SECTION C
DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
C.1 SCOPE OF WORK
1.1 The scope of the professional services includes the following:
1.1.1 The Construction Management Services (CMS) Contractor shall provide construction management services for projects performed by third party contractors, or by AOC in-house forces. The projects are typically located anywhere on the U.S Capitol Campus, Manassas, Virginia, Northern Virginia, Fort Meade, Maryland and the Blue Plains Complex located in S.E Washington, D.C.
1.1.2 The construction management activities or services required under this contract includes:

1.1.2.3 Scheduling
1.1.2.4 Claims Analysis/Claims Defense
1.1.2.5 Quality Control/Quality Assurance
1.1.2.6 Testing and Inspection
1.1.2.7 Preparation of Change Order packages, including estimates and review of contractor’s proposed value engineering.
1.1.2.8 Administrative Office Support
1.1.3 In addition, the CMS Contractor will be responsible, as required, to supply certain classes of personnel to be selected by the AOC for assignments. These may be individuals or teams of people supplied to work on projects. Classifications of individuals or teams include construction-industry specific specialties such as:

C.2 EXTENT OF SERVICES
2.1 Construction Phase Services. These services may include: Cost evaluation services for designs and construction proposals, risk analysis and evaluation including assessment reporting, quality assurance services, monitoring the submittal review process including maintenance of submittal logs; review and monitoring of project schedules for construction progress with emphasis on milestone completion dates, phasing requirements, work flow, material deliveries, test dates, etc.; assisting in problem resolution and handling of disputed issues (including development of Government’s position, etc.); maintaining marked up sets of project plans and specifications for future as-built drawings; performing routine inspections of construction as work proceeds, taking action to identify work that does not conform to the contract requirements, and notifying the COR when work requires correction; compiling, through site inspections, lists of defects and omissions related to the work performed and providing these lists to the COR for transmission to the Contractor for correction through Prolog and/or E-Builder as directed; review of construction contractor payment requests (including preparation of necessary forms for payment processing by AOC); monitoring project financial data and budgetary cost accounting (Maintain spread sheets indicating project fund allowances, obligations, payments, balances, planned expenditures, etc.);
RFP No. _________ AOC CM/PM Support Services IDIQ Page 3 administration of construction contract change orders (drafting proposal requests, preparing cost estimates, reviewing cost proposals, assisting AOC in negotiations, preparing change order packages for processing);
scheduling, conducting, and documenting regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues; scheduling, conducting, and documenting (prepare minutes, etc. for distribution) construction related project meetings; monitoring construction contractor compliance with established safety standards (note and report unsafe working conditions, failures to adhere to safety plan required by construction contract); monitoring construction contractor's compliance with contract labor standards (including performing site labor interviews, collecting, reviewing, and maintaining weekly payrolls for all project contractors and subcontractors, reporting potential wage violations to AOC personnel); coordination of construction activities with AOC Superintendent’s Offices and occupying agency personnel; monitoring the design and construction clarification process and, when appropriate, reminding the Associate A/E and other parties involved of the need for timely actions; facilitation of partnering activities; participation in all “Partnering” activities during construction (workshops, meetings, etc.); preparing special reports and regular project status reports; providing for progress and final photographs of project work; perform site surveys using a registered surveyor (establish building lines, elevations, approaches, utility locations, etc.); provide regular schedule analysis support including contractor schedule evaluation reporting; provide drafting services with CAD support (as-built drawings, survey layouts, utility plans); provide assistance in obtaining permits; perform hazardous material assessments and monitoring of hazardous material abatement work; and provide cost estimating assistance and as necessary these services may also include: establishing temporary field offices; setting up job files, working folders, and record keeping systems; maintaining organized construction files; scheduling and conducting preconstruction meetings; handling/preparing project correspondence to respond to the parties involved with each project, confirm verbal discussions/directives, document actions taken and decisions made, etc.; preparing and maintaining daily reports for project activities noting events affecting construction progress (weather, manpower, site equipment, work performed, etc.).
2.2 Commissioning Services. These services shall include providing professional and technical expertise for start-up, calibration, and certification of a facility or operating systems within a facility. The CMS Contractor shall be able to provide any level of commissioning needed from total support to specialty services. Commissioning services may require start-up planning, forecasting start-up duration, estimating start-up costs, determining start-up objectives, organizing start-up teams and team assignments, testing building system components, conducting performance tests, obtaining O&M material, plus conducting, scheduling and supervising O&M training. All such work must be authorized in advance by the Government.
2.3 Testing Services: The CMS Contractor may be tasked to provide the services of an independent testing agency/laboratory to perform project specific quality control testing and inspection services. The services may include, but are not limited to, testing/inspection of soils, concrete, precast concrete connections, steel, steel decking, applied fireproofing, roofing, curtain walls/glazing, and elevator installations. All such work must be authorized in advance by the Government. In relation to procurement of an independent testing agent/laboratory, the following provisions shall apply:
2.3.1 When and as applicable (consult the COR), obtain and evaluate up to three bids/offers from qualified laboratories or firms, and make recommendations for awards to the COR.
2.3.2 Offers for testing services shall typically be structured on a fixed unit price basis.
2.3.3 Testing services shall be coordinated with on-going work at the individual project sites for efficient performance and so as not to delay work in progress.
2.3.4 The CMS Contractor shall monitor all independent testing services procured under this contract, and immediately notify the COR in writing of any inadequate processes and materials not meeting construction requirements.
2.3.5 Independent testing service agents, including testing laboratories, must be pre-qualified by the American Council of Independent Laboratories and be capable of demonstrating that they specialize in the types of inspections and tests to be performed.

