Sheet1 AOCACB23R0027 AOC Multi-Award IDIQ - Requests for Information & AOC Responses

RFI No.Contractor QuestionAOC Response
1RE: Attachment 2 Instructions to Offerors, Item 4.2.5.2 Resumes. In addition to our management/leadership team, should our response include resumes for the positions listed in item 4.2.5.2 or for the positions listed in Attachment 5? Attachment 5 contains an additional position not listed in Item 4.2.5.2. Please advise.Your response should include the resumes required under Attachment 2 Instructions to Offerors, Sections 4.1.3.2 and 4.2.5.2.
2RE: Attachment 2 Instructions to Offerors, Item 4.2. Criteria 2: Specialized Experience and Technical Competence and Key Personnel (SF-330, Part I, Sections D, E, F, G & H). Do the project examples referenced in Section 4.2.4 count toward the overall page limit?Yes.
3RE: Attachment 2 Instructions to Offerors, Item 4.2. Criteria 2: Specialized Experience and Technical Competence and Key Personnel (SF-330, Part I, Sections D, E, F, G & H). Should the SF330 Section G Matrix include only the 4-5 projects from the Prime Consultant mentioned in Item 4.1.2.1 or also include the broader list of projects referenced in Section 4.2.4?The Offeror should include the projects from Attachment 2 Instructions to Offerors Section 4.1.2.1 and Section 4.2.4 in the SF330 Section G Matrix. It is expected the pages of the SF-330 will need to be duplicated and expanded to allow entry of the relevant information. It is anticipated that Section H may have narratives for each of the evaluation criteria as needed, and the narrative may refer back to other sections of the SF330. In addition, Instructions to Offerors Section 4.1 is revised to also reference Section G.
4RE: Attachment 2 Instructions to Offerors, Item 3.7.4. The page limitation of the SF-330 shall not exceed a total of 70 pages. This includes title page, table of contents, and any other relevant information. Will the AOC consider increasing the total page count so we can respond to the requirements as requested? For example, resumes and Relevant Experience/Projects alone could comprise more than 70 pages if we use the allotted page limitations for each. There are 18 required resumes, with up to two pages per resume, for a possible total of 36 pages. There are 4 – 5 relevant projects requested under Criterion 1 (2 pages/project) and 27 projects requested under Criterion 2 (1 page/project), for a total of 35 pages. Also, are SF330 Part II Forms included in the 70-page limitation?Yes, the page limitation is increased to 100 pages. SF330 Part II Forms are excluded from this page count. In addition, page limitations per Criteria are removed, though page restrictions remain (e.g. resumes may not exceed 2 pages each). The offeror has the flexibility to distribute page counts across Criteria while following the SF330 structure so as to not exceed the overall page limit of 100 pages.
5RE: Attachment 2 Instructions to Offerors, Item 3.7.5. Each page shall be in Times New Roman size 12 font, single spaced. The SF-330 PDF automatically dictates the font size which varies from 8 point to 11 point and a specific font type. For that reason, may we submit using the font sizes commensurate with the SF-330 in lieu of the Times New Roman, size 12 font? The requirement that each page shall be in Times New Roman size 12 font, single spaced, remains. It is expected the pages of the SF-330 will need to be duplicated and expanded to allow entry of the relevant information. Additionally, supplemental graphics may be inserted in the text boxes or between sections within the overall page limitation.
6Design Manual, Design Standards, and BIM Guide indicate in several places that BIM deliverables are required in Bentley. Is this instruction superseded by Attachment 2 (Instructions to Offerors) Section 1.4.28.1 which states “BIM Deliverables are preferable in Bentley AECOsim but are acceptable in Autodesk Revit software?”Yes, Attachment 1 Statement of Work Section 1.4.28.1 states, "...All BIM tasks will be completed under the guidance of the AOC BIM Guide. BIM deliverables are preferable in Bentley AECOsim but are acceptable in Autodesk Revit software."
7Please provide clarification as to the method of upload of our submission. Can you provide a link to the E-Builder Bid Portal mentioned in Attachment 2 Section 3.7.1?Refer to Attachment 2 Instructions to Offerors, Section 3.7.1. Interested parties must provide a point of contact, name and email, who will be responsible for submitting the SF-330 package in E-Builder. The AOC will send a bid request to the point of contact’s email allowing the individual to establish an account for this procurement process. Please submit to the Contract Specialist at mallory.perreault@aoc.gov the name and email address of individual(s) that will be uploading the proposal to E-Builder NLT May 22, 2023. Max number of email addresses per firm is two (2).
8Please confirm AOC defines “Small Business” in accordance with the SBA thresholds (specifically revenue shall be less than $12,500,000 for Architectural Services businesses) Please clarify whether a Small Business must be certified with the SBA to be considered a “Small Business.”Confirm. Refer to AOC Contracting Manual Section 4.2, located at https://www.aoc.gov/about-us/work-with-us/procurement-contracting
9Please confirm that Small Business contracting goals for this solicitation are as follows (as listed on AOC’s website https://www.aoc.gov/about-us/work-with-us/small-business-opportunities): o“Unless specifically stated otherwise in the solicitation, the subcontracting goals for these plans should be equal to or greater than the following:
-Small business concerns - 28%
-Small disadvantaged business concerns - 8%
-Women-owned small business concerns - 5%
-HUBZone small business concerns - 3%
-Veteran-owned small business concern - 3%
-Service-disabled veteran-owned small business concerns - 3%”Confirm.
10There appears to be two different requirements for font size, etc. – would AOC consider making Times New Roman (TNR) 10 pt the standard throughout the document for all pages and sections? And would a TNR condensed font be acceptable? The font size for Phase I remains the same and Times New Roman condensed is not acceptable. The font type and size restrictions are removed from Phase II.
11Please confirm Phase II consists of a Technical Package submission (Attach 2, 3.8) and an Oral (virtual) Presentation (Criteria 7, 5.0)?Phase II consists of an oral presentation and the associated electronic presentation package. The submission requirements are addressed in Attachment 2 Instructions to Offerors Section 3.8 (revised) and further detailed in Section 5.0. Evaluation Criteria 7 is the Price Proposal, as stated in Section 5.2.
12Please clarify whether criterion in 3.8.2.1 – 3.8.2.6 refer to the Phase I Technical Proposal or Phase II Presentation?Attachment 2 Instructions to Offerors Section 3.8.2 refers to the Phase II Presentation.
13Please define exactly what is meant by Computer Engineering (Attach 1, 1.4.14.4) and possibly provide an example of an AOC task order application?Specific scope will be determined at the Task Order Level.
14Please clarify the Personnel Classifications which (a) will be evaluated at this stage and (b) those which may be “determined at the TO level” and not reviewed in this proposal (Attach 2, 4.2.2.3)?Refer to Attachment 2 Instructions to Offerors Section 4.2.2. Exhibit Design, Fine Art Conservator, Fountain and Water Display, Signal Processing, Instrumentation, Computer Engineering, Data Center Design, and Geospatial are identified in Attachment 6 as "Identified at Task Order Level."
15The roles of Program Manager (Attach 2, 3.8.1; Attach 3, 3.3.3) and Project Manager (Attach 1, 1.4.26.1; Attach 2, 3.8.1, 4.1.3, 4.1.3.2) appear to be used interchangeably in similar context, but they can refer to different roles; please clarify which title should be used or, if both, please define the role/responsibilities of a Program Manager, where they fit into the team organization, and are they expected to be from the prime firm? The documents are revised in Amendment 01 to state Project Manager. Project Managers are from the prime firm as stated in Attachment 2 Instructions to Offerors Section 4.1.3.
16Please clarify where the SF 330 Parts I and II should be located in the volume since portions of those forms are requested in multiple locations and under multiple Criteria? Is the SF 330 to have its own Section and the Criteria Sections refer back to that Section? The intent of the Attachment 2 Instructions to Offerors is to maintain the SF-330 format with different elements of each evaluation criteria being entered into different sections of the SF-330 form. For example, key personnel listed in Criteria 1 and 2 shall all be entered as Section E entries). Responses are expected to be a mix of form entries (in Sections C, E, etc) and narratives (in Section H and supplemental pages). It is anticipated that Section H may have narratives for each of the evaluation criteria as needed, and the narrative may refer back to other sections of the SF-330. It is expected the pages of the SF-330 will need to be duplicated and expanded to allow entry of the relevant information. Additionally, supplemental graphics may be inserted in the text boxes or between sections within the overall page limitation.

