ACBM), or any demolition in facilities or public buildings. The Texas DSHS
(§295.34 (a) (2)) states that if disturbance of friable and non-friable asbestos-containing building materials (ACBM) is anticipated, these materials shall be removed prior to performing any demolition or renovation activities by licensed and trained individuals according to methodology specified by §295.58-§295.60. A proper notification shall be submitted to the DSHS no less than
10 working days prior to commencement of abatement activity.

SUMMARY
ENCON International, Inc, (ENCON) presents the findings of the Lead-Based Paint (LBP) Inspection performed at Building 2474, Ft. Bliss, Texas 79916. The purpose of this LBP inspection was to determine if LBP was present in the areas scheduled for renovation, and if present, which building components contain LBP. This was determined by performing a surface-by-surface investigation of all painted components. This information is necessary in order for contractors to comply with OSHA regulation 29 CFR 1926.62 Safety and Health Regulations for Construction - Lead.
Lead-based Paint means paint or other surface coatings that contain lead equal to or in excess of 1.0 milligrams per square centimeter (mg/cm2) or more than 0.5%, or 5000 parts per million by weight as established by EPA and HUD regulations. However, for the purposes of this study, ENCON will utilize the lowest “Action Level” setting of the NITON XRF at 0.3 milligrams per square centimeter (mg/cm2) as the detection limit for lead. Results indicate that twenty-five (25) of the one hundred twenty-one (121) XRF readings tested at or above the limit of 0.3 mg/cm2. The LBP Inspection was conducted by Mr. Tim Jones, a certified Lead Risk Assessor. Results are indicated on a separate drawing and XRF data sheet.
D ESCRIPTION OF AREAS INSPECTED
Building 2474 was primarily being used as barracks, housing military personnel on Fort Bliss, Texas. There were also areas that were being used for storage and administrative offices. The building occupied approximately 38,087 SF. The building was a three-story structure with a basement constructed with CMU walls on a concrete foundation. The interior was partitioned with drywall walls. Most of the floor was covered with floor tile and carpeting, but some was painted concrete. At the time this Lead Inspection was performed, the date of construction was not known, but the building appeared to have been repainted over the years. An inventory of the affected painted surfaces was recorded as XRF testing proceeded. See the “LBP Testing Data Sheet.”
CALIBRATION OF THE XRF INSTRUMENT
Before proceeding with the investigation of painted surfaces, the XRF was calibrated in accordance to the manufacturer’s quality control procedures. The XRF utilized was a Niton XLp 303 AW X-Ray Fluorescence analyzer (XRF) with serial No. 18451.
