About this file
This file is a Technical Compliance Matrix (Appendix A) that quoters must complete and submit as part of their technical proposal for the supply and delivery of two armored Sport Utility Vehicles to the U.S. Embassy in Quito, Ecuador under solicitation 19GE5026Q0155.
The matrix establishes comprehensive technical requirements across seven categories. Quoters must provide their offered specifications, indicate yes/no compliance, and cite supporting proposal documentation for each requirement. The OEM vehicle requirements specify a brand-new, model year 2026 or newer mid-size SUV in gray/silver with five-door configuration, OEM 4WD/AWD drivetrain, automatic transmission, minimum 200 horsepower, maximum 202-inch length, and availability through Ecuador's authorized dealer network. The armored vehicle requirements mandate NIJ Level III ballistic protection covering the passenger compartment and rear cargo area with protected glazing, reinforced doors and structures, run-flat tires on all four wheels, and a minimum 90 mph top speed while retaining OEM powertrain specifications. The mission payload section requires accommodation of three operators plus 250 pounds of equipment without exceeding maximum operating weights, removal of third-row seating, and installation space for a 19-inch equipment rack (26" W × 32" L × 27" H) and two auxiliary batteries (15" W × 15" L × 12" H) within the protected cargo area. Additional requirements address OEM warranty coverage and contractor responsibility for conversion-induced failures, quality management system certification (ISO 9001:2015 or equivalent), ballistic testing certification, weight verification processes, performance validation demonstrating the 90 mph capability, and pre-delivery inspection procedures. Delivery must be completed within 270 calendar days of contract award on an FOB Destination basis to Quito, Ecuador, with the contractor responsible for coordinating importation documentation and providing manuals in Spanish with technical documentation in English.
