About this file

This is an Emergency Purchase Statement filed by the Illinois Department of Transportation (IDOT) with the State of Illinois Chief Procurement Office for General Services. The emergency procurement is for janitorial and maintenance services at the Spoon River Rest Area for a 90-day period in FY27. The services include building and grounds maintenance within the rest area boundaries, encompassing routine cleaning, grounds care including mowing, trash and litter removal, flower bed and shrub bed maintenance, parking area and ramp cleanup with oil absorbent material placement, and snow and ice removal as needed. The emergency was established due to the termination of the incumbent vendor's contract, as the vendor failed to commence work in a timely manner despite multiple resolution attempts. The agency is executing this emergency procurement while conducting a competitive rebid process for the permanent contract.

The estimated expenditure for the 90-day emergency services is $234,231.00, funded through State Appropriation Funds. The selected vendor is F. Patsson, Inc., located at 8703 North University Street, Suite D, Peoria, Illinois 61615, chosen based on their successful history of providing maintenance services for IDOT rest areas in the local area. The emergency purchase was made under the authority of 30 ILCS 500/20-30 to prevent disruption in critical State services affecting public safety. The agency determined that no active State contract was available to meet the immediate need and that a Business Enterprise Program goal would not have applied to this procurement due to SBSA NIGP codes. The Emergency Purchase Statement was authorized on August 31, 2026, with an estimated cost designation, requiring an Emergency Final Cost form to be submitted and published by September 10, 2026.
