Culvert Inspection Camera System - Attachment A Summary

This is an attachment document related to a Request for Proposal (RFP) issued by the State of West Virginia for a Culvert Inspection Camera System. The document establishes the technical specifications and operational requirements for a mobile camera inspection system designed to assess the condition of culverts throughout the state's infrastructure network. The RFP seeks qualified vendors capable of providing a complete system including camera equipment, associated hardware, software for data management and analysis, and training for state personnel. The system must be capable of inspecting culverts of varying diameters and materials, with high-resolution imaging capabilities and real-time data transmission features. Specific deliverables include equipment installation, operator training, technical documentation, and ongoing system support during the contract period.

The procurement establishes performance-based requirements with detailed technical specifications for camera resolution, lighting systems, cable length, and data storage capabilities. The system must comply with industry standards for pipeline and culvert inspection and include software platforms for report generation and documentation archival. Pricing is to be submitted on a firm-fixed basis for equipment procurement and installation, with separate line items for training, technical support, and optional service agreements. The contract term and renewal options, along with any specific funding sources or budgetary constraints, are to be determined through the formal RFP process, with award anticipated following vendor evaluation and selection based on technical merit, capability, and cost effectiveness.

SYSTEM REQUIREMENTS

A-01 System shall be fully operational in culverts with an internal diameter (or rise) of 48 inches (1,219 mm).

A-02 Operation in larger diameters up to 96 inches with add-on accessories is strongly desired.

A-03 System shall be operable by a one- or two-person crew (one driver/reel operator and one console operator).

CRAWLER UNIT

A-04 A drive system capable of traversing obstacles in culverts with sediment, debris, and joint offsets.

A-05 Crawler shall incorporate steering that allows navigation through bends and pipe joints.

A-06 Variable speed control with fine-increment adjustment shall be provided.

A-07 Crawler shall exert a minimum pull force of 50 lbs (222 N) to traverse wet sediment, debris buildup, and moderate joint offsets without becoming stuck.

CRAWLER UNIT - CONTINUED

A-08 Crawler shall maintain traction and forward/reverse control on pipe grades of at least 30% (approximately 17 degrees) in both wet and dry conditions.

A-09 Crawler shall be capable of traversing pipe joint offsets of at least 1 inch (25 mm) in both vertical and horizontal directions without operator intervention.

A-10 Crawler shall incorporate a self-leveling or automatic righting function that maintains the crawler in the pipe invert and prevents camera roll.

A-11 Crawler chassis and structural components shall be constructed of materials rated for continuous exposure to water, sediment, hydrogen sulfide, and dilute acids/bases.

A-12 The crawler (tractor body with standard camera) shall weigh no more than 50 lbs (22.7 kg) in the standard configuration to allow safe two-person handling at pipe inlets.

CAMERA

A-13 Sensor shall be optimized for low-light performance in confined, artificially lit environments.

A-14 Camera shall produce a usable color image at illuminance levels of 1 lux or lower.

A-15 A 4K UHD (3840 x 2160) camera head upgrade option shall be available and separately priced. Backward compatibility with the proposed tractor/cable system is required for this option.

A-16 Camera shall provide a minimum 5x optical zoom lens, fully operator-controlled from the console.

A-17 In addition to optical zoom, a minimum 7x digital zoom shall be available.

CAMERA - CONTINUED

A-18 Camera shall feature automatic autofocus with manual override capability fully controlled by the operator from the console.

A-19 Camera shall provide a minimum 90-degree horizontal field of view at its widest zoom setting to allow adequate wall coverage in small-diameter culverts.

A-20 LED intensity shall be fully operator-adjustable (0-100%) from the control console to prevent overexposure in close-range small-diameter pipes and underexposure in large-diameter or dark-stained culverts.

A-21 Crawler/camera system shall support connection of auxiliary external lamp units to supplement illumination in culverts 36 inches and larger.

A-22 Camera shall incorporate a motorized self-cleaning lens wiper system or equivalent lens-cleaning technology to maintain clear imagery during wet, muddy, or silt-laden inspection conditions without camera retrieval.

A-23 Objective lens shall be hardened optical-quality glass resistant to scratching from fine sediment. Lens shall be field-replaceable without returning the camera to the factory.

A-24 Camera head assembly shall be rated IP68 minimum. Internal sealing shall prevent condensation on the lens interior. Camera shall remain operable after full submersion to at least 1 meter (3.3 ft) for a minimum of 30 minutes.

A-25 Camera shall include an integrated laser measurement/caliper system capable of sizing cracks, joint gaps, and defect dimensions on-screen during inspection.

CABLE SYSTEM

A-26 The as-delivered cable reel assembly shall provide a minimum usable cable length of 350 feet (107 m). A 400-foot (122 m) or greater system is strongly preferred.

A-27 Cable minimum rated break strength shall be 2,000 lbs (900 kg).

CABLE SYSTEM - CONTINUED

A-28 Cable outer jacket shall be rated for resistance to abrasion on concrete and corrugated metal; petroleum products and road salts; UV exposure; and temperatures from 0°F to 120°F. Polyurethane, TPE, or equivalent jacket material is acceptable.

A-29 Cable outer diameter shall not exceed 12 mm (0.47 in) to minimize drag in small-diameter culverts.

A-30 The reel shall be motorized (power-driven) in both pay-out and retrieval directions. Manual freewheeling for emergency retrieval shall also be available.

A-31 Reel shall incorporate automatic cable tension management to prevent cable slack that could cause tangling or guide wear, and to prevent excess tension during retrieval through tight bends.

A-32 Reel shall incorporate an electronic cable counter accurate to within ±1 foot (±0.3 m) across the full reel range.

A-33 The reel assembly shall be mountable both in the host vehicle and deployable as a portable unit at the culvert opening when vehicle access to the pipe invert is not possible. Portable reel deployment shall be achievable by two people without mechanical lifting equipment.

A-34 The primary operator control unit shall be a rugged, portable touchscreen pendant or laptop-style controller with integrated joystick(s).

A-35 The portable controller/pendant display shall be a minimum 10-inch color touchscreen.

A-36 The portable controller display shall be sunlight-readable (minimum 1000 nit brightness) for field operation in direct sunlight conditions.

A-37 The field controller/pendant shall carry a minimum rating of IP54 for protection against dust and water spray in field conditions.
