About this file
This is an Appendix A document from the State of Michigan detailing requirements for professional services related to exterior stair and ramp renovations at the Saginaw State Office Building (File #186/25046.CTS). The project involves renovating deteriorating entrances to address ADA accessibility concerns, with primary focus on the Main North entrance and secondary consideration for the South entrance. The scope includes exterior pavements, landscape areas, walls, and possible replacement of outer storefront doors. The project requires maintaining at least one accessible entrance during construction, implementation of a snowmelt system, and coordination across multiple disciplines including architectural, civil, structural, mechanical, electrical, and plumbing services. Design meetings will occur twice monthly, primarily virtual via MS Teams with occasional onsite meetings.
The fee structure is based on a Not-to-Exceed, Billable-Rate model with proposals evaluated on an 80% technical/20% cost ratio by an Ad Hoc Advisory Committee. Proposals must include separate budgetary opinions and itemized fees for both North and South entrance complete replacements under Phases 300, 500, 600 and 700. The project includes a $2,500 plan review fee allowance under Phase 500 reimbursables. Final design and construction administration fees will be established based on the scope determined by the project team. The project timeline allows for normal design and construction timeframes without requiring overtime, though adjustments may be made for funding allocation delays, fiscal year considerations, or seasonal factors.

PROJECT NAME AND LOCATION
Saginaw State Office Building, Exterior Stair and Ramp Renovations
GENERAL
A. Requests for Proposals – Standard Not-to-Exceed Fee, Billable-Rate RFP (DTMB-0430), with part I technical portion and part II cost portion. References DTMB Contract for Professional Services:
Billing Rate – Not to Exceed that will be executed with the selected firm. Professional Service Consultant (PSC) proposals will be evaluated by an Ad Hoc Advisory Committee based on a combined scoring ratio of 80% of the Technical portion and 20% of the Cost portion.
1. Section II, Part I Technical – Preferrable for proposal information to be provided in the order of items 1 through 6 demonstrating your team’s understanding of the Project, proposed work plan with schedule and related experience in the successful planning and execution of similar projects. General marketing documentation is not desired. Include an initial budgetary opinion of probable cost for the Budget Analysis item 5.
2. Section II, Part II Cost – The Part II Cost proposal is evaluated based on the PSC’s effort proposed for the project and the total fee. The combination of all phases and reimbursables shall be the PSC’s maximum not-to-exceed cost for all services. See RFP Section III-2-A, B, C for sample tables. The Phase Summary format shown in Section III-2-D should include consultant fees and reimbursable expenses listed in the appropriate phase with a total at the bottom. Proposed phases for the Project are listed on the Project Statement.
a. Include the following under Phase 500 reimbursables: Plan review fee allowance, $2,500.
B. Selected firm personnel shall be capable of complying with the security clearance requirements specified on the attached: DTMB-SFA, Security Clearance Request form.
C. Firms shall have a written QA/QC program to assure plans and specifications are complete and meet or exceed industry standard of care to prevent excessive change orders.
BACKGROUND/EXISTING CONDITIONS
The existing building entrances have been identified as a safety hazard because of ADA accessibility concerns and deteriorating pavements & walls. The intent of the project is to make improvements to address these issues as well as generally improve access, durability and maintenance of the areas.
The Main North entrance is the top priority as the South is used less and seems to be in generally better condition. Both areas are to be studied to help determine the final scope of the renovations.
A Project Partnering Planning (PPP) meeting was held with State of Michigan staff as a project kickoff.
A copy of the standard PPP form worked through is provided for reference with initial expectations and project team contact information. All communication shall be directed through the Project Director, Chris Schanbeck.
The original 1980 Adobe PDF drawings are provided for reference. Limited AutoCAD drawings with what are understood to be rudimentary layouts may be provided to the selected PSC. Limited additional information is available for other more recent renovations (storefront, pavements, etc.). It is the PSCs responsibility to verify all existing conditions related to the scope of work.

