Upon construction completion, the Sensitive Compartmented Information Facility (SCIF) component of this space will require 3rd party certification by the Defense Intelligence Agency (DIA). In order to ensure that certification is achieved, the Offeror’s Architect shall be required to provide the following Construction Administration (CA) services during the construction phase of this project:

Bi-Weekly Report: Inspection Report, produced bi-weekly, describing project progress during the prior 2 weeks, which shall highlight potential concerns that could impact SCIF certification. The Report shall be inclusive of a detailed photo log and provide for detailed drawings showing the following:

● Installation progression of all wall layers - Label each wall/ceiling section, along with a referenced photo record to show progress

● This drawing should also specifically show any below-floor and any raised floor penetrations, while identifying if there are dielectric breaks or grounding

● It should also specifically show above drop-ceiling penetrations, while identifying if there are dielectric breaks or grounding

● Each wall section needs to be captured in a photo when:

○ The studs are constructed

○ Insulation is installed

○ Mesh is installed

○ Horizontal drywall is installed

○ Foil is installed, including grounding wires

○ Vertical drywall is install

○ Slab to slab (floor to ceiling) is painted

○ Grouting is installed at the top and bottom of each wall, including showing means and methods

○ Special photo sections focused on testing of the foil system and showing the grouting means and methods

● Document that the wall was built as requested.

In order to ensure that the Architect has the requisite capabilities to design and ultimately achieve DIA SCIF certification, Offeror shall submit a resume showing their Architect’s experience designing three (3) high security office projects, including at least one (1) certified SCIF project. This resume shall include the customer contact information for project verification, complete with year of design and enough information for the Government to identify and confirm the contract.
