About this file

This is a Request for Proposal (RFP #RFP-2022-0036) issued by Tuolumne County, California for architectural services related to the Washington Street Historic Courthouse Remodel Project. The county is seeking an architectural firm to develop comprehensive plans, specifications, and construction documents based on existing feasibility study floor plans, with the goal of preparing the project for public bidding. The RFP was released on October 3, 2022, with a mandatory pre-proposal meeting scheduled for October 13, 2022, and proposals due by 5:00 pm on October 26, 2022. The project involves repurposing a historic courthouse (approximately 10,000 sq. ft.) originally constructed in 1850 and 1928, transforming it into office space for the Public Defender and Conflict Attorneys. The initial contract term is twelve months, with potential for a one-year extension contingent on funding, performance, and continued service needs.

The evaluation process will involve a review committee scoring proposals across four key criteria: completeness of proposal (25%), qualifications (20%), service delivery/methodology/timeline (25%), and reasonable cost of service (30%). Proposers must submit comprehensive documentation including company information, personnel details, experience references, and a fee schedule. The county emphasizes minimal modifications to the existing facility layout to control costs, with the county handling most demolition work. Insurance requirements are extensive, including commercial general liability, automobile liability, and workers' compensation coverage. Funding for the project is subject to annual budget appropriations, and the county reserves the right to cancel or modify the contract based on budgetary constraints.

1. INTRODUCTION

1.1. Summary

Tuolumne County is looking for an architectural firm to develop plans, specifications, and construction documents based upon the floor plans developed during the feasibility phase of this project. These plans, specifications, and construction documents will then enable the County to go out to bid for the required work. Time is of the essences and the County would like to be out to bid on this project as soon as possible.

1.2. Background

The Tuolumne County Administrative office is soliciting proposal from firms to provide plans and specifications related to the Washington Street Courthouse located at 60 Washington Street, Sonora. The Washington Street Courthouse, originally two buildings, was constructed in 1850 and 1928. The building is roughly 10,000 sq. ft. and is considered an historical courthouse. Until recently it was occupied by the State of California and utilized as a superior court.

With the State vacating the Washington Street Courthouse, it is the intent of the County to repurpose this facility to office space for our Public Defender and Conflict Attorneys. To this end, the County hired an architectural firm to conduct a feasibility study on this and other

County buildings. The feasibility study for the Washington Street Courthouse determined that the Public Defender’s Office operations including the Conflict Attorneys could fit within this facility.

In the repurposing of this facility, it is the intent of the County to utilize as many of the existing offices, hallways and overall layout of this facility. Attached is a copy of both the existing floor plan and then the proposed office layout. The wall to be added are shown on the upper diagram in green and then the walls to be removed or altered are highlighted in purple in the lower diagram. The proposed office layout calls for minimal HVAC, mechanical and electrical rework.

To keep costs down, the County will be conducting most of the required demolition work for this project.
