OSR Northern Region 3 Maintenance Open-End Contract Summary

This is a Request for Quotation (RFQ) issued by the West Virginia Department of Environmental Protection's Office of Special Reclamation (OSR) for open-end maintenance services at various sites located in Region 3 (Tucker, Grant, and Mineral counties) in northern West Virginia. The contract requires vendors to supply all equipment, labor, materials, and related services for maintenance activities on an as-needed basis. The scope includes operation of heavy equipment such as dozers, loaders, excavators, and specialized machinery; provision of materials including seeds, fertilizers, limestone products, PVC and HDPE pipes, geofabrics, and erosion control materials; and labor for site preparation, vegetation management, drainage installation, and related reclamation work. The RFQ specifies detailed equipment requirements with minimum horsepower and capacity standards, material specifications meeting West Virginia Department of Transportation standards, and delivery requirements. Work is ordered through Work Directives issued by OSR representatives, with work to be performed Monday through Friday between 7 a.m. and 7 p.m., and must commence within seven days of the Notice to Proceed. The contract does not specify a response deadline or award date but establishes a one-year warranty period commencing from the final service date.

Pricing is based on unit rates for specified equipment and materials, with hourly rates for equipment operation including labor, and per-unit pricing for materials delivered to site. Vendors must obtain prior approval from OSR before purchasing any unspecified parts exceeding $250 and are permitted a maximum parts markup of 15% on actual costs. Mobilization and demobilization costs are compensated at a contract rate per mile calculated using Google Maps from the vendor's place of business to the project site, while shipping charges for unspecified parts are reimbursed at actual cost upon submission of original receipts. Invoices must be submitted within 30 days of work directive completion and must include project name, permit number, work directive number, contract number, and service dates. No travel time or mileage costs are paid separately; vendors must incorporate these into their hourly or flat rates. The contract includes a mandatory requirement for vendors to designate a primary contract manager available during normal business hours and to comply with OSR security protocols and facility access procedures.
