Appendix A

Computer and Software Requirements

a. The Contractor shall provide subscription rights to the “RSMeansTM Online Construction Cost Estimator” (RSMeans Data Online) and provide RSMeansTM Heavy Construction Cost Data book to the BCE.

b. The Contractor shall provide the CAFB annual subscription rights to “RSMeansTM Online Construction Cost Estimator” with updated RSMeansTM Heavy Construction Cost Data and new RSMeansTM Heavy Construction Cost Data book at the beginning of every calendar year for the duration of the contract. Construction prices will be updated quarterly using RSMeansTM quarterly update data on “RSMeansTM Online Construction Cost Estimator”. The Contractor will also provide any updates needed to correct deficiencies on the internet-based application.

c. The Contractor, BCE, and CO shall use the “RSMeansTM Online Construction Cost Estimator” cost estimating system, with the latest quarterly update of RSMeansTM Heavy Construction Cost Data. To ensure effective cost estimation procedures for individual Civil Works and Paving IDIQ Task Orders, the contractor shall use the same cost estimating system with the same version as the government.

d. All computer subscriptions provided for the BCE shall be licensed to the government and shall become the property of the government upon delivery. Because the access rights will be procured for the Government, the Contractor will be authorized to obtain them at the Government or GSA price.

e. Government Civil Engineer Office (CES/CENM) Requirements: (Provided by Contractor)

1) (Total one each) – “RSMeansTM Online Construction Cost Estimator” estimating system, single user subscription with RSMeansTM Heavy Construction Cost Data file.

2) (Total one each) – “RSMeansTM Heavy Construction Cost Data book. The contractor shall provide RSMeansTM Heavy Construction Cost Data books for calendar years 2025, 2026, 2027, 2028, 2029 and 2030.

f. Contractor’s Office (licensed to and maintained by the Contractor):

1) (Minimum one each) – “RSMeansTM Online Construction Cost Estimator” estimating system, single user subscription with RSMeansTM Heavy Construction Cost Data file.

2) (Minimum one each) – “RSMeansTM Heavy Construction Cost Data books for current year.

3) (Minimum one each) – AutoCAD newest version or latest release.
