About this file

This is a Pre-Construction Deficiency Report prepared by Integra Testing Services for Anne Arundel Community College (AACC) on the AMIL Building HVAC system located at 709 Arundel Mills Circle in Hanover, Maryland. The report documents findings from a First and Fourth Floor HVAC Survey conducted on September 15-16, 2026, in connection with Project 26-0937 for Air Handling Unit and Makeup Air Unit replacements. The survey identified sixteen open deficiencies, all involving fan CFM operational failures across multiple FPVAV (Fan Powered VAV) units and one room unit designated FPVAV-B-Room 4. All deficiencies have been assigned to the Owner for resolution.

The deficiencies center on non-functional fan motors across the surveyed HVAC systems. Specific issues include multiple units (FPVAV-4-011, 4-012, 4-013, 4-010, 4-003, 4-005, 4-007, 1-009, 1-012, and B-Room 4) with bad fan motors that are not running despite receiving proper voltage of 278 volts. Additional deficiencies include units with operational anomalies such as loud humming without corresponding airflow changes when adjusting speed controllers (FPVAV-1-013), non-responsive fans at maximum speed controller settings (FPVAV-1-011, 1-020, 1-014), and one unit (FPVAV-1-024) lacking a speed controller entirely with suspected internal wiring issues. The report recommends replacement of fan motors and, in at least one case, installation of a speed controller. All deficiencies were documented by Josh Wright between September 15-16, 2026, and remain open as of the report date of September 17, 2026.

11 FPVAV-1-013 / Fan CFM Operational Open Owner Fan has 278 volts going to it but it is humming really loud. Speed controller is on max speed setting but airflow does not change when trying to slow it down. I would recommend to replace fan motor.

14 FPVAV-1-024 / Fan CFM Operational Open Owner Fan has 278 volts but there is no speed controller. There is a red and black wire connected to the terminal block and the relay and then it goes into the body of the vav. There might be a speed controller inside the vav but would have to take the bottom cover of the vav off to trace out the wires. The fan is not running and the air coming from the supply diffusers is from the primary air and it is pushing past the fan. Fan may need to be replaced as well as adding a speed controller.

15 FPVAV-1-014 / Fan CFM Operational Open Owner Fan was turned off when we first came to vav. turned fan on but the fan never came on. The electric heat came on though and with no fan running we left the fan turn off. We did verify the fan had 278 volts when it was turned on and also that the speed controller was at it max position. Fan should be replaced.
