Introduction

The building Infrastructure Services (IS) department is responsible for operating and maintaining buildings on the Argonne National Laboratory campus. In conjunction with the Project Management Organization (PMO), the Sustainability Group, the Facilities (FAC) group, and the Environmental, Safety, and Health Division (ES&H), IS has been tasked with operating buildings as energy efficiently and safely as possible. The services requested below for ASHRAE Standard 110 fume hood testing and airside/waterside system balancing will help Argonne National Lab achieve these goals established.

Scope of Work

1. Initial Tasks

a. Post Award Meeting Five working days following contract award, meet with Argonne to discuss contract details. At this meeting, discuss a process for authorizing, changing, invoicing, and closing specific assignments issued under the Blanket Purchase Agreement (BPA). Also at the meeting obtain copies of Argonne’s drawing and document numbering standards and templates.

b. Job Safety Analysis (JSA) At the Post Award Meeting discuss with Argonne the types of work tasks contemplated under this contract that will involve field investigation and data collection and the requirements for completing a High Risk Job Safety Analysis (Argonne Form ANL-209H). See Argonne High Risk Work by Contractors on the Argonne Site Supplemental Conditions, ANL-366L for further information.

2. Recurring Tasks

The following tasks are frequently required for most BPA assignments. Some minor requirements may be occasionally waived, at Argonne’s discretion, depending on project specific circumstances.

· Respond to Specific Assignment Request – To begin the process, Argonne will send a scope of work containing sufficient information for the consultant to begin preparing a scope, schedule, and cost estimate.

· The consultant will respond to Argonne by preparing a proposal containing the task scope of work, schedule and estimated cost.

· Following acceptance of the proposal by both parties, Argonne will issue a specific assignment and the consultant will obtain a Job Safety Analysis (JSA). The type of JSA required will vary depending on the task depicted in each individual Call.

· Call Scope of Work Tasks (refer to the following section for a comprehensive list)

· Argonne National Laboratory utilizes the Earned Value Management System to assess project performance. Because of this, ANL requires the Consultant to submit a “billing profile” projecting invoicing throughout the duration of the project.

· For any tools required to perform testing of building systems, Argonne National Laboratory requires a Tool Inspection procedure to take place. ANL’s Project Manager assigned will provide more information to the Consultant in order to ensure compliance.

Scope of Work Task

Argonne National Laboratory may issue individual Calls for one or more of the services depicted in the following list.

1. Laboratory Fume Hood Performance Testing

Perform fume hood performance testing according to ASHRAE 110-2016. Testing can be subcontracted out to a firm that is certified to perform ASHRAE 110-2016 tests.

a. Deliverables

i. The results of hood performance testing can be communicated in multiple ways. The following outline (sections 1.b. through 1.i) includes major points that are often incorporated into a report describing performance testing using this standard. The outline is only a suggestion to ensure completeness of the report.

ii. Design criteria (defined by the owner (Argonne), hood specifications, or test documents)

1. Sash design position or positions (ANL PROC-210 is 16” above airfoil)

2. Average face velocity

3. Acceptable range of face velocities

4. Average face velocity for sash at 25% and 50% of the design hood opening

5. Performance rating

6. Sash movement effect performance rating

7. For VAV hoods:

a. VAV speed of response time

b. VAV time to steady state

8. For auxiliary air hoods only: the percentage of auxiliary air supply

b. General

i. Test site, owner, reason for testing

ii. Investigator, date, project number or identifier

i. Hood type, including sash type

2. Balancing:

Argonne National Laboratory is comprised of a wide variety of building types and building systems. To ensure system performances, we need to monitor and identify system components that are out of tolerance. Balancing service requests will range in scope and size to include system heating, ventilating, and air-conditioning systems. All building system balancing services, measurement devices and practices, calibrating procedures, and reporting should comply with the profession’s best practices set forth by the following standards, or unless approved by Argonne:

- NEBB’s Procedural Standards for Testing Adjusting and Balancing of Environmental Systems, 9th edition, 2019.

-ASHRAE’s Standard 111-2008 (RA 2017): Measurement, Testing, Adjusting, and Balancing of Building HVAC Systems.

Typical Labor Support

Typical support expected of the disciplines which may be needed in the general areas of engineering, project management and project support are described below:

a. Category 1 – TAB Technician Typical support from a TAB Technician may include:

· Collaborate with engineers, contractors, and ANL project team members.

· Develop detailed testing and balancing plans.

· Perform testing and balancing activities according to TABB, NEBB, ASHRAE standards.

· Develop and issue detailed balancing reports.

· Local 73 - Apprentice, Journeyman, Foreman, Superintendent

· All work will be performed during standard business hours.

b. Category 2 – Project Management Typical support from a project manager may include:

· Coordination and completion of projects.

· Set deadlines, assigns responsibilities, monitors and summarize progress of a project.

· Leads, direct, and/or provide oversight of field activities for some or all aspects of a project.

Required Professional Credentials /Skills Minimal requirements for labor categories are described below. Qualified personnel shall have strong knowledge and implementation skills in specific technical areas as defined by the individual work orders. Excellent oral and written communication skills, the ability to use a personal computer (including standard office software applications and waste-related databases), and good interpersonal skills are required for all assignments.

a. Category 1 – TAB Technician

· TABB - Certified

· NEBB – Certified

i. Testing, Adjusting & Balancing (TAB)

ii. Vibration Measurement (VM)

iv. Fume Hood Testing (FHT)

v. Cleanroom Performance Testing (CPT)

· Prior experience with laboratory spaces

· ANL Specific training requirements

ii. Radiological Worker II

· Training provided by Argonne.

· Training typically takes 6 hours.

iii. Class IV - Working Near Asbestos (not provided by Argonne)

b. Category 2 – Project Management Project Management is comprised of various engineering, scientific, and business disciplines. The following level is required:

· Project Manager – Requires a BS or BA degree in preferably engineering, science or business and 9-12 years relevant experience or a Master’s degree and 5-8 years relevant experience. Relies on experience and judgment to plan and accomplish goals. Leads and directs the work of others. Project Management Professional certification and Professional Engineer license desired.
