About this file
This is Addendum No. 1 to a Request for Quotation (RFQ) issued by West Virginia for prefabricated metal buildings at Stevens Correctional Center and Jail. The addendum addresses ten questions and three clarifications regarding the project specifications and logistics. Key specifications confirmed include acceptance of 35 PSF loading (standard versus the specified 40 PSF), horizontal siding, vertical roof sheets, and R17 insulation for carport-style buildings. The project allows for man doors positioned five feet from the building end and permits use of the area behind the old building for material laydown. The bid submission deadline has been moved to December 18, 2025, at 10:30 AM E.S.T.
The addendum provides essential project logistics and site information. No electrical outlets are available at the facility, requiring contractors to provide a portable generator for tools and equipment. Contractors cannot use an existing storage container on the concrete pad of building number one but may access facility restrooms located in the lobby. The new concrete pad for building number one measures fifty feet long by twenty feet wide, with four feet of the prefabricated metal storage building to be located on the existing eight-foot-wide sidewalk. A pre-bid sign-in sheet was attached to the addendum, indicating that a bidders conference was held prior to the issuance of this addendum.
