About this file

This is a Scope of Work and Cost Proposal Form for a design-build contracting service issued by the State of Colorado, Governor's Office of Information Technology (OIT), for the replacement of a communication tower at the La Veta Communication Site in Huerfano County, Colorado (Solicitation #2016000106). The project involves the design-build turnkey replacement of an existing 100-foot self-support tower with a new 100-foot self-support tower designed to support multiple microwave dishes, four-bay antennas, omni antennas, weather equipment, and future antenna installations. The site is located approximately 10 miles northwest of La Veta at coordinates 37-30'-42.8" N, 105-10'-15.8" W. The tower must be designed for a basic wind speed of 121 mph (3-second gust), service wind speed of 60 mph, and no design ice thickness, with a structure class III rating. A mandatory pre-bid site visit was required, and bids were not accepted from vendors who did not attend and sign in. Construction must be completed by December 31, 2016, with construction activity prohibited between May 15 and July 15 without Bureau of Land Management approval due to migratory bird concerns. The contract is a firm, fixed, lump-sum arrangement with payment within forty-five days of submittal to OIT upon final acceptance and inspection.

All equipment must be fabricated in the United States from U.S.-produced materials and meet current Federal Communications Commission and Federal Aviation Agency regulations. The Design/Build Entity must provide a two-year warranty against mechanical and engineering defects and must correct all deficiencies within fifteen calendar days of notification. The tower must comply with multiple standards including the International Building Code 2012, TIA-222-G Structural Standards, American Concrete Institute standards, American Institute of Steel Construction standards, and OSHA requirements. All structural steel components must be hot-dip galvanized with no less than two ounces of zinc per square foot, and the tower fabricator must maintain AISC Category II Certification for quality control. Foundation design must accommodate maximum calculated loads with concrete meeting ACI 318-11 standards and achieving a minimum 28-day compressive strength of 4,500 psi. The Design/Build Entity must supply and install all transmission equipment, grounding systems, cable bridges, and shelter modifications; provide all necessary equipment for tower removal and foundation removal to 24 inches below finished grade; and submit comprehensive documentation including signed and sealed engineering drawings, material certifications, construction plans, and as-built drawings within fourteen working days of completion. Additionally, the bidder must confirm compliance with Colorado's 80% Colorado labor requirement for public works projects and acknowledge receipt of any addenda.

A pre-bid site visit was mandatory. Bids will not be accepted from vendors that were not in attendance and signed-in at the mandatory site visit.

These specifications do not include any proprietary items, which would preclude any equipment manufacturer from producing equipment to meet these specifications. All mechanical ratings or any technically specified criteria contained within these specifications are currently being met by commercially available equipment. The fact that a manufacturer chooses not to produce equipment to meet these specifications, providing the above criteria are met, will not be considered sufficient cause to adjudge these specifications as restrictive. Should any of the above criteria not be met within these specifications, the bid shall be considered non-responsive.

This is a firm, fixed, lump sum contract and is payable upon final acceptance and inspection. Invoices are paid within forty-five (45) days of submittal to OIT on approved work.

Late submittals will not be accepted and will be rejected as non-responsive.

OIT assumes no responsibility for the cost related to the preparation of any submittals or bids.
