About this file
This document is Appendix E of the Offeror's Technical Proposal for RFP DAAA 2027000007, a Security Guard Services solicitation issued by the Colorado Department of Education (CDE). The RFP requests security guard services with two consistent, licensed security guards assigned to CDE's facility. Offerors must provide guards available for staggered shifts: 7:30 AM to 4:30 PM for one guard and 8:30 AM to 5:30 PM for the second guard, Monday through Friday. The proposal submission requires offerors to respond to multiple evaluation sections addressing mandatory requirements, organizational experience, personnel qualifications, and performance monitoring capabilities. Offerors must demonstrate they are established security companies with licensed guards (not temporary hourly workers) and provide detailed descriptions of past security assignments, including client names, contact references, addresses, telephone numbers, service descriptions, and performance dates.
The technical proposal requires offerors to address specific personnel and operational requirements, including confirmation of ability to assign two consistent guards familiar with CDE's building and processes, explanation of qualifications management and guard availability, description of training programs with frequency schedules, and a backup staffing plan with response times for emergency coverage situations. Offerors must also detail performance monitoring methods such as evaluations, supervisor check-ins, uniform inspections, and corrective action procedures, and must acknowledge CDE's right to remove any guard without relieving the contractor of obligations. Pricing must be submitted on Exhibit D, the Pricing Worksheet. The document does not specify response deadlines, award dates, contract term, renewal options, or pricing structure details within this appendix.

Offeror’s Response: Please fill in your response below.
Organizational Experience Provide a detailed description of the Offeror’s experience, including the number of years, providing security guard services, specifically addressing the following questions:

Provide at a minimum three (3) descriptions of security guard assignments that Offeror has performed in the past or presently. These descriptions should include: the name of the client, contact person (to be considered a reference), address, telephone number, a brief description of the services provided, and the performance period dates.
b. Have you ever failed to provide a security guard to a client for more than four (4) hours? What was the reason? How long did you leave the client without the security guard? How did you remedy the situation?
c. Have you ever sent a security guard to a business without completing a background check?
d. Have you ever been terminated from a contract? If yes, please explain the reason for the termination.
CDE’s evaluation team, at its sole discretion, may contact these references as part of the evaluation of the vendor’s experience.
Personnel
a. Will Offeror assign two consistent guards to CDE so that CDE has consistent guards who are familiar with CDE’s building, processes, and staff?
b. Confirm whether Offeror will be able to provide two security guards for the hours of 7:30am – 4:30pm for one security guard and 8:30am to 5:30pm for the second security guard, Monday through Friday.
c. Will Offeror’s assigned security guards be able to perform the duties listed in the statement of work? Are there any other duties that Offeror proposes that their security guards could perform for the cost bid by Offeror?
d. Provide a detailed explanation of how the Offeror will provide two security guards who both have the qualifications listed in Section 4.2.2.3. Provide any other certifications, licenses, and qualifications (beyond those listed in Section 4.2.2.3.) that the Offeror will require of its security guards before placing such a guard at CDE. Explain the number of security guards that Offeror has available that meet the qualifications listed in Section 4.2.2.3. If Offeror knows of the guards who will be assigned to CDE, provide those two guards’ resumes. If there are multiple guards that could be assigned, based on CDE’s preference, provide all such guards’ resumes.
e. Describe the trainings that Contractor will provide to any security guard to be placed at CDE. Include the title of the training, the length of the training, and a description of the training. Address the trainings listed in the statement of work and additional trainings provided. Explain the frequency of those trainings, for example if there are refresher trainings that happen throughout the year.
f. Provide Offeror’s Back-Up Staffing Plan: For example, if the guard assigned to CDE is sick or on vacation, how will Offeror provide a back-up to ensure coverage? How long will it take to get a back-up guard assigned if the security guard calls in sick that morning?
g. What is Offeror’s turnover rate regarding security guards?

When Offeror finds that a security guard is not performing up to standards, what corrective actions does Offeror use? Confirm that Offeror understands that CDE may, in its sole discretion, require that a security guard be removed from the Post at any time, for any reason and that the removal of a security guard shall not relieve the Contractor of its obligations under the Contract.
