About this file

This is a Certifications and Assurances document from the Colorado Department of Law (DOL) for a Settlement Notice and Claims Administrator contract opportunity. The document requires offerors to certify their capabilities across 29 service categories essential to administering settled matters and resolved claims. Key services include settlement notice and claims administration experience, address verification, document development and printing, mail operations, notice publication design and placement, webpage design and management, phone support in English and Spanish, claims processing and auditing, fund allocation determination, check printing and distribution, tax calculations and reporting, and personnel qualifications. Offerors must indicate for each service whether they can perform the work in-house, cannot perform it, or will subcontract the service. The document requires completion of a separate attachment for item 027 identifying proposed key and other personnel with relevant experience and credentials.

The certification form does not specify pricing, contract term, award dates, set-asides, or funding amounts, as this document serves primarily as a qualifications and capability assessment tool. Offerors' inability to perform any individual service or combination of services will not automatically disqualify their proposals; rather, the evaluation process will make awards based on criteria established in Section 5 of the solicitation document (referenced as the DQ). Completion of Appendix A is mandatory for proposal consideration, and all offerors and any identified subcontractors must comply with insurance coverage, legal, and information technology requirements outlined in Appendices B and D of the main task order contract.
