About this file

This is a Public Notice of Intent to Establish a Contract Under a Cooperative Agreement issued by the Salem Area Mass Transit District (SAMTD), dba Cherriots, in Salem, Oregon, piggybacking off the State of Oregon's participation in the NASPO ValuePoint Cloud Solutions master agreement administered by the State of Utah. The District intends to procure a multi-year software-as-a-service (SaaS) subscription and associated support services for Automatic Passenger Counter (APC) data cleansing and National Transit Database (NTD) reporting requirements. The procurement includes two primary components: Hopthru Analyze by Swiftly, Inc., providing annual subscriptions for eighty-three (83) vehicle licenses to compile boarding and alighting data across bus stops, trips, routes, and times into a comprehensive reporting system with unlimited agency user accounts, and Hopthru Cleanse by Swiftly, Inc., providing annual subscriptions for eighty-three (83) vehicle licenses to execute advanced data cleansing algorithms that identify and automatically correct anomalies such as sensor errors, missed trips, and invalid counts. The vendor will also provide NTD Sampling and Recertification Support services, including data cleansing, processing, and expansion to represent non-APC-equipped transit vehicles and trips to satisfy FTA Circular 2710.1A requirements. The contract term is three years, commencing September 17, 2026, and concluding September 17, 2029. The public notice was posted on OregonBuys on August 27, 2026, with a protest submission deadline of September 3, 2026, at 12:00 PM Pacific Daylight Time.

The lifetime estimated contract value is $254,362.63 over the three-year period, exceeding Oregon's $250,000 threshold and triggering publication of this public notice under ORS 279A.215(2). Year one costs total $81,894.44 (Hopthru Analyze: $41,500.00; Hopthru Cleanse: $40,394.44); year two costs total $84,721.42 (Hopthru Analyze: $41,500.00; Hopthru Cleanse: $43,221.42); and year three costs total $87,746.77 (Hopthru Analyze: $41,500.00; Hopthru Cleanse: $46,246.77). The selected vendor is Carahsoft Technology Corp., which serves as the third-party administrator for the NASPO ValuePoint Cloud Solutions Contract #AR2472. Cherriots' Purchase Order #27-004 incorporates all federal transit clauses and local district terms as mandatory attachments. Prospective providers may file formal written protests if the proposed cooperative procurement is determined to be contrary to competitive principles, restricts open competition, is legally deficient, or would result in substantial duplication of cost or administrative burden compared to an independent open solicitation. Protests must be submitted via email to procurement@cherriots.org and must include the protester's name, physical address, telephone number, detailed written statement of legal and factual grounds, identification of specific issues and requested relief, legal arguments and supporting authorities, and evidence of delivery to all interested parties.

1. General Announcement and Notice of Intent

Notice is hereby given that the Salem Area Mass Transit District (SAMTD), dba Cherriots, Salem, Oregon, intends to establish a third-party contract under a cooperative agreement pursuant to Oregon Revised

Statutes (ORS) 279A.215 and the District's Procurement Procedures Manual. Cherriots intends to piggyback off the State of Oregon's existing NASPO ValuePoint Cloud Solutions Participating Addendum.

This public notice is actively posted on the OregonBuys procurement network for at least seven (7) calendar days prior to contract execution, providing a transparent and competitive opportunity for review.

2. Cooperative Purchasing Framework References

Cherriots is administering this procurement through the following established intergovernmental cooperative purchasing frameworks, which have been verified as functionally equivalent to Oregon public procurement standards:

• Lead Agency Master Agreement: NASPO ValuePoint Cloud Solutions Contract #AR2472 (Lead State:

State of Utah) executed with Carahsoft Technology Corp.

• State of Oregon Participating Addendum (PA): State of Oregon PA #9412 (Master Blanket Purchase

Order #9412) on file with the Oregon Department of Administrative Services (DAS).

(Appendix B) and local district terms (Appendix A) as mandatory attachments.

3. Description of Software and Services Being Procured

Under this agreement, Cherriots is procuring a multi-year software-as-a-service (SaaS) subscription and associated support services for its Automatic Passenger Counter (APC) data cleansing and National

Transit Database (NTD) reporting needs. The cloud software system includes the following components:

• Hopthru Analyze (by Swiftly, Inc.): Annual subscription for eighty-three (83) vehicle licenses to compile boarding and alighting data for all bus stops, trips, routes, and times of day into a single, comprehensive reporting system with unlimited agency user accounts.

• Hopthru Cleanse (by Swiftly, Inc.): Annual subscription for eighty-three (83) vehicle licenses to execute advanced data cleansing algorithms, which identify and automatically correct anomalies such as sensor errors, missed trips, and invalid counts.

• NTD Sampling and Recertification Support: Cleansing, processing, and expanding data to represent non-APC-equipped transit vehicles and trips to satisfy NTD sampling and statistical significance thresholds under FTA Circular 2710.1A (including unlinked passenger trips and passenger miles travelled). The vendor will support mandatory recertification and benchmarking audits.

4. Contract Period and LIFETIME Estimated Financial Value

The contract term is established as a three-year period starting on September 17, 2026, and ending on
