About this file
This is a Public Notice of Intent to Establish a Contract under a Cooperative Agreement issued by the Salem Area Mass Transit District (SAMTD), dba Cherriots, in Salem, Oregon, piggybacking off the State of Utah's NASPO ValuePoint Cloud Solutions master agreement (Contract #AR2472) with Carahsoft Technology Corp. Cherriots is procuring a multi-year software-as-a-service (SaaS) subscription for Automatic Passenger Counter (APC) data management and National Transit Database (NTD) reporting. The procurement includes two primary software components: Hopthru Analyze (by Swiftly, Inc.) for eighty-three (83) vehicle licenses to compile boarding and alighting data across all bus stops, trips, routes, and times of day, and Hopthru Cleanse for the same vehicle count to execute advanced data cleansing algorithms that identify and automatically correct sensor errors, missed trips, and invalid counts. The contract also includes NTD sampling and recertification support services to process and expand data for non-APC-equipped vehicles to meet FTA sampling and statistical thresholds. The contract term spans three years, commencing September 1, 2026, and concluding September 1, 2029. The public notice was posted on OregonBuys on August 27, 2026, with a protest submission deadline of September 3, 2026, at 11:00 AM PDT, providing at least seven calendar days for competitive review.
The total estimated lifetime contract value is $254,362.63 over the three-year period, exceeding Oregon's $250,000 threshold and requiring public notice under ORS 279A.215(2). Year one costs total $81,894.44 (Hopthru Analyze: $41,500.00; Hopthru Cleanse: $40,394.44), year two costs total $84,721.42 (Hopthru Analyze: $41,500.00; Hopthru Cleanse: $43,221.42), and year three costs total $87,746.77 (Hopthru Analyze: $41,500.00; Hopthru Cleanse: $46,246.77). This cooperative procurement is administered under the District's Procurement Procedures Manual and incorporates the State of Oregon Participating Addendum (PA #9412) and associated Master Blanket Purchase Order #9412 on file with the Oregon Department of Administrative Services. The selected vendor, Carahsoft Technology Corp., was chosen through the established NASPO ValuePoint cooperative purchasing framework, which has been verified as functionally equivalent to Oregon public procurement standards. Formal written protests may be filed by affected prospective providers via email to procurement@cherriots.org, provided they demonstrate that the cooperative procurement is contrary to competitive principles, restricts open competition, or is legally deficient under applicable statutes.

Cherriots is administering this procurement through the following established intergovernmental cooperative purchasing frameworks, which have been verified as functionally equivalent to Oregon public procurement standards:
• Lead Agency Master Agreement: NASPO ValuePoint Cloud Solutions Contract #AR2472 (Lead State:
State of Utah) executed with Carahsoft Technology Corp.
