About this file
This document is Appendix A of a Special Notice containing white paper submission requirements and templates for the Air Cargo Screening Qualification Test (ACSQT), Qualification Group One for Visual Imaging technology. The document serves as a template and questionnaire for vendors submitting candidate X-ray screening devices for TSA evaluation and potential qualification.
The white paper submission requirements are organized into eleven sections: Vendor Information requires business registration details, SAM.gov registration, and points of contact; Device Overview and Technical Specification requests technical summaries, dimensional specifications in metric and English units, electrical requirements, number of views, angular separation between views, and dual-energy capabilities; Commercial Availability addresses current product availability, production lead time, pricing, rebranding status, and online product information; Image Quality Performance requires ASTM F792-08 test scores for smaller devices (Capacity A or B) or ANSI N42.46-2008 results for larger devices (Capacity C) covering penetration, spatial resolution, wire detection, and contrast sensitivity; Safety section requires compliance documentation with UL 61010-1, IEEE C95.1, FDA Title 21 CFR 1020.40, 1010.2, and 1010.3; Electromagnetic Compatibility requires evidence of compliance with IEC 61326-1 and FCC Title 47 CFR Part 15; Quality Management requests ISO 9001 certification and TSA access agreements; Configuration Management addresses ISO 10007 compliance, serial numbering, design baseline documentation, and emulator availability; Supporting Information requests current government certifications, user manuals, and training packages; Similarity Questionnaire allows vendors to request evaluation under Evaluation Method #1 by comparing candidate devices to previously qualified devices on the Air Cargo Screening Technology List; and Attachments require device specification sheets, block diagrams, and non-proprietary screenshot files. The evaluation criteria emphasize vendor capability, device safety, image quality, commercial availability, and compliance with recognized standards.
