About this file

This is a Request for Information (RFI) from Argonne National Laboratory seeking a commercial-off-the-shelf (COTS) payroll/effort/timekeeping system. The laboratory is searching for a FedRAMP-certified, lab-wide integrated solution to process payroll, manage effort reporting, and integrate with their existing Workday HR and Finance systems. Key requirements include handling multiple pay cycles, complex union contract rules, accurate time allocation across projects, tax calculations, employee self-service capabilities, and compliance with Department of Energy, OMB, CAS, and DCAA regulations.

The RFI requires potential vendors to provide detailed information about their solution, including FedRAMP certification, cloud capabilities, integration methods, workflow features, and pricing details. Responses must be submitted electronically to Jack Patton by September 26, 2025, at 5:00 p.m. local time, referencing RFI Number 5-P124-I--05426-00. The system must support comprehensive payroll functions such as wage calculations, timekeeping, deductions management, labor cost allocation, tax filing, and provide tailored views for HR, finance, managers, and employees.
