About this file

This file is a contract overview workbook template used by the U.S. Army Corps of Engineers (USACE) to track contractor compliance and performance on service contracts, specifically for buildings and grounds maintenance operations. The workbook serves as an administrative tracking tool rather than a solicitation document and includes multiple tabs for monitoring employee records, security clearances, training completion, safety compliance, insurance documentation, and required submittals.

The workbook requires contractors to maintain comprehensive employee rosters documenting initial hire dates, USACE security clearances, monthly contract participation, and attendance at mandatory monthly safety meetings. Key compliance requirements include completion of multiple security and anti-terrorism trainings (AT/OPSEC 1-6, AT/OPSEC 14) within 30 days of contract award, E-Verify employment eligibility verification with results submitted within three business days, and proof of specific insurance coverages including Workers' Compensation, Comprehensive General Liability ($500,000 bodily injury per occurrence), and Automotive Liability ($200,000 per person). Contractors must also submit an Accident Prevention Plan, Activity Hazard Analyses, emergency contact lists, Material Safety Data Sheets for applicable products, contractor representative information, quality control inspector credentials, and annual pest control plans by December 1st. Additional requirements include training on suspicious activity reporting, First Aid and CPR certifications, compliance with Force Protection Condition and Health Protection Condition measures, and display of Equal Employment Opportunity and Employee Rights posters in conspicuous workplace locations. The workbook includes specific sections for USACE administrators to verify compliance across these multiple contractor obligations on a monthly basis.

6Certificates of Insurance
Does insurance meet requirements in PWS C-1.32?:
Workers's Compensation & Employer's Liability: $100,000 (PA) and as legally required by the state (OH and WV)

UsaceAdmin: OH:

Employers purchase worker's comp from the state in OH and are often required to purchase Employer's Liability from private insurers as well. Some employers are exempted: sole proprietorships, partnerships and LLC's. Since the state requires and is the sole "carrier", it is logical that if the contractor has coverage, it is meeting Ohio's requirements.

WV:

Requires all but the self-employed with no employees to carry coverage. But it does the law does not require a minimum amount. Employers work with their insurance agents to determine adequate protection.

Comprehensive General Liabilty: Bodily Injury $500,000 per occurrence & Property Damage $100,000
Automotive Liabilty: Bodily Injury $200,000 per person/$500,000 per occurrence & Property Damage $20,000

I work for the Army Corps of Engineers. We require our contractors to comply with Pennsylvania's Worker's Compensation and Employer's Liability insurance requirements. However, I cannot find what liability coverages are required by law on line. Can you please provide this information so we can insure our contractors are compliant.
