About this file
The document is an Invitation for Bids (IFB) from the Washington Department of Fish and Wildlife (WDFW) for fish food to be supplied to WDFW hatcheries statewide. The IFB requests information on PCB testing for each proposed product, including the testing method, results, and PCB levels if present. The contract opportunity covers multiple optional use contracts with different fish food vendors to provide fish food to hatcheries across various counties in Washington state, including Franklin, Grant, Grays Harbor, Chelan, Yakima, Okanogan, Asotin, Klickitat, King, Snohomish, Skagit, Pacific, Skamania, Cowlitz, Wahkiakum, Spokane, Clark, Lewis, Mason, Stevens, Thurston, Pierce, and Clallam counties.
The IFB requires vendors to provide details on PCB testing for each proposed product, including the testing method, results, and PCB levels if present. This information is requested as part of Appendix C - Vendor's Price Sheet. The IFB notes that PCBs are persistent, bioaccumulative, and toxic, and have been shown to cause health issues. Vendors must provide the requested PCB information for each product in order to be considered for the contract award.

| Polychlorinated biphenyls, commonly known as PCBs, are a family of human-made organic chemicals that were used in many industrial and commercial products such as insulating fluids for electric transformers and capacitors, hydraulic fluids, plasticizers, paint additives, lubricants, inks, caulk, and carbonless copy paper. PCBs are also found in products as an unintentional by-product of manufacturing processes. PCBs are ubiquitous in the environment because of their stability, extensive previous use, by-production in manufacturing, inadvertent release, and the inability to control and eliminate them through current waste management practices. PCBs have been shown to cause cancer and affect the human immune, reproductive, nervous, and endocrine systems. PCBs are persistent, bio accumulative, and toxic, and they cycle between the air, soil, and water. | |||||