The overall structure of the SF-330, Part I, Sections A-H and Part II is to be maintained, but with some flexibility to the offeror for presentation of information within the Sections.

17Would you please clarify exactly what is and isn’t included in the 70-page SF 330 limit? All Part I Sections - included; Part IIs, tabs, CPARs, PPQs - not included?See RFI #4 and refer to Attachment 2 Instructions to Offerors 3.7.4 (revised) which states, "The page limitation of the SF-330 package shall not exceed a total of 100 pages. This includes title page, table of contents, and any other relevant information unless otherwise stated as excluded in this solicitation." As noted in the solicitation, the page limit excludes Letters of Commitment, Part IIs, CPARS, and PPQ evaluations.
18Would it be acceptable for the SF 330 Sec D Org Chart to be 11x17 and Times New Roman 10 condensed? The SF-330 Sec D Org Chart may be 11x17 and this counts as 1 page. The font restriction remains the same.
194.1.2.1 – Please confirm the “minimum of 4 and maximum of 5 projects” requested refer to the SF 330 Section F projects and that the 10 total projects (which is typical of the SF 330) are not required. The number of projects are detailed in Attachment 2 Instructions to Offerors Sections 4.1.2.1 and 4.2.4.
20Please confirm the SF 330 Section F projects are to be from the Prime only and are the only requested projects which require CPARs/PPQs?The SF-330 Section F projects should include the projects listed in Attachment 2 Instructions to Offerors Sections 4.1.2.1 (Criteria 1) and 4.2.4 (Criteria 2). Confirm that only the projects from Section 4.1.2.1 (Criteria 1) require CPARs/PPQs.
21Attach 2, 4.3.4 – please confirm the reference checks mentioned apply only to the 4-5 projects to be included in the SF 330 Section F?The reference checks apply only to the projects under Amendment 2 Instructions to Offerors Section 4.1.2.1.
22Please confirm the proposal should be tabbed and organized based on these Criteria?See RFI #16.
23If the SF 330 is to be in its own Section, how should we incorporate or address each Criteria’s reference to the specific SF 330 Sections? By cross-reference (see 2-5 below)?See RFI #16.
24Criteria 1 & 2: these cover multiple SF 330 Part I Sections – how are these to be handled? Are we repeating Sections or referring back to the Section with the SF 330?See RFI #16.
25Criteria 3-6: these only reference SF 330 Section H – are these topics to be included in Section H, according to their page limits noted here?See RFI #4 and RFI #16. In addition, Attachment 2 Instructions to Offerors Section 4.3 is revised to also reference Section F.
26Criteria 3:

a. references project experience, but refers to the SF 330 Sec H, not Sec F (Projects)– please clarify what you are looking for here?

