Appendix X - HSE Asset Requirements

The contractor shall manage the acquisition, coordination, installation, delivery, and removal of temporary security perimeter assets as listed below and in Table 1 of the Statement of Work.

o Portable Vehicle Barriers – Mobile, portable vehicle barriers. The contractor shall meet the following requirements, and the barriers shall meet the following specifications:

Barriers shall be mobile / portable high-security vehicle barriers in the following lengths:

• 16 foot (12’ clear vehicle opening)

• 20 foot (16’ clear vehicle opening)

• 24 foot (20’ clear vehicle opening)

The barriers shall withstand an attempted penetration at a minimum of a Department of State (DOS) K4 crash rating certification of a 15,000 pound vehicle at 30 miles per hour (mph). The mobile barrier shall be capable of crash rating per DOS K 12 standard of a 15,000 pound vehicle at 50 mph with the addition of support concrete jersey barriers.

The barrier type shall be a barrier gate employing a retractable, steel plate.

Steel plate height when deployed shall be approximately 32”.

The temporary barrier shall deploy flush with the road pavement presenting a minimal obstacle to passing vehicles.

The barrier shall provide a minimum vehicle passage width of 16 feet.

The barrier type shall operate hydraulically, with a manual operation feature for us in the event of a power outage.

The barriers shall be remotely controllable, so that an operator is able to operate the mobile barrier from nearby.

The barrier shall be mobile – readily transportable – towed for short distances or within five miles of specified site location.

The barrier shall be temporary, with a minimum of installation requirements (primarily electrical) and allowing set-up and readiness within one hour’s time or less, or permitting disassembly and towed removal for storage or re-deployment.

Mobile barriers shall be registered with a Vehicle Identification Number (VIN) able to meet the U.S. Federal Highway and Transportation regulations.

The contractor shall provide all mobile barrier towing accessories, including tow hitch information required for the tow vehicle, equipment services including, Operations and Maintenance (O&M) training, lights, and traffic visibility accessories.

The contractor shall provide certification of and permit(s) required by each location to operate any heavy equipment.

The contractor shall provide user training and one user manual to specified personnel (at each site) responsible for operating the barrier equipment.

The contractor shall supplement vehicle barriers with Hesco Barriers as required. Hesco barriers shall be filled with sand, soil or gravel as communicated by the Government.

o Anti-Ram Modular Vehicle Barrier – Modular vehicle barrier shall withstand an attempted penetration and disable trucks/vehicles upon impact by disabling the engine. Units shall be modular in nature and interlockable.

o Under Vehicle Inspection System (UVIS) – The contractor shall supply a UVIS that is portable and deployable to temporary sites.

The system shall have the capability to capture images of a vehicle’s undercarriage and transmit them to a control unit. The contractor shall provide the full system including control unit and monitor. The contractor shall be responsible for installation, testing, and removal of full system. The government shall retain any images following the completion of the event.

o Mobile Vehicle Gate – The contractor shall supply a mobile vehicle gate that is deployed in a shipping-type container and has opening widths of up to 8 meters. The gate shall have a gate stopper and automatic gate controls and the contractor shall supply power for the unit.

The barrier shall be temporary, with a minimum of installation requirements (primarily electrical) and allowing set-up and readiness within one hour’s time or less, or permitting disassembly and towed removal for storage or re- deployment.

Mobile barriers shall be registered with a Vehicle Identification Number (VIN) able to meet the U.S.

Federal Highway and Transportation regulations.

The contractor shall provide all mobile barrier towing accessories, including tow hitch information required for the tow vehicle, equipment services including, Operations and Maintenance (O&M) training, lights, and traffic visibility accessories.

o Water-Filled “Jersey” Barriers –The government shall require plastic, water-filled jersey barriers that are interlockable and are a minimum of 42” in height, 24” in width, and 72” in length.

The contractor shall provide water for filling each unit and refilling as necessary.

o Concrete “Jersey” Barriers – The Government shall require precast concrete median barriers that are interlockable and 2 feet 8 inches (32 inches) tall x 2 feet (24 inches) Wide x 12 feet (144 inches) or 8 feet (96 inches) long.

o Crowd Control Barrier System - It is imperative that the Government have a secure perimeter capable of controlling access and protecting Dignitaries, Delegates, guests and the general public. This barrier system shall include:

Portable Bike Racks – The Government shall require prefabricated metal bike racks that are inter-lockable, of a standard height, length, and width.

• The contractor shall be responsible for the coordination of traffic control with local police agencies in the affected areas while installing the bike racks.

• The barricade must be environmentally sensitive and be free standing. It cannot be fastened, anchored or staked to the ground in any manner.

• The barricade must be able to be set up on uneven surfaces and on various grading.

• Where necessary and as approved by the COR, the contractor shall supplement bike rack with additional types of fencing including but not limited to snow fencing, chain link, privacy fencing, mojo barriers, and steel fencing.

• The contractor shall be responsible for providing chains and locks as needed for all types of fencing including anti-scale.

