PART 1 GENERAL

1.01 SCOPE OF WORK: Furnish all labor, materials, and equipment necessary to conduct maintenance dredging of up to 16,000 cubic yards (cy) at the U.S. Coast Guard (USCG) Station Vallejo, located within the City of Vallejo Municipal Marina (Vallejo Marina) at 2 Harbor Way, Vallejo, California. The work includes dredging to a permitted design depth of -10 feet (ft.) mean lower low water (MLLW) plus a 2ft. over depth allowance.

The sediment shall be removed using a mechanical clamshell dredge and transported by barge for disposal at a Contractor furnished approved beneficial reuse site, either Montezuma Wetlands Restoration Project in Collinsville or Cullinan Ranch Restoration Project near Mare Island. Up to 4,000 cy may be disposed of at the Government furnished Carquinez Strait In-Bay Disposal Site (SF-9) at the Contractor’s discretion. It is the contractor’s responsibility to ensure the beneficial reuse site(s) is available to receive the sediment. It is also the Contractor’s responsibility to provide the necessary equipment to access and dispose of the sediment at the selected site(s).

All in-water work shall be completed during the approved in-water work window of August 1 to November 30 and coordinated with USCG staff as to not interfere with USCG vessel and Station Vallejo operations.

The USCG is currently in the process of renewing dredge permits from the Army Corps of Engineers, the State of California Water Quality Control Board, the San Francisco Bay Conservation and Development Commission, and the National Marine Fisheries Services.

The episode approval is anticipated to be received on or about July 2021, The Contractor is responsible for complying with all permit conditions. For reference purposes only, Appendix A includes a copy of previous dredge permit for this location.

The work includes, but is not limited to, the following:

A. Mobilization, Dredging & Disposal: Conduct maintenance dredging with a clamshell bucket. The depth and position of the bucket and dredge shall be monitored by visual and positioning computer systems, including a global positioning system (GPS). The dredge footprint includes the entrance to the Vallejo Marina, the access channel, and the berthing area along and under the floating dock. Shoal areas are shown on the hydrographic survey conducted 11 June 2021, Drawing C-1. The estimated quantity to project depth (-10ft MLLW and 2:1 slope) at the time of the survey was 7,737cy, plus an additional 1,957cy of 2ft overdepth; conditions may have changed since. It is the Contractor’s responsibility to confirm conditions prior to dredging. The sediment may be disposed of at a Contractor furnished approved beneficial reuse site, either Montezuma Wetlands Restoration Project in Collinsville or at the Cullinan Ranch Restoration Project near Mare Island. A maximum of 4,000 cy may also be disposed of at the Government-furnished Carquinez Strait In-Bay Disposal Site (SF-9) at the Contractor’s discretion. Per the results of the sediment sampling and analysis and episode approval from the Dredge Material Management Office, the sediment is suitable for disposal at the aforementioned beneficial reuse sites as ‘cover material.’

The Vallejo Marina wooden floating dock, located adjacent to the USCG’s floating docks and within the dredge area, shall remain; the Contractor shall work around it with great care. Work may be conducted 24 hours a day, 7 days a week. To reduce impacts to the USCG Station Vallejo, dredging shall be coordinated in a way to not interfere with USCG or Vallejo Marina activities.

The Contractor must provide the USCG with access to real-time and near real time internet monitoring of dredging operations and production. The Contractor shall provide the USCG with access to a third party dredge and disposal monitoring system to processes incoming data automatically as it is received. The Contractor shall provide a means to measure and record position, speed and draft of the disposal vessel, bin-levels of each scow loaded by the dredge, and volume of material loaded.

Monitoring shall be continuous from initial loading through discharge at the disposal site, including time and location of the beginning and end of each disposal event. Hull position and heading of the scow shall be monitored using an onboard Global Positioning System capable of position accuracy less than 6 ft. Data shall be transmitted wirelessly in real-time at the same intervals to a helmsman display within the wheelhouse of the towing vessel. The records must include disposal trip number and date, estimated bin volume of material disposed, and a visual display of the beginning and end locations of the disposal event relative to the Carquinez Strait In- Bay Disposal Site (SF9) boundaries and internal cells. The data shall be posted for viewing on a password-protected web site when it is received and programmed with an automated alarm system to notify the USCG and Contractor should leakage or a misplacement of material occur during transit. Determination of leakage and placement information shall be derived from draft sensor data and position information.

B. Temporary Removal and Re-Installation of Floating Docks (Option Item): Temporary removal and reinstallation of the existing four Jet Docks (measuring approximately 15 ft wide x 30 ft long each) and the concrete floating dock (measuring approximately 9 ft wide x 70 ft long) is approved if necessary by the Contractor to dredge. The scope of work includes disconnecting the existing floating docks, tugging them away temporarily, and reinstalling them in the same original configuration once dredging work is completed. The temporary removal and re-installation shall be completed per the scope of work described in Division 2.

C. Hydrographic Surveys: The Contractor shall hire an independent contractor to conduct the required hydrographic surveys. The surveys shall be similar to or equal in quality to Drawing C-1. A pre-dredge survey is required no earlier than 60 calendar days and not later than 30 calendar days before commencement of dredging. Include areas to be dredged with over depth allowances; existing depths; estimated quantities to be dredged for the project; and estimated quantities for over depth. A post-dredge hydrographic survey is required within 30 calendar days of the last disposal activity.