b. PPQs are noted to be placed here, but elsewhere, they’re to be placed behind the SF 330 Part IIs? Please clarify.Attachment 2 Instructions to Offerors Section 4.3 Criteria 3 Past Performance has been revised to also reference Section F. The offeror has the flexibility to add a narrative in Section H which may refer back to the information provided under Section F. Refer to Section 4.3.3.4 for PPQ submission.
27Criteria 4: references resumes up to 2 pages – does this refer to the SF 330 Section E Resumes and are we to refer back to that Section or are they to be repeated here? Do resumes have to be 2 pages and if they are the Section E resumes, it will be difficult given the other SF 330 Sections and the 70-page limit? The reference to resumes under Criteria 4 in Attachment 2 Instructions to Offerors Section 4.0 Table has been removed. Resumes may not exceed 2 pages.
28Attach 2 - 4.0 table, Criteria 1-4: the 2-page resumes, Org Chart, and projects noted should be repeated from SF 330 Section E?See RFI #16.
29Attach 2 - 4.1.2 – 4.1.2.5: do these paragraphs refer to the SF 330 Section F projects? If not, what?See RFI #19 and RFI #20.
30Attach 2 - 4.1.3.1: do the years of experience apply only to the (prime) Principal-in-charge, Project Managers and QC Manager? Or to all team members, including subconsultants?Attachment 2 Instructions to Offerors Section 4.1.3.1 requirements apply to the positions listed in Section 4.1.3.2. Section 4.2.5 requirements apply to positions listed in 4.2.5.2.
31Attach 2 - 4.1.3.2.1-3 - are the resumes for these three positions to be repeated here or presented in a different format? The Section E does not lend itself to presenting a project list as mentioned here – please advise how to address this requirement? The four resumes required in Attachment 2 Instructions to Offerors Section 4.1.3 shall be submitted in Section E. Project samples shall be submitted in Section E, include as Relevant Projects, item 19. It is expected the pages of the SF-330 will need to be duplicated and expanded to allow entry of the relevant information. Supplemental Information may be included in Section H, if necessary.
32Attach 2 - 4.2.2: are key staff resumes at 2 pages per resume, supposed to be addressed in the SF 330 Part I Section E? Or are these resumes to be repeated using a different format? And which key staff listing should be used, Attach 1, 1.14.1-20 or Attach 2, 4.2.5.2?Key personnel resumes shall not exceed 2 pages and should be submitted in the SF-330 Part I Section E. The Section E response should include the resumes required under Attachment 2 Instructions to Offerors Sections 4.1.3.2 and 4.2.5.2.
33Attach 2 - 4.2.4: 4.2.4.1 – 17 - Consultant required projects – in which Section should these be included? please confirm these projects do not require CPARs/PPQs and client/owner references?See RFI #20.
34Attach 2 - 4.2.5-4.2.5.1: Key Staff Resumes – SF 330 Section E, indicates 2 pages per resume – do they have to be two pages since there is a page limit for the SF 330?Resumes may not exceed 2 pages.
35The statement of work (SOW) notes that AOC’s objective is to provide AOC with a variety of qualified A/E firms in SOW section 1.3. It further notes that construction costs for AOC projects are generally between $10 million and $20 million in SOW section 1.1. Consistent with those two statements, would AOC consider reducing the minimum characteristics of projects to minimum of $5 million to $10 million construction cost in Attachment 2, section 4.1.2.1? The advantage to AOC of adjusting the range is increased competition and a greater variety of firm sizes with the corresponding potential for additional innovation and fresh ideas. The minimum characteristics are unchanged.
36Attachment 2 Instructions to the Offerors, section 4.1.4 notes the Prime Consultant may be an Architectural, Architect/Engineering, Historic Architectural, or Mechanical/Electrical Engineering firm. Section 4.1.2.1 requires a project involving a new building and section 4.1.2.5 requires the firm have been prime consultant on all submitted projects. We believe having Mechanical/Electrical Engineering firms as primes as beneficial to AOC for systems renovation projects. However, it is highly unusual for Mechanical/Electrical Engineering firms to be prime consultants on new buildings. Please consider waiving the requirement of a new building or allowing the new construction project to be from a consultant.A Mechanical/Electrical Engineering Prime Consultant may submit a new building project from their proposed key subconsultant filling the Architectural discipline.
37Will a copy of this slide deck be made available to attendees after this call?Yes.
38Will the presentation be available after the call? The slide deck will be provided.
39Will a list of attendees of this meeting be provided? The list of RSVPs will be provided.
40Will we have the opportunity to review have the slides?see RFI #37
41How many Phase I candidates do you estimate will be advanced to Phase II?It will depend on the quality of submissions. AOC's goal is to award approximately ten (10) IDIQ contracts following Phase II.
42Confirming that this will be an architect-led team with engineering as subs?Refer to Attachment 2 Instructions to Offerors, Section 4.1.4.
