About this file

This is a Request for Quotation (RFQ) issued by the West Virginia Department of Homeland Security Division of Administrative Services on behalf of the Central Regional Jail and Correctional Facility in Sutton, West Virginia. The solicitation seeks to establish an open-end contract for inmate haircut services at the facility, which currently houses approximately 280–300 inmates with an estimated demand of 30 haircuts per week. Barber services must be performed on Sundays between 1:00 PM and 11:00 PM EST, with Monday evenings after 3:00 PM available as a makeup day if needed. The superintendent retains discretion to increase the number of weekly haircuts as the facility population changes. The document does not specify response dates, due dates, award dates, or contract term length. No site visits, bidder's meetings, or conferences are mentioned in the specifications.

Vendors must submit pricing on a flat rate per haircut basis using the state-provided Exhibit A Pricing Page through the wvOASIS system or as an electronic document. Contract award will be made to the vendor providing the lowest overall total cost that meets all mandatory specifications. Vendors must possess a current West Virginia Board of Barber and Cosmetology License, a valid driver's license, and be at least 18 years old; all documentation must be provided with the bid response. The vendor must provide their own tools (clippers/trimmers only—scissors are prohibited), pass a background check, complete required PREA training, and may not subcontract services. Vendors are responsible for all travel and mileage costs, which must be incorporated into the quoted rate. Payment will be made monthly in arrears based on the actual number of haircuts provided, with the facility maintaining a signed list of inmates receiving services. No set-asides, incumbent information, or contract funding sources are identified in the specifications.
