About this file
This is a Request for Quotation specification document issued by the West Virginia Department of Homeland Security Division of Administrative Services on behalf of the West Virginia Division of Corrections and Rehabilitation and the Potomac Highlands Regional Jail for barber services to provide inmate hair cutting at the facility located at 355 Dolan Drive, Augusta, WV. The solicitation seeks to establish an open-end contract for a one-year initial term with the possibility of three one-year renewals. Inmates are allowed one haircut per month, and the vendor must provide services at least once monthly on Monday through Friday between 8:00 AM and 4:00 PM, with exact dates and times to be coordinated with jail counseling staff. No specific response date or award date is provided in this document.
Pricing shall be submitted on a per-haircut flat rate basis, with vendors calculating extended amounts based on estimated monthly haircuts and providing overall total costs. Contract award will be made to the vendor offering the lowest overall total cost meeting all specifications. Payment will be made monthly in arrears at the per-haircut rate submitted. The vendor must be a licensed barber or cosmetologist in good standing in West Virginia, pass a background check, be at least 18 years old with a valid driver's license, and provide all tools and supplies. Critical restrictions include prohibition of scissors in the facility (clippers/trimmers only), no subcontracting, no facial hair trimming, and ability to cut all hair types. The vendor is responsible for all mileage and travel costs, which must be included in the quoted rate. No subcontracting is permitted, and vendor default can result in immediate contract cancellation.