43Can you define who the personnel are who must be located within 2 hours of capitol hill?Refer to Attachment 1 Statement of Work Section 1.4.22.2 CIH Requirements and Section 1.4.28.3 Emergency Architectural and Engineering Services.
44What do you estimate is the cost (in hours of effort) for preparing the technical solution as part of the phase 2 evaluation?Additional details for Phase II will be provided in phase II notification letters. It is up to the Firm how many hours of effort the preparation takes.
45Please clarify definition of "historic structures"Refer to Attachment 2 Instructions to Offerors, Section 4.1.2.1 which states, "Historical structures are defined as structures listed on the National Register of Historic Places or on the AOC List of Heritage Assets."
46Of the current A/E Prime contract holders, are any of them engineering firms? For the current eight (8) A/E IDIQ contracts, there are two engineering firms serving as primes.
47Will you allow hourly rates to adjust on some standard (inflationary) criteria across the 8 year period? The RFP in Phase II will request Firm Fixed Price fully burdened hourly rates. Rates will be requested for each year of the 8-year ordering period.
48Is there a Small Business component to this solicitation? No.
49Are there specific security clearances required?Clearances are required for Security Assessment, Design, and Engineering Services, refer to Attachment 1 Statement of Work Section 1.4.23. Specific clearances will be identified at the task order level and will be reviewed when a Task Order RFP is issued and proposal received. For the IDIQ evaluation, firms should identify what percentage of personnel (either prime or subconsultant, whichever will be filling the security engineering services discipline) have clearances and at what level (refer to Attachment 2 Section 4.2.2.4).
50Will the experience of architectural sub-consultants be evaluated equally to that of the prime / Are we allowed to submit subconsultant resumes/projects in Section E/F?The primes and proposed subconsultants will be evaluated in accordance with Attachment 2 Instructions to Offerors and Attachment 3 Evaluation Criteria. Personnel requiring a resume submission are listed in Attachment 2 Instructions to Offerors, Sections 4.1.3.2 and 4.2.5.2. In addition, Offeror should include the projects from Attachment 2 Instructions to Offerors Section 4.1.2.1 and Section 4.2.4.
51How will you weigh projects that are relevant in scope [and] value which are privately funded vs government/agency?There is no distinction in weighting between a privately funded project vs a government/agency funded project. Projects should be for Government and/or institutional facilities, which are defined in Attachment 2 Instructions to Offerors Section 4.1.2.3.
52Are there weighted percentages applied to each factor?Attachment 2 Instructions to Offerors Section 4.0 PHASE I PROPOSAL AND RELATED EVALUATION CRITERIA states, "All evaluation criteria are listed in descending order of importance."
53Resumes are limited to 15 pages but more than 15 resumes are explicitly requested on pages 6 and 9 of Attachment 2. There is also an asterisk that states there is no limit to the amount of resumes on page 5 of Attachment 2. Please clarify how resumes will be counted and if they are considered in the 70 page count.See RFI #4. Resumes may not exceed 2 pages each and are included in the overall page count.
54Re emergency services: can you define who the personnel are who must be located within 2 hours of capitol hill?See RFI #43.
55Are SF330 Part IIs included in the 70 page count?See RFI #4 and RFI #17.
56How is the ability to currently process classified considered in the evaluation of proposals?Refer to Attachment 2 Instructions to Offerors, Sections 4.4.2.6 and 4.4.2.7. Refer to Attachment 3 Evaluation Criteria, Section 3.6.2. For the IDIQ evaluation, Firms will be given additional consideration if company shows ability to process and/or store information at the Top Secret level. Specific requirements for processing and storing classified information will be identified at the task order level and will be reviewed when a Task Order RFP is issued.
57In the last round of contract awards, how many were firms were selected that had not held the A/E contract before? In the last round of IDIQ awards in 2019, five of the eight awarded firms were firms that had not held the prior multi-award AOC A/E IDIQ contract.
58Are we able to include a cover letter as part of our submission, and would that be considered part of the page count?Yes, you may include. Yes, it will be considered part of the overall page count.
59When do you anticipate the deck and attendee list from today to be posted? We anticipate the deck and attendee list will be provided approximately one week from the Pre-Proposal meeting.
60Please define the AE-1 and AE-2 terms regarding Joint Ventures. The terms AE-1 and AE-2 as used in Section 4.1.2.5 of Attachment 2 Instructions to Offers are defined as follows: AE-1 – Prepares the Bridging Documents which represent 35% of Design, identifies project requirements, and are used in the preparation of the Design/Build Request for Proposals.

