About this file

This is an Emergency Purchase Extension Approval document from the State of Illinois Chief Procurement Office for General Services, involving the Department of Corrections (DOC) and the vendor Aggreko. The document details an emergency extension for temporary boilers at Shawnee Correctional Center, where the existing boilers have failed. The original emergency contract began on December 23, 2023, and was initially for three months, with Aggreko providing three boilers and updating electrical wiring to meet code requirements. The proposed extension is for an additional five months, from April 23, 2025, to September 22, 2025, to allow the Capital Development Board (CDB) to complete a permanent boiler replacement project.

The emergency extension has an estimated contract value of $340,000, which is an increase from the original contract amount of $147,935.72. The extension was necessitated by a failed competitive bidding process (B-40562) and unforeseen delays in the permanent boiler replacement project. The document indicates that without this extension, the facility would lack hot water for laundry and heating in the dietary area. The procurement office approved a 0% Business Enterprise Program (BEP) participation goal, noting that Aggreko was the only vendor available in the area to meet the emergency needs. This is the third extension of the original emergency contract, with previous extensions documented under reference numbers B-42026 and R-44807.

4. Provide justification for extending the original emergency contract:

CDB has approved the project to replace the boilers and has been working to complete the project. 7. Is a competitive procurement in process to replace this emergency contract?

Yes No Status: other, please explain below

The competitive bid (B-40562) failed and this extension is needed to ensure continued availability of hot water. Timeline until project is complete will not allow for another competitive solicitation.