SCOPE/TECHNICAL
Physical areas within the scope of work are generally understood to include the exterior pavements, landscape areas and walls up to and including possible replacement of the outer storefront doors. The Main North Entrances are 2 areas each side of the stair/elevator bump-out with the scope likely including rework of accessible parking spaces. The South Entry is a larger raised pavement and planter area understood to generally extend to the bottom of the stairs and ramp to the public sidewalk.
It is expected that renovations may differ significantly from the existing layouts to make better use of the space although expected to generally have a similar visual appearance. A snowmelt system shall be considered for the entrances to ease winter maintenance and limit use of deicing salts. Renovations will have to be phased to maintain at least one accessible entrance at all times. The primary permitting authority is expected to be LARA although the PSC shall confirm any additional AHJ considerations.
Evaluations shall include detailed measurements and surveying to verify existing conditions to the level of detail deemed appropriate. Itemize laser scanning services if deemed necessary.
The deliverable for the Phase 100 is expected to be a brief report with recommendations while drawings & specifications are to be provided for Phase 300 & 500 at 50% & 90% design reviews and final bid documents. The PSC shall confirm comments and/or approvals are provided by the State of Michigan project team members to maintain design schedule progress (generally within a week of submission). Alternate layouts, systems, products, etc. shall be considered as normal effort during the extent of the design to achieve the best end product. It is generally expected that square footages are approved during preliminary design with various layout options considered while the main floor plan elements are approved during final design. Sole source specification of materials and/or equipment is generally prohibited except as directed including utilizing State contracts which are anticipated may include: doors & hardware(DTMB).
Design and construction standards include applicable building codes as well as the DTMB Office Construction and Tenant Fitout, Design and Construction Standards and the DTMB Door Hardware Specification.
Consulting disciplines are expected to include but not necessarily limited to the following:
1. Project Management – supervision, schedule control/coordination, cost control/estimates, QA/QC, permitting, construction administration, commissioning, closeouts, as-builts, etc.
2. Architectural – floor plans, life safety, fire rating/safety, accessibility, elevations, sections/details, landscaping, windows, doors, finishes, accessories, etc.
3. Site/Civil – plans, details, survey, layout, grading, etc.
4. Structural – plans, details, etc.
5. Mechanical – plans, schedules, details, snowmelt, etc.
Note that a building boiler system project is currently underway using Matrix Consulting Engineers, Inc. with initial indications that the system has suitable capacity for adding a snowmelt system. It is not required but may be worth considering utilizing them as a subconsultant for the proposed pavement snowmelt system design (Nick Frechen, 517-487- 2511, nfrechen@matrixceinc.com).
6. Electrical - plans, lighting, door automation, card access, systems, schedules, details, etc.
7. Plumbing – plans, schedules, details, irrigation, storm drainage, etc.

BUDGET/FEE
A budgetary opinion of cost is requested to be included for part II-5 with complete replacement for the North and South Entrances itemized separately. The proposed fees shall also be itemized separately for the complete replacement of the North and South Entrances under Phases 300, 500, 600 and 700.
The final design and construction administration fees will be established based on these breakdowns pending the extent of the scope decided upon by the project team.
SCHEDULE
Confirm whether the preliminary anticipated schedule is acceptable and/or reasonable. While time is of the essence, the intent is to generally work within normal design and construction time frames without undue overtime effort. Coordination of project timeline is part of the scope and may include but is not limited the following considerations: building hours of use, construction scope required on nights or weekends, etc. The project timeline may be adjusted as deemed necessary including but not limited to funding allocation delays, fiscal year end funding use, seasonal considerations, etc.
Design meetings are generally anticipated to occur at least twice a month to review progress. The majority of these meetings are expected to be virtual via MS Teams with occasional onsite meetings.
The PSC shall include additional site visits as deemed necessary to verify existing conditions.
Construction progress meetings are generally anticipated to occur at least twice a month to review the progress. At least half of these meetings are expected to be onsite. The PSC shall include additional site visits to assure and document that the construction is in compliance with the contract documents.