AE-2 – Serves as the A/E designer as part of Design/Build Team and prepares the Design Documents that are utilized for construction.

61If presentation won't be provided for a week (possibly sooner) plus RFIs that will be submitted May 9, will there be an extension to the deadline to we can incorporate answers in our response? The submission deadline is extended. Refer to Amendment 01.
62If addendum information is available in a weeks time, do you anticipate the due date being extended?See RFI #61.
63Please clarify from SOW 1.4.28.1 - are BIM deliverables PREFERRED in Bentley? Or Required?See RFI #6.
64For the Phase II interview presentation, is the sample project intended to be one from the firm's experience or a sample from the AOC?The AOC will provide the Sample Project for Phase II.
65Does the AOC continue to require Bentley software as the only BIM authoring software or is Autodesk Revit also allowed to be used as the BIM authoring tool?See RFI # 6.
66Having seen the open solicitation for the AOC A/E IDIQ presumably resulting from this Sources Sought, I’m curious if the AOC has plans to issue an A/E Small Business Reserve solicition as well. The AOC does not have plans at this time. Also see RFI #48.
67Please elaborate on the exhibit design scope envisioned within the IDIQ.Exhibit Design Services are included in Attachment 1 Statement of Work Section 1.4.8. Specific scope will be determined at the Task Order Level.
68Please confirm all Part 2s for the full team are not included in the 70 page count.See RFI #4.
69Please clarify the scope of the Emergency Architectural and Engineering services requested for this IDIQ.Refer to Attachment 1 Statement of Work Section 1.4.28.3. Scope will be defined at the time of need.
70Please clarify the scope of the Risk Management Services requested for this IDIQ.Refer to Attachment 1 Statement of Work Section 1.4.27 and Attachment 17 AOC Risk Management Policy.
71Please confirm if Architect involved in a Design-Build project is to provide a separate PPQ where Architect was AOR and lead designer.CPARs and PPQ submission requirements are detailed in Attachment 2 Instructions to Offerors Section 4.3 Past Performance.
72The Architect of the Capitol (AOC) states in Section 4.1.2.5 of Attachment 2 – Instructions to Offerors that “Design experience on Joint Venture team and Design-Build may be acceptable if it is an A/E-2, not A/E-1.” Will the AOC please provide clarification on how they distinguish between the two?See RFI #60.
73The AOC indicates in Attachment 2 – Instructions to Offerors that the proposal should be tabbed by criteria, and each criteria has a page count associated with it. Would the AOC prefer that we structure our proposal by Criteria with multiple SF-330 elements in each, or structure it in the traditional SF 330 A-H format? The requirement to tab by Criteria for Phase I has been removed. In addition, see RFI # 16.
74Attachment 2 - Criteria 2 states that the Page Number Limit is “2 pages plus the organizational chart and 1 page per Letter of Commitment, and Key Personnel Resumes – 2 pages per resume”; however, there are additional elements to Criteria 2 beyond resumes, an organizational chart, and LOCs. Would the AOC please provide an updated page count for that Criteria?See RFI #4.
75Attachment 2 - Are we able to make the organizational chart 11 x 17 in size and landscape in orientation, and will this count for just one page if so?Yes, see RFI # 18.
76The AOC has provided Attachment 5 – Key Personnel Positions and Attachment 6 – Prime and Subconsultant Listing. Are we required to complete and submit these separate from our response? No, these are not required to be completed but the information they contain should be included in the proposal. The intent is that these two attachments will be incorporated in any resultant IDIQ contract award and will be populated based on the information in the Firm's proposal.
77Attachment 2 - Would the AOC consider lowering the $25.0 million construction cost for spaces intended for human occupancy to $20.0 million? The requirement remains unchanged.
78In Attachment 1 – Statement of Work, 1.4.7—Structural Engineering Services are stated to include “design of blast protection.” Given that 1.4.23—Security Engineering also references physical security and blast assessments, could the blast element be provided by the Security Engineer instead?Attachment 1 Statement of Work is revised to delete "design of blast protection" from Section 1.4.7 and remove Senior Structural (Blast) Engineer from Section 1.14 Prime and Subconsultant Key Personnel. Security Assessment, Design, and Engineering Services are separate from Structural Engineering.
79For the Planning scope item in the Statement of Work, will the AOC clarify if real estate analysis required for procurement of new real estate, repurposing existing real estate, both, or other? This will be further defined at the Task Order level. Currently the AOC anticipates real estate analysis related to leasing property.
80Please clarify if divider pages count towards the 70 page maximumConfirm. Divider pages count towards the page limit, which has been revised to 100 pages.
81Please clarify final PDF submission’s layout – does AOC wish to view it onscreen as a single page or is a 2 page layout acceptable for viewing digitally. Please clarify.A single page is preferred.
82RE: Attachment 2: Instructions to Offerors, Item 4.3 Criteria 3: Past Performance (SF-330, Part I, Sections H). Does our team need to provide CPARS reports or PPQs for just the 4-5 projects requested of the Prime Consultant in 4.1.2.1, or for all projects requested under 4.2.4?See RFI #20.
83RE: Attachment 2: Instructions to Offerors, 4.2.4.8 (page 8). Can you clarify what is meant by a "traffic project?" Is this a traffic study to analyze the impact of traffic on the Capitol Complex or is this for the design or alteration of a road?Attachment 2 Instructions to Offerors Section 4.2.4.8 states, "traffic (study or design) project." Either a traffic study or a traffic design would be acceptable.
84Please clarify where in the SF 330 to include the 1-page specific project experience requested in 4.2.4 on page 7 of attachment 2. Should they be included in section F as typical projects in the SF 330 format – which would increase the project count to 38 pages (28 at 1 page for 4.2.4 and 5 at 2 pages for past performance) or should they be folded into section H as part of the narrative?See RFI #16 and RFI #20.
85Please confirm that SF 330 Part IIs are excluded from the page count.See RFI #4.
86Per page 5 of attachment 2 there is no limit to the number of resumes. Per page 4 regarding criteria 1 professional qualifications are limited to 15 pages. Please clarify how many pages of resumes are allowed and if they are counted in the 70 page limit.See RFI #4. In addition, Attachment 2 Instructions to Offerors is revised to remove the "no limit" to the number of resumes. Resumes should only be submitted for the positions in 4.1.3.2 and 4.2.5.2.
87Per page 3 of attachment 2 section 3.7.3 the pdf is limited to 70 pages. If the required information with the subconsultant team, specialized experience projects, and letters of commitment as requested is laid out (with PPQs and SF 330 Part IIs excluded) it totals to approximately 125 pages. Please confirm the page count requirements.See RFI #4.
88Please clarify the AE1 / AE2 terms regarding joint ventures.See RFI #60.