2.4 Claims Services. The CMS Contractor may be tasked to provide Claims Services when and as required by the Government for specific projects. Claims services will be obtained using the applicable hourly rate(s) (see the article entitled, “Schedule of Items” of Section B). For definition purposes, Claims Services apply to providing technical support (not legal assistance) in handling disputed matters once a contractor has made written demand for payment or other relief under the contract and submitted it to the Contracting Officer for decision in accordance with the disputes provision of the construction contract. A claim does not arise solely upon the occurrence of a dispute or controversy. In relation to Claims Services, the CMS Contractor shall review disputes and claims from the Associate Architect/Engineer and construction contractor(s) and render all assistance that the Government may require, including the following:
2.4.1 Furnishing reports with supporting information necessary to resolve disputes or defend against the claims.
2.4.2 Preparation and assembly of appeal files.
2.4.3 Participation in meetings or negotiations with claimants.
2.4.4 Appearance in legal proceedings.
2.4.5 Preparation of cost estimates for use in claims negotiations.
2.4.6 Preparation of risk assessments/analyses relative to claim exposures.
2.4.7 Preparation of findings of fact and any other documentation required by the
Government.
2.5 The CMS contractor may be required to provide additional services including provision of specialty consultants and expertise, unique services after final contract settlement, special studies, updates to AOC documents, certification of services, provision of equipment, support for AOC briefings, surveys, drafting services, shop drawing review and constructability reviews.
C.3 DEFINITIONS
3.1 Associate Architects/Engineers (A/Es). The professional services contractors responsible for designing the projects. The A/Es may perform other services during the construction phases, which are not included in the task orders for the CMS Contractor, the construction contractors, or other firms associated with the project.
3.2 Construction Manager Services (CMS) Contractor. The CMS Contractor is the Contractor selected to assist AOC by performing required work in the Procurement, Construction Phases, Claims and Miscellaneous Services as specified in the contract. In providing the project services described in the contract, the CMS Contractor shall maintain a working relationship with architect-engineers, construction contractors, and other contractors supporting the Government. Nothing in this contract shall be construed to mean that the CMS Contractor assumes any of the contractual responsibilities or duties of the architects/engineers or construction contractors. The construction contractors are solely responsible for construction means, methods, sequences and procedures used in the construction of the projects, and for related performance in accordance with their contracts with the Government. The architects/engineers are solely responsible for the project designs and shall perform all design-related services in accordance with their contracts with the Government.
3.3 Construction Manager/Contracting Officer's Representative (COR). These are AOC employees assigned as COR. Name, address, and telephone number of the COR shall be provided at the time of contract award and the duties thereby delegated to that person. Any subsequent change to the individual or the individual’s responsibilities will be confirmed in writing by the Contracting Officer. In no instance will the COR be delegated authority to order any change in the contractor’s performance which would affect cost or schedule. The COR for the contract may or may not be the same individual assigned as COR on individual task orders as issued.
3.4 Home Office Area. This term means the cities/states/counties in which the CMS Contractor's active office(s) is/are located. If the CMS Contractor's active office(s) is/are located in metropolitan areas consisting of more than one county, the metropolitan area shall be considered the Home Office Area.

