About this file
This document is an Appendix of Abbreviations and Definitions for a state procurement document from the State of Maryland, effective July 2024. The appendix provides comprehensive definitions and explanations for key terms, acronyms, and technical vocabulary used in the state's solicitation documents, specifically for Invitations for Bids (IFB) and Requests for Proposals (RFP). The document covers a wide range of definitions including basic procedural terms like "Business Day", "Contract Monitor", and "Procurement Officer", as well as more specialized terms related to state procurement such as "Minority Business Enterprise (MBE)", "Veteran-owned Small Business Enterprise (VSBE)", and various data security and privacy-related definitions.
The appendix includes critical definitions regarding sensitive information, including detailed explanations of Personal Information (PI), Personally Identifiable Information (PII), Protected Health Information (PHI), and Sensitive Data. It also outlines specific Maryland regulatory references like COMAR (Code of Maryland Regulations) and provides context for terms related to contract administration, such as "Notice to Proceed (NTP)", "Task Order", and "Work Order". The document serves as a standardized reference to ensure clear communication and consistent interpretation of terms across state procurement processes, with provisions for agencies to customize the definitions as needed for specific solicitations.
