About this file

This is a Cost Response Appendix to an Invitation for Bids (IFB) No. 26-00009 issued by the Washington State Department of Fish and Wildlife (WDFW) for fleet card products and services. WDFW seeks to procure fleet card solutions for purchasing fuel (gasoline, diesel, biodiesel, marine, aviation, and propane), vehicle maintenance, roadside assistance, and electric vehicle charging. The solicitation assumes an annual purchase volume of $1.6 million, equivalent to $400,000 per quarter.

Bidders must submit cost responses across six scoring categories: rebate incentive (percentage of quarterly sales volume), prompt payment discount incentive (basis points on 30-day payment terms), implementation and transition plan (flat rate), training delivery (flat rate), per-card pricing (if applicable), and card charges if any. Scoring methodology awards maximum points to bidders offering the highest rebate and prompt payment discount percentages, and lowest pricing for implementation, training, and per-card fees. All subsequent bidders receive proportionally fewer points based on a formula comparing their offerings to the best bid in each category. Incentives are to be paid to WDFW on a monthly basis.
