About this file

Appendix A – Minimum Qualifications Checklist is a document for the San Mateo County Emergency Management Department's Comprehensive Disaster Recovery Planning and Support Services Request for Proposal (RFP 2025-RFP-00414), dated March 3, 2025. The checklist outlines seven critical minimum qualifications that potential consulting firms must demonstrate to be eligible for the contract, including five years of disaster recovery planning experience, a Certified Emergency Manager (CEM) project lead, familiarity with California's emergency management systems, proficiency in technology tools like FEMA's Hazus-MH, ability to rapidly deploy recovery resources, completion of two disaster recovery projects in the last five years, and active SAM.gov registration.

The document does not specify exact pricing terms, but requires proposers to provide documented evidence of their capabilities across multiple dimensions, such as FEMA-funded project experience, GIS mapping proficiency, knowledge of regional hazards, and demonstrated ability to deliver projects on time and within budget. The qualifications checklist is designed to ensure that the selected consultant can provide comprehensive emergency management and disaster recovery services tailored to San Mateo County's unique geographical and demographic challenges, including risks from earthquakes, wildfires, and flooding, while ensuring equitable recovery strategies for the county's diverse population.
