About this file

This is an Apprenticeship Utilization Certification form issued by the State of Colorado Office of the State Architect, State Buildings Program, applicable to public construction projects valued at $1 million or more. The certification applies to the CTF DRDC Electronic Security System Replacement project and requires general contractors to document that all subcontractors in designated trades—including mechanical, sheet metal, fire suppression, sprinkler fitting, plumbing, and electrical—participate in apprenticeship programs registered with the United States Department of Labor's Employment and Training Administration or state apprenticeship councils recognized by the federal authority. Contractors must demonstrate that participating firms have maintained a minimum 15 percent apprentice graduation rate for at least three of the past five years and provide supporting documentation from the Department of Labor's Office of Apprenticeship to verify compliance.

The certification statement, mandated by 24-92-115, C.R.S. (SB 19-196), requires the general contractor to supply documentation and agree to make such documentation publicly available through the contracting agency's website within 30 days of submission. Subcontractors who willfully falsify documentation or misrepresent qualifications must be immediately terminated by the general contractor and removed from the project. The State retains discretionary authority to debar the general contractor pursuant to 24-109-105, C.R.S., and pursue additional legal remedies for non-compliance. The certification must be executed and agreed to by an authorized representative of the general contractor, with signature, printed name, and date required on the form.
