Statement of Work Summary
This Statement of Work (SOW) defines requirements for replacing the CMS Transformer at Federal Corrections Institution (FCI) Texarkana, located at 4001 Leopard Drive, Texarkana, Texas 75501. The Federal Bureau of Prisons (FBOP) intends to make a single award to a responsible entity. The project must be completed within 30 calendar days from Notice to Proceed, operating five days per week (Monday-Friday, excluding federal holidays) with access between 8:00 A.M. and 2:30 P.M.
The contractor must remove and replace the existing 500 KVA Power Zone transformer (HVT-3-TEX, 208Y/120 volts) with an Eaton-brand or equivalent Secondary Unit Substation oil-filled transformer featuring feed-through primary switching and front-access secondary equipment. The new transformer shall have high-side feed-through capabilities for medium voltage feeding to the VT transformer and include a 1,600 AMP main breaker (I-Line) for outdoor secondary load distribution. The secondary panel must accommodate up to six three-phase breakers (400-1200 AMPS). Load break elbows are required on incoming and outgoing high voltage lines. The work includes furnishing five generators (350 KW at CMS, 176 KW at Health Services, 120 KW each at Education and VT Yard, 100 KW at Recreation Yard), installing a new 1600-amp NEMA 3R panelboard with Square D I-Line breakers, and installing four aluminum rigid conduits containing #600 MCM copper conductors. Testing must comply with IEEE C57.12.90 standards and include ratio, polarity, phase rotation, no-load loss, excitation current, impedance voltage, load loss, applied potential, induced potential, and QC impulse tests. The contractor provides all engineering, permits, tools, insurance, and materials; FCI provides water, restrooms, minimal 120V power, wire installation inside fenced areas, and generator fuel. Warranty is one year from start-up or 18 months from shipment, whichever occurs first. Work must comply with all local, state, and federal codes and safety requirements.

Upon completion of contract, the transformer will be a complete, fully functional, and working system. Service will comply with all Local, State, and Federal codes, and meet all safety requirements.
CMS Transformer: Asset- (HVT-3-TEX) Location: East of ground water tank, North of CMS building.
Make: Power Zone Size: 500 KVA Volts: 208Y/120
The existing transformer is located outside the secure perimeter but feeds four (4) buildings inside the perimeter and lighting for recreation.
Remove and replace existing transformer (HVT-3) CMS/Rec/Education 500 KVA Oil Filled with Eaton-brand, or equal, Secondary Unit Substation Oil Filled with feed-through primary switching section and front-access switchboard secondary equipment section in accordance with specifications.
All equipment specified in this statement must be brand name or an equal product. Should your firm choose to submit an equal product, you must submit all technical specification of the equal product to be analyzed and a technical determination issued with acceptance/non-acceptance. The government retains the right to determine technical acceptance for all submitted equal products.
There is currently an air switch located with this transformer that is to be removed, and the new substation shall have high side feed through capabilities to enable medium voltage feed to the VT transformer. It will also need a 1,600 AMP main breaker (I-Line) for an outdoor secondary load distribution system. The secondary panel must be able to take up to six three phase breakers. Breaker size is to be determined but will range from 400 to 1200 AMPS for the feeds currently leaving the existing transformer. The primary voltage is 12,470 and the secondary is 208WYE. There is a 208- 480 step up transformer that will need to be reconnected to the new secondary voltage system. It will also require load break elbows installed on the incoming and outgoing high voltage.
The feeds from this transformer include:

2. Access to the site will be available during normal working hours except during emergencies. It shall be the responsibility of the Contractor to familiarize himself, his employees, and his subcontractors of the working hours and conditions in the correctional facility, as working hours may not constitute a full eight-hour workday. The Government assumes no responsibility to the Contractor nor to any of his subcontractors for shorter hours due to institutional emergencies or entry and/or exit of workers necessitated by normal institution routines.
B. Delivery of Materials
1. All construction materials/equipment required for work on this project are required to be processed by the Contractor and coordinated with the COR for temporary storage.
2. Construction-related deliveries which are directly shipped to the institution (inside) can be received between the hours of 8:00 AM - 2:30 PM, Monday - Friday, excluding federal holidays.

F. Other Considerations
1. Contractor technicians will NOT be allowed to bring cell phones, cameras, smartwatches, smartglasses or any other devices that can transmit two-ways into the Institution. Use of such devices, however, may be used on institution exterior grounds. FCI Texarkana reserves the right to restrict their use at any time if deemed a security threat or risk. Contractors will be permitted to wear jeans (no holes) in the institution, however, shorts, green or khaki-color clothing will not be allowed. The clothes will be proper and suitable for the services that are being provided.
2. The Facilities Department at FCI Texarkana maintains a digital camera that will be utilized by FCI Facility Staff to document the project work. The Contractor may request copies of the digital photos for their record keeping.
3. All deviations from this Statement of Work must be approved in writing by the Contracting Officer and Contracting Officer Representative (COR).
5. In the event of an institutional emergency the contractor may be instructed to secure from all work, secure all tools, equipment and materials, and if necessary escorted off institution grounds. Work will be suspended until the institution emergency passes.
6. In accordance with the Federal Acquisition Regulation Overhaul part 37.1 Performance-Based Acquisition:
a) This service is a contractual arrangement and not a personnel appointment.
b) Payment is based on an end product or accomplishment of a specific result.
c) The service does not constitute an employer/employee relationship.
