About this file
This is a Finding of No Significant Impacts (FONSI) document issued by the U.S. Department of the Interior Office of Surface Mining Reclamation and Enforcement (OSMRE) in coordination with the West Virginia Department of Environmental Protection (WVDEP) for an Abandoned Mine Lands Reclamation Project. The project addresses two Priority I landslides near Weston in Lewis County, West Virginia (coordinates 38°58'16.8" latitude and 80°24'30.6" longitude) that pose health and safety risks to nearby residences. The proposed reclamation work includes installation of a 312-foot drilled pile and lagging retaining wall with minor site regrading and drainage control structures for one landslide, and a rock toe buttress with drainage structures for the second slide area. Additional work encompasses erosion and sediment control measures, equipment mobilization and demobilization, access road construction, clearing and grubbing, regrading, and revegetation of disturbed areas across approximately 4.0 acres of disturbance. OSMRE's environmental review, submitted by WVDEP's Office of Abandoned Mine Lands and Reclamation on November 18, 2024, determined that the project will result in no significant environmental impacts and does not require a detailed environmental impact statement.
The environmental assessment identified minor to moderate impacts to hydrology, vegetation, fish and wildlife, soils, recreation, air quality, noise, socioeconomic resources, and topography, but concluded that no federally listed species will be adversely affected and no historic or cultural resources will be impacted. No hazardous waste has been identified within the project area, and the project will not create negative impacts on low-income or minority populations under Executive Order 12898. The FONSI was approved on November 19, 2024, by Michael Richardson, Physical Scientist, and Justin Adams, Director of the Charleston Field Office.

Abandoned Mine Lands Reclamation Project
Weston, Lewis County, West Virginia
Weston (Curtis) Landslide WV- 7043
This project area is located on the Roanoke U.S.G.S. 7.5-minute quadrangle with a general location of 38 58' 16.8" latitude and 80 24' 30.6" longitude. The West Virginia Department of Environmental Protection (WVDEP) has requested authorization from the Office of Surface Mining Reclamation and Enforcement (OSMRE) to conduct reclamation work at this site to address the health and safety issues associated two (2) Priority I landslides with are adversely impacting several residences located near Weston, WV. The work proposed at the site will address one of the landslides by the installation of a 312 feet long drilled pile and lagging retaining wall, minor site regrading and the installation of several types of surface and subsurface drainage control structures. The remaining slide area will be addressed by the installation of a rock toe buttress and the installation of various types of surface and subsurface drainage control structures. The proposed work will also include the installation of proper erosion and sediment control measures, mobilizing/demobilizing equipment, constructing access roads, clearing and grubbing, and regrading and revegetating disturbed areas. The area of disturbance will be approximately 4.0 acres.
OSMRE has thoroughly reviewed the environmental documents prepared by WVDEP's Office of Abandoned Mine Lands and Reclamation and submitted to OSMRE on November 18, 2024.
The information provided adequately discusses the environmental issues and impacts for OSMRE's authorization purposes for abandoned mine lands reclamation construction activities.
This project will not affect historic and cultural resources. Minor or moderate impacts are likely to occur on the following resource values: hydrology, vegetation, fish and wildlife, soils, recreation, air quality, noise, socioeconomic resources, and topography. No known hazardous waste has been identified within the project area. The project will not create negative impacts on low income and minority populations (Executive Order 12898). The project, as proposed, is not likely to adversely affect any federally listed species based on our consultation with appropriate state and federal agencies.
Based on the analyses in this environmental assessment, we find that this abandoned mine lands project will have no significant effects on the quality of the human environment. Therefore, we conclude that no detailed environmental impact statement is necessary.
