About this file
This document is an approval letter from the Illinois Department of Central Management Services' State Use Program for a joint purchase master contract between CMS and Chicago Lighthouse Industries. The contract will provide 53 persons with disabilities employment and job training, and is authorized for the period of 08/22/2022 to 08/21/2023 with no renewal option, in the total amount of $5,250.00. The contract is a joint purchase open to all governmental units and qualified not-for-profit agencies, with the actual spend potentially exceeding the estimated amount.
The letter indicates that the State Use Committee has reviewed the agency's price and determined it to be fair and reasonable in accordance with Illinois state law. The Committee's authorization is not a substitute for other required approvals, and the agency must coordinate with the appropriate procurement officers to complete the contract execution process. Upon contract execution, a copy must be forwarded to the State Use Program office.

Re: JPMC-Clocks / Chicago Lighthouse Industries
Dear Tern Thomas:
Per your request, the above contract between CMS and Chicago Lighthouse Industries was presented to the State Use Committee for an authorization vote.
As this contract is a joint purchase master contract, the amount proposed is an estimated spend on the contract. As the contract will be open to all governmental units and qualified not-for-profit agencies, the actual spend may be more than what is shown below. The Committee voted to authorize your agency to contract with Chicago Lighthouse Industries without advertising or calling for bids, effective 08/22/2022 and ending 08/21/2023 with No renewal option, in the total amount of $5,250.00. The contract will provide 53 persons with disabilities employment and job training.
In order to increase the overall transparency of the State Use Program and procurement in general, State Agencies tinder the jurisdiction of the CPO-GS are now required to post notice of each State Use contract on BidBuy. CPO notice 2014.09 outlines the CPO-GS’s process for approval of the State Use Contract.
Please work with your CPO to post the award notice on BidBuy. if over the small purchase threshold.
This letter serves as your notice that the Committee has reviewed the Agency’s price for the proposed agreement in accordance with 30 ILCS 500/45-35 and determined the price submitted is fair and reasonable. The Committee’s authorization is not an authorization for the selected vendor to begin providing supplies or services in the absence ofa contract that has been reduced to writing and signed by all necessary parties, nor may it serve as a substitute for other required Chief Procurement Office or internal Agency approvals. Please coordinate with your Agency Purchasing Officer and State Purchasing Officer to ensure your procurement has obtained all required approvals prior to contract eNecution.
Upon completion of an executed contract, signed by both parties, please forward a copy to this office for our files.