Include the Corps permit number (Permit 2008-00049N), dates of dredging commencement and completion, and actual quantities dredged (identify project depth and overdepth quantities).

D. Permit Compliance and Reporting: Environmental permits and approvals are included in Appendix A. The Contractor is responsible for complying with the terms and conditions in the permits and shall have the required copies of the permit on site during the dredging and disposal of the sediments. The environmental permits require specific submittals that are the Contractor’s responsibility. Submittals include pre-dredge and post-dredge hydrographic surveys, solid debris management plan, disposal site verification logs (DSVL), water quality monitoring, post-dredge report, etc.). The Contractor shall copy the Contracting Officer and USCG Project Manager on all submittals within the specified period; and inform the Contracting Officer and USCG Project Manager of all responses and advise them on the likelihood of any delays or noncompliance.

A Dredge and Disposal Operations Plan (DOP) shall be prepared and submitted to the Contracting Officer and USCG Project Manager no later than 30 days prior to dredging. The DOP will be submitted to the regulatory agencies and approval must be received prior to initiation of work by the Contractor. At a minimum, the DOP shall include the pre-dredge hydrographic survey, volume calculations, disposal locations, equipment, and a solid debris management plan; additional requirements are specified in USACE Permit SPN-2008-0049.

Within 30 days after the completion of the project, the Contractor shall submit a post-dredge report to document the project’s execution. This report will be submitted to the regulatory agencies to satisfy permit requirements. At a minimum, the report will include calculated final dredging volume based on the pre and post dredge surveys, copies of the all hydrographic surveys, maps of the dredging footprint, dates of work, any noncompliance issues, required monitoring logs, environmental permitting compliance documentation, and the disposal location of the dredged material/ DSVL.

Furthermore, the Contractor shall obtain a grading permit from the City of Vallejo, per the Vallejo Municipal Code Chapter 12.40. Contact the City of Vallejo Central Permit Center at City Hall 555 Santa Clara Street, Vallejo, CA 94590, (707) 648- 4328. The permit application shall be submitted no later than two weeks prior to initiation of work.

1.02 MEASUREMENT AND PAYMENT: The Contractor shall provide hydrographic surveys before and after dredging. An independent surveyor licensed to perform such work by the State of California shall perform the Hydrographic surveys. The vertical datum for all soundings shall be Mean Lower Low Water (MLLW). These surveys shall be used to calculate the actual gross volume and design volume of dredged sediment removed. The total quantity of dredge sediment for which payment will be made will be by in-place (quantity) measurement in cubic yards by computing the difference in available sediment between the pre-dredge survey and the post-dredge survey.

A. Method of Measurement: The sediments removed will be measured by cubic yard in place, by means of soundings taken before and after dredging. The contract drawings represent existing conditions based on current available information, but will be verified and corrected by the Contractor, if necessary, by soundings taken before dredging. Prior to start of dredging operations, copies of the pre-dredge survey shall be submitted to the Contracting Officer. Upon completion of the dredge, the Contractor shall perform a post-dredge survey. This, along with the pre-dredge survey, shall be the sole source used to calculate the actual gross volume of dredged sediment. The design volume is the volume within the design template that consists of the bottom of the basin at the dredge depth including the allowable overdepth and the specified side slopes. The surveyor who performed the surveys shall calculate the gross volume and design volume from the results of the surveys. The Contractor shall submit for approval copies of the post-dredge survey, and the calculations, along with sufficient documentation to verify the accuracy of the results.

H. Working in the Vicinity of Structures: The Contractor shall exercise caution when working in the vicinity of structures adjacent to and within the piers and bulkheads.

Repair of any damage resulting from excessive or improper excavation of the basin shall be the responsibility of the Contractor. When dredging to obtain the required dimensions might endanger any structure, the Contracting Officer, upon request, may reduce the required excavation in the vicinity of such structure.

I. Plant Removal: Upon completion of the work, promptly remove plant, including ranges, buoys, piles, and other markers or obstructions.

3.03 DISPOSAL OPERATIONS:

A. Prevention of Damage: The dredged sediment shall be transported and deposited in such a manner as to ensure that no damage will occur to the adjacent docks, vessels, shore protection (rip rap), drainage systems, pipelines, utilities, structures, revetments, seawall, or other improvements.

3.04 MEASUREMENT: The Contractor shall provide hydrographic surveys before and after dredging.

This, along with the pre-dredge survey, shall be the sole source used to calculate the actual gross volume dredged sediment. The design volume is the volume within the design template that consists of the bottom of the basin at the dredge depth including the allowable overdepth and the specified side slopes. The surveyor who performed the surveys shall calculate the gross volume and design volume from the results of the surveys. The Contractor shall submit for approval, copies of the post-dredge survey, and the calculations along with sufficient documentation to verify the accuracy of the results.

B. Extent of Dredge Surveys: The dredge surveys shall cover all the bottom area within the dredge limits of the bottom and side slope areas. Bottom elevation shall be determined to the nearest tenth of a foot at horizontal intervals of no more than 10 feet.

3.05 FINAL EXAMINATION AND ACCEPTANCE: As soon as practicable, and no later than five (5) days after the completion of the entire work, the area will be examined by sounding or sweeping, or both. Remove shoals and lumps by dragging the bottom or by dredging.