89Are attachments 5 & 6 required forms for phase I submissions? If so, are they included in the page count?See RFI # 76.
90Instructions to Offerors, Page 10, 4.3.4.1 requires a CPARS/PPQ for projects included under Criterion 4. As there are no projects required under Criteria 4, does the AOC want CPARS/PPQs for projects submitted under Criteria 1?
If it’s the AOC’s intent to require CPARS/PPQs for projects under Criteria 2, subcontractors do not receive CPARS evaluations and many times are unable to acquire PPQs as they do not interact directly with the client but rather through the prime contractor. Please confirm the AOC will only require CPARS/PPQs for projects submitted by the prime contractor under Criteria 1 (and not subcontractors since they are unable to attain them)? The projects submitted under Criteria 1 will be reviewed under Criteria 3 Past Performance. Confirm, CPARS/PPQs are only required for projects submitted under Criteria 1.
91Instructions to Offerors, Page 3, 3.7.5 requires the use Times New Roman size 12 font. As there is a lot of information to document within the 70-page limit of the SF 330, with the AOC allow the use of Times New Roman size 10 font as required in Phase II (see page 4, 3.8.2.3)?See RFI #4 and RFI #10.
92Since Section G allows for a maximum 10 projects, does the AOC want only the 4-5 projects submitted under Criteria 1 to be included on Section G?See RFI #3.
93Will the cover, divider sheets, letters of commitment, and SF 330 Part IIs count against the 70-page limit?See RFI #4 and RFI #17.
94The RFQ states that there is no limit to the amount of resumes submitted, however, in section 4.0 Criteria 1 it lists a 15 page limit. Can you please clarify that resumes are not part of the 15 page limit for Criteria 1, nor do they count toward the overall 70 page limit for the proposal?See RFI #4 and RFI #86.
95In addition to project managers, can we also submit multiple personnel/resumes for the other roles listed in section 4.2.5.2. at this timeNo, unless otherwise stated in Attachment 2 Instructions to Offerors, only one resume per position shall be submitted.
96Can we include previously submitted Past Performance Questionnaires (PPQs) in our proposal to meeting the requirements for section 4.3.4.2.?Previously submitted PPQs containing the same information requested in the AOC PPQ enclosed in this solicitation may be used but shall not be submitted directly by the Firm. Refer to Attachment 2 Instructions to Offerors Section 4.3.3.4 for PPQ submission instructions.
97Section 4.2.2 of Attachment 2 – Instructions to Offerors states that “All skills and capabilities required by the Statement of Work shall be listed, along with the name of the company that will provide that service.” Certain scope items listed in the Statement of Work are listed as “To be provided at the task order level.” Will the Architect of the Capitol (AOC) clarify whether we are required to name firms for the scope items listed in the Statement of Work or in Attachment 6 – Prime and Subconsultant Listing?Attachment 2 Instructions to Offerors Section 4.2.2 is revised to state, "4.2.2. All skills and capabilities listed in Attachment 6 Prime and Subconsultant Listing shall be listed, along with the name of the company that will provide that service." Firms are not required to name firms for disciplines indicated as "Identified at Task Order Level" on Attachment 6.
984.1.2.5 of Attachment 2 – Instructions to Offerors states that Non-Prime experience is not acceptable for projects submitted under Criteria 1. Would the AOC consider allowing the submission of one key subconsultant project?See RFI #36 for an exception. Any other non-prime submissions for Criteria 1 are not acceptable.
994.1 Project Experience - If we show AOC project examples, should we mark the material as CUI where applicable? If the material meets the requirements of CUI it should be marked as CUI. Refer to Attachment 12 CUI Order 42.4 for details.
1004.2 Key Personnel - Are the key personnel’s projects as requested in 4.2.4 and to be provided in Section F, or are they part of a 2-page resume as requested in 4.2.5 and to be provided in Section E?The projects requested in Attachment 2 Instructions to Offerors Section 4.2.4 should be provided in Section F. Resumes should also reference project experience. The projects may be referenced in other areas of the SF330 as applicable.
101Criteria 1 (4.1.2.1): Can a project that has been determined by a State Historic Preservation Office as “eligible for listing on the National Register of Historic Places” be considered “historic” for the purposes of responding to this solicitation? Some federal clients do not go through the process of actually having their buildings placed on the National Register but by receiving a letter stating eligibility for listing, the design team is still required to follow necessary historic standards for rehabilitating the building. No, the project must comply with Attachment 2 Instructions to Offerors Section 4.1.2.1.
102Criteria 1 (4.1.3.1): With the duration of this IDIQ, would the selection committee consider reducing required number of years in certain a position to 8 years in lieu of 10 years? In no change is made and if a person only has 8 years in a position, is the submission ineligible for consideration or would the team just receive fewer points? No. The minimum requirement in Attachment 2 Instructions to Offerors Section 4.1.3.1 remains 10 years.
103Criteria 2 (4.2.4.1 through 4.2..4.17):
a.Are the requested project submissions (ex. 2 projects for Mech. Engineer, 2 projects for Landscape Architect) to be completed via project descriptions on the resumes in Section E? Or, should the requested projects from consultants in sections 4.2.4.1 through 4.2.4.17 be added to Section F after the 4 to 5 projects required for the Prime. If they are to be added to Section F, will the allowable number of projects in this section be increased to accommodate the request?
b.If the above required projects can be accommodated via resumes, can the Prime select key consultant projects to fill out the remaining 5-6 allowable projects in Section F?See RFI #20 and RFI #100. It is expected the pages of the SF-330 will need to be duplicated and expanded to allow entry of the relevant information.
104Criteria 2 (4.2.4): Can the Lead Architectural Designer and the Preservation Architect role be filled by the same person?Yes, as long as they meet the requirements of both positions.
105Criteria 2 (4.2.4.4): Preservation Architect experience states that “projects must include Historic Structures Reports”. GSA uses the term “Building Preservation Plan” for reports on their historic structures which contain information, analysis, and recommendations for the properties equivalent to the content included in a Historic Structures Report. Can the requirement be modified to state “Projects must include Historic Structures Reports or Building Preservation Plans”?No, Building Preservation Plans are not acceptable to meet this requirement. Historic Structures Reports prepared for the GSA or other agencies as per National Park Service requirements or Building Preservation Guides prepared for AOC are acceptable for this requirement.
106Criteria 3 (4.3.2.1): Is the intent that we include project references and full team listings here for the projects that are submitted in Section F?See RFI #26 and RFI#90.