Anti-Scale Fencing (Specification A) – The Government shall require 8’ and 12’ high anti-scale fencing.

• This barricade system must be composed of 100% steel. It must be constructed with 1 ½ inch square metal tubing with a 1/8 inch steel mesh (to mitigate/disperse thrown liquids) and connected by at least 2 inch metal posts. The system must be 8’ in height and 4’ wide panels or 12’ in height with 4’ wide panels.

• The 8 foot sections must interlock with access panels and cross bracing.

• Construction strength and configuration shall be at such a level as to prevent the barricade from being pulled down (anti push), taken apart, set on fire and easily climbed on.

• The barricade must be able to be configured in such a way that 16 and 20 foot gates can be included in intervals around the perimeter to control vehicle traffic ingress/egress and provide for vehicle checkpoints.

• The barricade must be environmentally sensitive and be free standing. It cannot be fastened, anchored or staked to the ground in any manner.

• The barricade must be able to interface between buildings and other existing structures including fencing. The barricade must also allow for pedestrian access control points.

• The barricade must be able to be set up on uneven surfaces and on various grading.

• Fencing shall include option for steel gap covers that prevent the pass through of items between panels and prevent tampering with fencing bolts.

• The contractor may elect to utilize Government-furnished Anti- Scale Fencing.

Anti-Scale Fencing (Specification B) - The Government shall require 8’ and 12’ high anti-scale fencing.

• This barricade system must be composed of 100% steel. It must be constructed with 1 and 5/8 inch square metal tubing with a 1/8 inch steel mesh (to mitigate/disperse thrown liquids) and connected by at least 2 inch metal posts. The system must be 8’ in height and 4’ wide panels.

• Construction strength and configuration shall be at such a level as to prevent the barricade from being pulled down (anti push), taken apart, set on fire and easily climbed on.

• The barricade must be able to be configured in such a way that 16 and 20 foot gates can be included in intervals around the perimeter to control vehicle traffic ingress/egress and provide for vehicle checkpoints.

• The barricade must be environmentally sensitive and be free standing. It cannot be fastened, anchored or staked to the ground in any manner.

• The barricade must be able to interface between buildings and other existing structures including fencing. The barricade must also allow for pedestrian access control points.

• The barricade must be able to be set up on uneven surfaces and on various grading.

• Fencing shall include option for steel gap covers that prevent the pass through of items between panels and prevent tampering with fencing bolts.

5’ Steel Fencing (A)

• This barricade system must be composed of 100% steel. It must be constructed with 1 ½ inch square metal tubing with a 1/8 inch steel mesh (to mitigate/disperse thrown liquids) and connected by at least 2 inch metal posts. The system must be 5’ in height and 4’ wide panels.

• The sections must interlock with access panels and cross bracing.

• Construction strength and configuration shall be at such a level as to prevent the barricade from being pulled down (anti push), taken apart, set on fire and easily climbed on.

• The barricade must be able to be configured in such a way that 16 and 20 foot gates can be included in intervals around the perimeter to control vehicle traffic ingress/egress and provide for vehicle checkpoints.

• The barricade must be environmentally sensitive and be free standing. It cannot be fastened, anchored or staked to the ground in any manner.

4’ Steel Barricade (A)

• This barricade system must be composed of 100% steel. It must be constructed with 1 ½ square metal tubing with a 1/8 inch steel mesh (to mitigate/disperse thrown liquids) and connected by at least 2 inch metal posts. The system must be 4’ in height and 4’ wide panels.

• Construction strength and configuration shall be at such a level as to prevent the barricade from being pulled down (anti push), taken apart, set on fire.

• The barricade must be able to be configured in such a way that 16 and 20 foot gates can be included in intervals around the perimeter to control vehicle traffic ingress/egress and provide for vehicle checkpoints.

• The barricade must be environmentally sensitive and be free standing. It cannot be fastened, anchored or staked to the ground in any manner.

• The barricade must be able to interface between buildings and other existing structures including fencing. The barricade must also allow for pedestrian access control points.

• The barricade must be able to be set up on uneven surfaces and on various grading.

4’ Steel Barricade (B)

• This barricade system must be composed of 100% steel. It must be constructed with 1 and 5/8 inch square metal tubing with a 1/8 inch steel mesh (to mitigate/disperse thrown liquids) and connected by at least 2 inch metal posts. The system must be 4’ in height and 4’ wide panels

• Construction strength and configuration shall be at such a level as to prevent the barricade from being pulled down (anti push), taken apart, set on fire

• The barricade must be able to be configured in such a way that 16 and 20 foot gates can be included in intervals around the perimeter to control vehicle traffic ingress/egress and provide for vehicle checkpoints.

• The barricade must be environmentally sensitive and be free standing. It cannot be fastened, anchored or staked to the ground in any manner.

• The barricade must be able to interface between buildings and other existing structures including fencing. The barricade must also allow for pedestrian access control points.

• The barricade must be able to be set up on uneven surfaces and on various grading.

8’Anti-Scale / Anti-Pass Fence (Lite) – Fencing shall be constructed in interlockable panels with a wide base that can be reinforced with concrete.