3.5 Key Personnel. The following personnel are considered “Key Personnel”; Construction Executive (1 individual), Senior Construction Managers (5 individuals), Senior Scheduler/Analyst (1 Individual), Senior Claims Analyst (1 Individual), and the Senior Commissioning Agent (1 Individual). See the articles entitled, “INSTRUCTIONS FOR PREPARING THE TECHNICAL PROPOSAL” in Section L and “PROPOSAL EVALUATION CRITERIA” in Section M. If the CMS Contractor wishes to change key personnel during the contract, the suggested replacement must be approved by the Contracting Officer per “KEY PERSONNEL” in Section G. An individual task order may require an individual designated as a key person. The task order key person will among other things act as a liaison between any subcontractors utilized under the task order and the AOC. All Personnel shall have the minimum experience identified under Labor Categories in “DEFINITIONS”.
3.6 Level of Effort. The CMS Contractor is totally responsible for its performance and deliverables. The Government may require that work be accelerated at certain times to preserve its obligations for accomplishment of the projects. If necessary, this may include issuing contract modifications to the CMS Contractor to provide additional man-hours at specific disciplines/labor categories and rates.
3.7 Local Office. The active production office to be utilized by the CMS Contractor. All management, communications, and control associated with the projects must be through this office.
3.8 Management Level. Includes persons vested with authority for decision-making, establishing commitments for the firm, documentation approvals, manpower and equipment assignments, etc.
3.9 Miscellaneous Services. This term refers to performance of services associated with Additional Services, Other Services, and Testing and Claims Services in support of this contract. Advance approval by the AOC is required. These services may be required by the COR and issued by task order(s).
3.10 Project Manager (PM). These are AOC employees assigned to the projects as representatives of the AOC. The functions and authorities of PM generally include providing advice and assistance to CMS Contractor’s personnel, and serving as focal points of project management operations for the Government.
3.11 Standard Services. Those services anticipated to be needed by the Government and performed by the CMS Contractor under task orders issued against this contract as described in the article entitled, “SCOPE OF CONSTRUCTION WORK” in this section.
3.12 Supplemental Services. This term refers to performance of Contract services by the CMS Contractor that may be required in addition to the Standard Services, These services shall not exceed the Scope of Work for the contract, and will be priced as negotiated.

Reports to Construction Manager, Project Manager, or Program Manager.
Proficiency in Primavera, Project, estimating.
This is considered a Key Person.

C.4 REFERENCE MATERIALS

C.5 GENERAL REQUIREMENTS
5.1 The numbers, types, and functional involvement of the CMS Contractor's personnel and teams may vary on an as-needed basis; however, CMS Contractor’s staff commitment is required throughout the project as

