About this file

This is a bid response document for the Sarasota County School Board's Aquatic Invasive Vegetation Control Services contract (Bid #26-0116). The contract requires the contractor to provide comprehensive aquatic vegetation management services including all chemicals, herbicides, labor, permits, equipment, tools, fuel, and materials for quarterly maintenance of stormwater areas across designated locations. The scope of work encompasses herbicide applications for nuisance and invasive vegetation control, treatment of emergent shoreline weeds and grasses, manual maintenance using hand tools and power equipment, removal of foliage and debris, littoral shelf maintenance, algaecide applications as needed, and maintenance reporting. The contractor is also responsible for water quality testing to ensure safe dissolved oxygen levels prior to treatment and for managing South West Florida Water Management District (SWFWMD) permitting, renewal inspections, and recertifications, with currently 49 locations requiring SWFWMD inspections, though this number may fluctuate based on permit expirations and new permits.

The bid response document includes two required affidavits that all respondents must complete under penalty of perjury. The first affidavit certifies that the nongovernmental entity does not use coercion for labor or services as defined in Florida Statutes Section 787.06(13), addressing prohibited practices including physical force, unlawful restraint, debt exploitation through labor pledging, document confiscation, financial harm threats, fraud, and controlled substance provision. The second affidavit, required under Florida Statutes Section 287.138, certifies that the company is not owned or controlled by foreign countries of concern, including China, Russia, Iran, North Korea, Cuba, Venezuela, or Syria, and is not organized under the laws of or headquartered in such countries. Both affidavits require authorized signatures, notarization, and approval by the School Board's General Counsel.