Fencing should prevent climbing and the passage of items from one side to the other.

Spring Fence / Red Fence– Fencing shall be constructed of steel in 8’ lengths with rectangular mesh.

o YodockTM Barrier System – The Government shall require access to the YodockTM Barrier System.

o Tenting – The Government shall require portable weather resistant tents with side panels.

The contractor shall be responsible for the assembly of tents.

Each tent shall be weather resistant, able to withstand harsh weather, and be secured/anchored with water barrels and/or concrete.

The contractor shall provide lighting towers for tents as communicated by the Government.

The contractor shall provide either clear or opaque side panels as communicated by the Government.

The contractor shall provide tents without center pole(s) or with center pole(s) as communicated by the Government.

o Golf and Gator/Polaris Carts – The Government shall require golf cart type vehicles to transport personnel and material prior to and throughout the event.

The units shall be gasoline or electric powered, as communicated by the

Government, and include passenger and flatbed type vehicles.

The contractor shall be responsible for the delivery and maintenance of the vehicles.

The contractor shall provide a locking device to secure carts when not in use.

The contractor shall provide initial fueling/charging and refueling/recharging as required to ensure uninterrupted availability and operability of all vehicles.

o Generators – The Government shall require portable fuel powered and large panel type generators.

The contractor shall be responsible for the delivery, assembly, and safety testing of generators.

The generators must be able to provide sufficient electrical power for the tent lighting, heat, and magnetometers.

The contractor shall provide initial fueling and then refueling as required to ensure uninterrupted availability and operability of all generators.

o Lighting – The Government shall require fuel and solar powered portable light towers and stand-up LED lights.

The contractor shall be responsible for the delivery, assembly, and safety testing of solar and/or fuel powered portable light towers.

The contractor shall provide initial fueling and refueling as required to ensure uninterrupted availability and operability of all light towers.

The contractor shall provide stand-up type LED Lights. These lights shall be commercial work lights on a tripod with a minimum of 6,000 lumens as communicated by the Government.

o Waste Management – The Government shall require waste management equipment and services.

The contractor shall be responsible for the delivery of fully functional and presentable standard portable toilets and/or restroom trailers and portable hand washing stations.

• The contractor shall provide the set-up, break down, and the daily cleaning services.

• Each unit shall be serviced at a minimum once per day and then serviced and or pumped as needed to be fully functional and presentable.

• The contractor shall provide toilet tissue, soap, and paper towels as needed.

• The contractor shall perform minor repairs to the portable toilets as needed.

• The contractor shall dispose all waste off-site.

The contractor shall provide waste receptacles and removal services for screening areas and other areas as designated by Government officials.

• The contractor shall provide separate trashcans and recycling receptacle bins.

• The receptacles shall be cleaned and trash/recycling removed daily or as communicated by the Government.

• The contractor shall ensure that materials are recycled whenever possible and that trash is disposed of off-site in an environmentally sensitive manner.

o Tables and Chairs – The Government shall require folding/collapsible tables and chairs for security checkpoints and other areas designated by the Government.

The tables shall measure 72” or 60” long x minimum 20” wide x 30” tall table.

The chairs shall be simple economy folding chairs.

o Miscellaneous Items – The Government shall require various items to include the following. The contractor shall be responsible for delivery, assembly, safety testing, and removal of all items.

Traffic cones and barrels Cable ramps Spill guards Extension cords (50’ outdoor) Power strips / surge protectors Refrigerators Outdoor carpet (10’x 10’) Rope & stanchion – 7’ Fire extinguishers Pipe & drape – 8’ unit Signage (30” x 60”) and (24” x 30”) o Air Conditioning (A/C) / Heat – The Government shall require Air Conditioning (A/C) or Heat, weather dependent.

The contractor shall be responsible for the delivery, assembly, and safety testing of portable A/C or heat units.

The units will be required to pull power from generators listed above.

Additionally, the Government shall require 26-inch minimum commercial misting fans and oscillating fans to supplement the above climate control.

The portable misters shall be filled daily by the contractor.

For K9 cooling, the contractor shall provide small child-size wading pools located at each vehicle checkpoint.

The contractor shall refill the wading pools daily.

Water Coolers, water and ice for K9s.

• Heavy Machinery, Major Items – The Government shall require different types of major items to include forklifts, gradalls, cherry pickers, mobile command centers (such as semi-tractor trailers or other trucks outfitted for command center use), small portable office trailers and scaffold towers with roof.

o The contractor shall be responsible for the delivery, assembly, safety testing, and return of each item.

o The contractor shall provide initial fueling and refueling as required to ensure uninterrupted availability and operability of all heavy machinery, major items.

o Blocking vehicles – The contractor shall supply empty passenger buses, dump trucks (filled with dirt or sand), or semi-tractor flat-bed trailers as well as an operator for the vehicle who remains with the vehicle at all times it is deployed.

Additionally, the contractor shall provide operators for the heavy machinery/major items and any required power or fuel to operate the heavy machinery/major items as communicated by the Government.
