About this file

This is a Commercial Solutions Opening Area of Interest (CSO-AoI) solicitation issued by Army Contracting Command-Anniston Army Depot (ACC-ANAD) for Emergency Maintenance Equipment Support.

The Government seeks innovative commercial solutions to provide on-call emergency repair services for various equipment types located at Anniston Army Depot in Anniston, Alabama. Equipment categories include CNC and conventional machinery (mills, lathes, laser cutters, laser welders, hydraulic and pneumatic presses, saws, and grinders) and computer-automated and manually operated testing equipment (eddy current and water brake dynamometers, brake retarders, transmission and engine testing equipment, hydraulic and pneudraulic testing equipment, generator and starter testing equipment, fuel injector and pump testing equipment, and charging systems). The contractor must provide all resources necessary for emergency repairs, including labor, tools, diagnostic equipment, transportation, schematics, and documentation, with all work performed by experienced and highly trained personnel following original equipment manufacturer (OEM) published procedures. The equipment list is a living document subject to updates as equipment is added or decommissioned.

Evaluation will be based on three factors of equal or weighted importance: (1) Technical and Innovative Merit, assessed on workforce certification and technical expertise plus degree of innovation; (2) Responsiveness (Operational Impact), assessed on emergency mobilization and deployment capability within 48 hours of notification plus supply chain resilience for spare parts and technical support; and (3) Price and Funds Availability, requiring fair and reasonable pricing aligned with commercial market rates and contingent on fund availability. Written solutions must be submitted via email by May 6, 2026 at 5:00 PM CST to Contracting Officer Heather P. Robinson and Contract Specialist Crystal Hodges. Phase I closes September 1, 2026 at 5:00 PM CDT. A voluntary site visit is scheduled for August 18, 2026 at 09:00 AM CDT with an RSVP deadline of August 13, 2026. Questions are due by August 20, 2026 at 5:00 PM CDT. Selected companies must be registered in the System for Award Maintenance (sam.gov). No funds obligation or performance authorization results from this AoI, and all awards are subject to fund availability and successful negotiations.

All repairs shall be performed by Contractor personnel that are experienced and highly trained in operating, maintaining, and servicing the equipment in accordance with the original equipment manufacturers (OEM) published procedures. Due to the nature of Anniston Army Depot’s mission this is not an exhaustive list of all equipment to be serviced and shall be a living document to be updated as new equipment is added and as equipment is decommissioned from the list. Samples of equipment type are as follows:

CNC and conventional: mills, lathes, laser cutters, laser welders, hydraulic and pneumatic presses, saws, and grinders.

Computer automated and manually operated testing equipment: eddy current and water brake dynamometers, brake retarders, transmission and engine testing equipment, hydraulic and pneudraulic testing equipment, generator and starter testing equipment, fuel injector and pump testing equipment, fuel delivery systems, AC and DCV charging systems.

3. Evaluation Factors

The Government will evaluate submissions based on the following three primary factors.

Factors 1 and 2 are of equal importance. Factor 3 will be considered to ensure a fair and reasonable price and that sufficient funding is available.

Factor 1: Technical and Innovative Merit The Government will evaluate the technical feasibility and the innovative nature of the proposed commercial solution. For the purposes of this Emergency Maintenance Equipment Support AoI, the evaluation will specifically assess:

• Workforce Certification & Technical Expertise: The extent to which the offeror utilizes appropriately certified, credentialed, or Original Equipment Manufacturer (OEM)-trained personnel to perform maintenance. The evaluation will assess if the proposed workforce holds the necessary commercial or industry certifications to ensure equipment integrity, safety, and operational readiness without voiding warranties.

• Degree of Innovation: How the proposed commercial solution provides an innovative approach to maintenance capabilities that significantly improves upon conventional Government maintenance procedures.

Factor 2: Responsiveness (Operational Impact) The Government will evaluate the offeror's capability to rapidly and effectively respond to emergency maintenance requirements. This evaluation will specifically assess:

• Emergency Mobilization and Deployment: The feasibility, speed, and completeness of the offeror’s plan to acknowledge an emergency notification, initiate coordination, and finalize mobilization scheduling within 48 hours of notification. The evaluation will assess the efficiency of the vendor's escalation procedures to confirm availability and schedule the deployment of personnel and transport of equipment to meet the mission timeline.

• Sustainment & Supply Chain Resilience: The offeror’s demonstrated ability to maintain a robust and secure supply chain for critical spare parts, specialized tools, consumables, and technical reach-back support during crisis or surge operations.

Factor 3: Price and Funds Availability While this is a merit-based evaluation, the Government must determine that the proposed price is fair and reasonable.

• Fair and Reasonable Determination: The Government will evaluate the proposed price to determine if it aligns with commercial market rates and represents a fair value for the innovative capability provided.

• Funds Availability: Final selection is contingent upon the availability of appropriate funds for the proposed effort.

4. Site Visit

The Government will host a voluntary site visit for interested offerors to provide an opportunity to inspect the existing equipment and operational environment. This visit will allow offerors to gain a comprehensive understanding of the current machine, its foundation, and the specific pieces of equipment that the Government intends to retain and integrate with the proposed replacement solution.

All visitors must notify the Contract Specialist of your intent to attend the event.

Date: August 18, 2026 Time: 09:00 AM CDT RSVP Deadline: August 13, 2026 The Government will not provide travel or lodging accommodations for site visit attendees.
