About this file

This is a Bidder's Questionnaire (Appendix B) related to a Washington Department of Fish and Wildlife (WDFW) Request for Qualifications and Quotes (RFQQ) for the Samish River Unit Tree and Shrub Planting Project. The project involves establishing native trees, shrubs, and willow whips in designated planting areas to restore the site to native conditions and meet Wildlife Restoration Program (WRP) easement objectives. The contractor must procure and supply all required native plant materials from local tree and plant nurseries according to specified tables for each planting area. The questionnaire requires bidders to submit responses not exceeding five pages total (maximum one page per question), formatted with single-sided pages, minimum 11-point font, and standard one-inch margins, with content exceeding the page limit subject to non-review or non-scoring.

The questionnaire evaluation includes six components: a pass/fail assessment of the company's capability to follow planting specifications for seedlings and cuttings as detailed in Appendix C, and five scored criteria (0-6 points each) covering experience and qualifications with similar habitat restoration and government contracts, equipment and capacity including off-road vehicle capability and staffing, project schedule with emphasis on fall planting window completion (October-November) and contingency planning, plant procurement plan addressing nursery sourcing and availability management, and risk management strategies addressing site access, weather impacts, plant availability, and plant survival rates.
