About this file
This is a cost response form from the Washington Department of Fish and Wildlife (WDFW) for Request for Proposals No. 26-00006 regarding Derelict Shellfish Gear Removal and Education. The document provides the cost structure bidders must complete and submit with their proposals to WDFW for removal of derelict shellfish pots and related public outreach and education services. The form requires bidders to propose costs across eight line items: annual report preparation, initial project plan development, education and outreach materials, anticipated education and outreach events, anticipated shellfish gear recovery projects, expendable supplies, staff hourly rates, and travel expenses on a flat rate basis. Bidders must calculate the total proposed cost as the sum of all line-item costs, which serves as the sole cost metric used for evaluation purposes.
The contract structure includes a ten percent holdback on all invoices that is paid upon receipt of the annual report. WDFW notes that pricing provided for education and outreach events and shellfish gear recovery projects is for evaluation purposes only; upon contract award, these events and projects will be discussed and coordinated individually with WDFW and priced separately. The instructions explicitly state that WDFW will not purchase vessels or major equipment under this contract. Any mathematical errors in individual line items remain the bidder's sole responsibility, with the total proposed cost taking precedence in evaluation regardless of discrepancies in supporting calculations.
