About this file

This document is a Statement of Work (SOW) for Renewable Energy Certificates (RECs) for Argonne National Laboratory for Fiscal Year 2025. Argonne intends to purchase 40,000 megawatt-hours of RECs to meet federal renewable electricity requirements, calculated at 7.5% of total electricity consumption. The RECs must be unbundled, Green-e Energy Certified, generated from U.S. facilities after October 1, 2009, produced between April 1, 2024 and January 1, 2026, and delivered electronically by November 19, 2025.

Eligible renewable sources include solar, wind, biomass, landfill gas, ocean energy, geothermal, municipal solid waste, and new/increased hydroelectric generation. Contractors may offer partial quantities, with final selections based on price, availability, and experience. REC delivery must include a Certificate of Transfer, specific attestations (REC Provider, Renewable Generator, Green-e Energy), and tracking system reports demonstrating REC retirement. Eligible tracking systems include regional systems like WREGIS, M-RETS, NEPOOL-GIS, and others covering various U.S. regions.

Argonne National Laboratory Appendix B – Statement of Work

Renewable Energy Certificates (RECs) October 21, 2025

1.0 Background

Argonne National Laboratory intends to purchase Renewable Energy Certificates (RECs) in support of meeting Federal Government requirements pursuant to the renewable electricity requirement in Section 203 of the Energy Policy Act (EPAct) of 2005 (42 U.S.C. § 15852) as amended by The Energy Act of 2020 § 3002(o) and § 3006(b)(2). REC purchases are calculated based on purchased electricity and are set at approximately 7.5% of total consumption.

2.0 REC Requirements and Eligibility

Argonne intends to purchase 40,000 megawatt-hours (MWh) of RECs to offset electricity consumption for FY 2025 (October 1, 2024 – September 30, 2025). RECs must be:

• Unbundled (sold separately from electricity)

• Green-e Energy Certified (or equivalent DOE-recognized certification)

• Generated by facilities placed in service on or after October 1, 2009

• Produced between April 1, 2024 and January 1, 2026, consistent with DOE reporting rules (six months prior through three months after the fiscal year).

• Delivered electronically no later than November 19, 2025

Eligible renewable sources, pursuant to 42 U.S.C. § 15852, include: solar, wind, biomass, landfill gas, ocean (tidal, wave, current, thermal), geothermal, municipal solid waste, or new/increased hydroelectric generation.

Additional requirements:

1. All RECs must originate from United States facilities.

2. RECs must not have been previously sold, claimed, or retired.

3. Contractors may offer a portion of the total requirement; Argonne may award to multiple bidders.

Final selections will consider price, availability, experience, and other solicitation criteria.

3.0 Delivery

REC delivery must include:

1. REC Certificate of Transfer at the time of delivery.

2. Attestations:

o REC Provider Attestation o Renewable Generator Attestation o Green-e Energy Attestation from Generator Participating in a Tracking System

1. Green-e Audit would be sufficient in lieu of the Attestation forms.

3. Tracking System Reports demonstrating retirement of RECs within an eligible tracking system, with reference to Argonne National Laboratory and FY2025 in the retirement notes.

Eligible Tracking Systems include:

• Electric Reliability Council of Texas (Texas REC)

• Michigan Renewable Energy Certification System (MI-RECS)

• Midwest Renewable Energy Tracking System (M-RETS)

• North American Renewables Registry (NARR)

• North Carolina Renewable Energy Tracking System (NC-RETS)

• New England Power Pool Generation Information System (NEPOOL-GIS)

• Nevada Tracks Renewable Energy Credits (NVTREC)

• PJM EIS’s Generation Attribute Tracking System

• Western Renewable Energy Generation Information System (WREGIS)
