About this file

This is an appendix to a Request for Proposals (RFP #2025-RFP-0045R) issued by Sacramento County for a Digital Signage Kiosk System. The appendix establishes customer reference requirements that proposers must satisfy to demonstrate relevant experience and capability. Proposers are required to submit a minimum of three customer references that document experience in designing, developing, and implementing similar solutions within the past seven years. At least two of the three references must be from public sector organizations, preferably counties of equal or larger size than Sacramento County. The reference information must include the customer name and address, contact person with title, phone number and email, project start and completion dates, modules or versions implemented, number of full-time resources assigned, and a brief description of the project scope. The County reserves the right to investigate proposer background and current performance without limitation through these references and will use the reference feedback to evaluate proposer capacity to perform all aspects of the RFP requirements.

The reference submission requirement is a mandatory evaluation criterion that directly assesses a proposer's proven track record in delivering digital signage and kiosk solutions comparable in size, complexity, and scope to Sacramento County's project. This requirement ensures that proposers have demonstrated experience with similar implementations and can provide verifiable evidence of successful project delivery. The County's emphasis on public sector references, particularly from counties of comparable or larger size, indicates a preference for vendors with experience serving municipal government customers and managing complex infrastructure projects at the county government level.
