About this file
Appendix II - Technical Response Summary
This technical response document supports the Florida Department of Children and Families' solicitation for wastewater surveillance coordination services. The solicitation seeks a respondent to facilitate the collection and transfer of wastewater samples from Florida municipalities for drug analysis. The provider must calibrate wastewater testing equipment and analytical methods according to the Department's approved substance list, create and manage a data dashboard, and demonstrate expertise in wastewater-based epidemiology. The provider is required to maintain a fully equipped laboratory capable of performing liquid chromatography-tandem mass spectrometry (LC-MS/MS) analysis for comprehensive drug detection. An updated version of this appendix was released on March 3, 2026, replacing the previous technical response template.
The Appendix II document establishes the technical response requirements and evaluation criteria that prospective respondents must address in their proposals. This template guides bidders in demonstrating their qualifications, laboratory capabilities, data management systems, and technical expertise necessary to meet the Department's wastewater surveillance program objectives. The document serves as the framework through which respondents can comprehensively present their technical approach to sample coordination, equipment calibration, analytical methods, and dashboard functionality in compliance with Florida Statutes Chapter 287.