109Attachment 2: Instructions to Offerors, 4.2 Criteria 2: Specialized Experience and Technical Competence and Key Personnel 4.2.5.2.8. requires a Section E Resume for Senior Data/IT Designer. Attachment 1: Statement of Work 1.4.23 describes Security Engineering Services and Attachment 2: 4.2.4.16. mentions Security System Design. Are the Senior Data/IT Designer and Security Engineer separate roles? The Senior Data/IT Designer is a separate role. The Key Personnel resume requirement in Attachment 2 Instructions to Offerors Section 4.2.5.2.8 for Senior Data/IT Designer ties to the scope outlined in Section 1.4.14 of Attachment 1 Statement of Work.
110Please confirm it is acceptable to submit Section D Organizational Chart in an 11”x17” format using Times New Roman, 10-point font.See RFI #18.

114Attachment 2 Instructions to Offerors, 4.1.1, asks us to include the percentage of firm’s revenues made from

government and/or institutional work. Please define the time frame for the percentage of the firm’s revenues (e.g.,

most recent calendar year, fiscal year, last five years). The information shall be from the last three years.
115In responding to Criteria 3, section H, are the projects to be listed the same projects illustrated in Criterion 1 SF330, section F?See RFI # 26 and RFI #90.
116Attachment 2 Section 4.3.2.1 indicates that projects listed are to include number of change orders, but 4.1.2.4 (items for Criteria 1 projects) does not require number of change orders. Which projects are to have change orders represented?See RFI #26. The information in 4.3.2.1 shall be included in Section H and may also be included in Section F if desired.
117Attachment 2 Section 4.3.4.1 indicates that PPQs are to be submitted for each project included under Criterion 4. Section 4.4 does not request any projects to be listed or detailed. Please confirm which projects require CPARS or PPQs.See RFI #90.
118Attachment 2 Section 4.3.4.1 indicates that submitted CPARS and PPQs shall be attached to the SF330. Please confirm that only available CPARS should be attached to the PDF document being submitted by the Prime Firm and that PPQs will be submitted directly by client representatives.Confirm.
119Attachment 2 Section 4.2.4 totals 30 projects that are to be submitted by the prime consultant and key subconsultants. Are these projects to be submitted using the format of SF330 Section F? If so, shall the submitter list F.20. “Example Project Key Numbers” for all 30 projects, or are Example Project Key Numbers intended only for projects submitted in response to Section 4.1.2.1?See RFI #3 and RFI #19.
120Attachment 2 Section 4.2 indicates Criteria 2 is to include SF330 Section G. Please confirm that only 5 projects (those in response to Criteria 1 - 4.1.2.1) are to be listed and not the full ten projects as indicated on SF330.See RFI #3.
121Attachment 2 Section 4.0’s table of Criteria sections to be included indicates that Criteria 4 should include resumes. However, Section 4.4 does not indicate any resumes to be included. Please confirm if the AOC requests any additional resumes for Criteria 4.No additional resumes are required for Criteria 4. Attachment 2 Instructions to Offerors Section 4.0 Table has been revised.
122Attachment 2 Section 3.7.4 indicates that submissions shall not exceed a total of 70 pages. Section 4.0 notes that there is no limit to the amount of resumes submitted. Do resumes (required in Criteria 1,2, and 4) count toward the 70 page limit?See RFI #4, RFI # 53, and RFI #121
123Is the page limit 70 single sided pages or 70 double-sided pages (140 sheets submitted digitally)? Based on the instructions in Attachment 2, the minimum amount of pages required would exceed 70.See RFI # 4. In addition, as digital pages are not double-sided, one digital page equals one page.
124Can AOC provide insights on the type and quantity of work anticipated with this IDIQ? Any insights are appreciated given the increase in number and types of past experience projects requested since pre-solicitation is appreciated? The AOC anticipates a wide range of A/E projects. At this time further details are not available.
125Can AOC provide clarification on 4.1.2.1 for the requirement of "structure" for this proposal to be listed on National Register of Historic Places? Many structures are located within a National Historic Site, and individual structures requiring the same Historical Preservation approvals and requirements are not listed. If the site is listed on the National Register of Historical Places and the project is on the site and required SHPO or commission approvals, is this project acceptable? No, this would not be acceptable.
126Will the AOC accept proof the AE JV registration is in process with GOV at date of submittal?. This would require AE to submit JV Cage Code and Unique Entity ID (UEI) soon after proposal submittal to allow for additional processing time by GOV for JV registration. (Item 3.7.6)Offerors shall comply with Attachment 2 Instructions to Offerors Section 3.7.6.
127Re/4.1.2 - As clarified on preproposal call, please confirm the experience of subconsultants, performing as Prime, will be evaluated equally to that of the Prime for this proposal / Are we allowed to submit subconsultant resumes/projects in Criteria 1 - Section E/F?See RFI #50.
128Will the Phase 2 interview be virtual or at a physical location?Refer to Attachment 2 Instructions to Offerors Section 5.1.
129Regarding Section 4.1.3.1 and the requirement for 10 years of experience in the position and 15 years of experience in their field, please confirm this requirement is satisfied by the number of years shown in block 14a of the SF330 Section E.The numbers of years shown in block 14 of the SF330 Section E, combined with a narrative in Section H, as applicable, would meet this requirement.
130In Attachment 6, is it OK if AE lists multiple staff for key personnel type for approval?Unless otherwise indicated in the solicitation, one person should be listed per key personnel position. Note that Attachment 6 is Prime and Subconsultant Listing.
131Re/ Attach 2 please quantify the maximum number of pages for resumes for Criteria 1 - Criteria 1 - 4.1.3 and Criteria 2- 4.2.5.2?See RFI #4 and RFI #17.
132Re/ Attach 2- are resumes part of page count of 70?See RFI #4 and RFI #17.
133Regarding Section 4.0 PHASE I PROPOSAL AND RELATED EVALUATION CRITERIA, a standard SF330 is organized as follows:

Section A-C – Prime firm point of contact and list of prime firm offices and subconsultant offices.

Section D – Organization chart Section E – Resumes (5 projects per resume) Section F – Projects (10 projects) Section G – Matrix of which Section E resumes worked on which Section F projects.

Section H - Narrative As required by Section 4.0:

Criteria 1 / 1. Prime Consultant Professional Qualifications – Section E resumes for principal-in-charge, project manager, and quality control manager. However, under the instructions for this section, AOC requires project descriptions (Section F) - “4.1.2.1. Submit a minimum of four (4), but no more than five (5), such projects with a design completion date no older than 10 years from the date of Public Announcement AOCACB23R0027 issuance. A minimum of three (3) projects shall involve restoration and/or rehabilitation of historical structures and a minimum of one (1) project shall involve a new building. Historical structures are defined as structures listed on the National Register of Historic Places or on the AOC List of Heritage Assets. At least three projects must include renovation work in occupied buildings.” Does AOC want both resumes (Section E) and projects (Section F) plus narrative (Section H) under Criteria 1?

Criteria 2 / 2. Specialized Experience and Technical Competence and Key Personnel – Section D organization chart and Section E resumes for other required personnel. Under the instructions for this section, AOC requires projects (Section F), including 2 projects for Architect, 2 projects for Lead Architectural Designer, 2 projects for Architectural Materials Conservator, etc. Is AOC requesting up to 28 projects total, in addition to the projects included under Criteria 1. Is that correct? Additionally, is it correct that AOC is requesting resumes (Section E) for these same roles (Architect, Lead Architectural Designer, etc.) in this section?

Criteria 3 / 3. Firm’s Past Performance] – It appears that AOC is asking for projects (Section F), “2 page per project” in Criteria 3 Chart. What projects does AOC want in this section? Additionally, does AOC want CPARS or PPQs in this section? Note that if the page count (“2 page per project”) is meant to apply to CPARS and PPQs, the federal CPARS form and PPQ form are more than 2 pages. Regarding CPARS and PPQs, are those required just for projects provided under Criteria 1, or Criteria 1 and Criteria 2?

Criteria 4 / 4. Management Plan – Section H (Management Plan) The evaluation criteria chart lists resumes under this section; is that a typo or does AOC require additional resumes (Section E) in this section? Is it correct that AOC wants submittal to split Section H between Criteria 1, Criteria 4, Criteria 5, and Criteria 6? Section H is typically a single narrative section that addresses all required criteria.

Criteria 5 / 5. Firm’s Capacity – Section H. Is it correct that AOC wants submittal to split Section H between Criteria 1, Criteria 4, Criteria 5, and Criteria 6? Section H is typically a single narrative section that addresses all required criteria.

Criteria 6 / 6. – Section H. Is it correct that AOC wants submittal to split Section H between Criteria 1, Criteria 4, Criteria 5, and Criteria 6? Section H is typically a single narrative section that addresses all required criteria.See RFI #3, RFI #16, RFI #20, RFI # 27, RFI #32, and RFI #90.
