About this file
This is an Appendix establishing electronic transaction fee requirements for a DGS-controlled procurement issued by the Department of General Services on behalf of the Maryland Lottery and Gaming Control Agency for a Lottery Central Monitoring and Control System and Related Service contract. The appendix outlines mandatory fee submission procedures applicable to the selected contractor upon contract execution.
The contractor must remit an electronic transaction fee equal to one percent (1%) of the total invoiced amount for all sales made under the contract within forty-five (45) calendar days after the end of each reporting period. The fee shall be calculated on the gross invoice amount less returns or credits, and must be incorporated into contract unit prices rather than charged separately to customers or identified as a line item on invoices. Payment may be submitted via ACH transfer to the Comptroller at GADACH@marylandtaxes.gov with notation that the payment is for "DGS 1% Fee," or by check to the Department of General Services, Fiscal Services Division at 301 W. Preston Street, Room 1309, Baltimore, MD 21201. Simultaneously with fee payment, the contractor must submit a Monthly Usage Report in Microsoft Excel format documenting all contract sales to dgs.statewidecontractsusagereport@maryland.gov. Failure to timely and accurately remit electronic transaction fees constitutes default under the contract. The appendix is effective as of January 2026.
