Appendix I Definitions Definitions:
CONTRACT DEFICIENCY REPORT (CDR): The Contract Deficiency Report is a written record of unsatisfactory performance issued by the COR to the Contractor as documented by the Quality Assurance Inspection.
CONTRACTOR: The company structure, including all partners, officers, and employees with interest in this contract.
CONTRACTING OFFICER (KO): A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
CONTACTING OFFICER’S REPRESENTATIVE (COR): An employee of the U.S. Government appointed by the Contracting Officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor if that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
ALTERNATE CONTRACTING OFFICER’S REPRESENTATIVE (ACOR): An employee of the U.S. Government appointed by the Contracting Officer to administer the contract in the absence of the COR or alongside the COR as directed by the Contracting Officer. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor if that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
DEFECTIVE SERVICE: A service output that does not meet the standard of performance associated with the Performance Work Statement.
DELIVERABLE: Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
IMPACT PAD OR SITES: The terms "impact pad" or "impact site" shall be construed as all graveled, wood chip or concrete areas around playground equipment, picnic tables, grills, camp pad areas using gravel or wood chips as the impact material and timbers or concrete as a perimeter.
KEY PERSONNEL: Government and Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When Contractor key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
LITTER: Refers to, but is not limited to, garbage, trash, debris, paper, metal, plastic, cigarette butts, glass, bottle caps, pull tabs, food, animal remains, driftwood, tree limbs, sticks, grass, vegetation growth, dirt, gravel, mud, sand, rocks, algae, moss, ashes, charred wood, and/or any other foreign material.
PERFORMANCE WORK STATEMENT (PWS): Similar to a Scope of Work, this document sets forth required duties of the Contractor. It is called a “Performance” Work Statement as satisfaction with services is measured by end results of performance, rather than methods of performance.
PHYSICAL SECURITY: Actions that prevent the loss or damage of Government property.
QUALITY ASSURANCE (QA): The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
QUALITY ASSURANCE INSPECTOR (QAI): The primary objective of the Government Quality Assurance Inspector will be to determine the effectiveness of the Contractor’s Quality Control system. The Quality Assurance Inspector will perform inspections in a manner that will not unduly delay the work and will monitor the Contractor's service performance utilizing the 100% inspection method. The Quality Assurance Inspector notifies the Contracting Officer’s Representative of any deficiencies.
QUALITY ASSURANCE SURVEILLANCE PLAN (QASP): An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance.
QUALITY CONTROL (QC): All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements. Contractor shall furnish a Quality Control Plan to the Government.
QUALITY CONTROL PLAN: Document describing in detail all necessary measures taken by the Contractor to assure that the quality of a product or service shall meet contract requirements.
SUBCONTRACTOR: One that enters a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor.
WORKDAY: The number of hours per day the Contractor provides services in accordance with the contract.
WORK WEEK: Monday through Friday, unless specified otherwise.