No key personnel may be substituted at any time during the life of the project(s) without following the procedures outline in the article entitled, “KEY PERSONNEL” in Section G. The CMS Contractor is required to take the initiative and actively pursue the earliest possible completion of all services. The CMS Contractor must manage its staff commitments during fluctuations among external project assignments.
Accordingly, the CMS Contractor shall perform any tasks described in the Scope of Services when requested by the Government, as appropriate, adequate and necessary to ensure that:
5.1.1 Required work or services are performed within budget and in conformity with all applicable requirements.
5.1.2 All services are completed as early as possible, but will be not later than as directed by the COR.
5.2 Project services or assignments are to be considered highly complex. Services which the CMS Contractor is required to provide include those described or specified in this RFP. The services so described or specified shall not be deemed to constitute a comprehensive specification having the effect of excluding services not specifically mentioned; the CMS Contractor is required to furnish all other services necessary to fulfill the undertakings set out in this contract as negotiated with the AOC.
5.3 The CMS Contractor will not be held responsible for:
5.3.1 Design deficiencies.
5.3.2 Defective completion of construction, provided that the CMS Contractor exercised all due diligence, utilizing competent personnel within authorized limitations, to make reasonably certain that construction was performed in conformity with applicable construction contract plans and specifications.
5.3.3 Time overruns, provided the CMS Contractor has taken all reasonable measures to anticipate problems and delays, and to eliminate or minimize their adverse impacts on completion of construction by scheduled construction milestone dates.
5.4 With the exception of miscellaneous items as stated in this contract, the CMS Contractor shall not be responsible for and shall not have control or charge of construction means, methods, techniques, sequences or procedures; safety contractors, agents or employees, or any other persons performing any of the work.
5.5 The CMS Contractor agrees to furnish skills and judgment, and to perform all required services in the most effective, efficient and economical manner consistent with the interests of the Government.
5.6 This is not a personal services contract and representatives of the Government are not authorized to supervise the CMS Contractor’s personnel. However, non-supervisory direction and guidance from AOC officials is authorized. Additionally, CMS Contractor’s personnel shall not directly supervise AOC employees nor employees of the AOC’s other contractors. The Contracting Officer’s Representative (COR) shall be advised of any issues which arise.
C.6 INFORMATION MANAGEMENT
6.1 The CMS Contractor must manipulate data and databases as specified herein. In turn, information will predominately be delivered to the CMS Contractor in electronic format. Any software utilized by the CMS Contractor at its home office facility and sent to the AOC must be compatible with AOC software. The CMS Contractor shall ensure that its equipment and software is compatible with the system and software used by the Government including the latest version of Microsoft Office, Micro-Station, Prolog, E-Builder and Primavera, among others. A web based construction document management service (Prolog or E-Builder) shall be used as the primary means of document flow control. The CMS Contractor will be responsible to have its employees fully trained in its application, at no additional cost to the Government.
C.7 PROGRESS REPORTS AND RECORDS

7.1 Keep accurate and detailed computerized/written records of progress on each task order during all stages.
Maintain frequent contacts by telephone, site visits, meetings, etc., with all parties involved in the project. Submit weekly electronic progress reports to the COR including information concerning the work of the A/E and other contractors. Initiatives taken by the CMS Contractor to preclude delays, percentages of completion, number and amounts of modifications and claims, analyses of the schedule, and other analyses necessary to compare actual performance with planned performance. The CMS Contractor must use any applicable AOC forms and standard AOC procedures.
7.2 Provide computer generated progress schedules, with monthly updates reflecting actual progress of the project against previously projected progress, if required. Make periodic reports when and as required by the COR. These reports will typically include CPM schedule analysis, all Change Orders issued to that point in time, and narratives addressing potential impacts.
C.8 CONSTRUCTION SITE OFFICE FACILITIES
8.1 For purpose of this contract, the AOC will provide a computer, desk, chair, access to a printer and other items to be identified in each task order scope of work for all requested on-site staff. All CMS staff must have a CMS contractor provided business cell phone and ability to take electronic photos for project documentation.
8.2 All CMS support personnel shall maintain a PC or Laptop at a remote location, most likely at their residence. This device can be personal or provided by CMS contractor and must be capable of VPN connection to AOC Intranet for use in direct contract support responsibilities when a remote location is required, similar to 2020 Pandemic. This remote work option shall be directed by COR when required, whom will provide guidance on telework planning and administration.
C.9 CONTRACTOR PERSONNEL STAFFING AND ASSIGNMENTS
9.1 Assignments. The CMS Contractor agrees to provide administrative, technical, and professional personnel as required herein and as negotiated and agreed upon for performing work specified. The CMS Contractor must provide a dedicated, stable, and technically qualified staff to maintain continuity in the level of services. All Personnel shall have the minimum experience identified in “DEFINITIONS”.
9.2 Staffing. The CMS Contractor must provide the most appropriately qualified members of its staff. The CMS Contractor shall submit for approval listings of personnel, to include associated labor categories and roles, along with resumes of the proposed personnel as part of the proposal it submits in response to a Government’s request for proposal for services to be performed under individual task orders issued against this contract. If the contractor proposes to use subcontractors and consultants to perform any services it shall include the aforementioned information on these firms/individuals as part of its proposal submission to the Government for approval/acceptance.
CMS Contractor is required to advise the COR a minimum of forty-eight (48) hours in advance of any scheduled CMS staff absences, and shall be prepared, if directed by COR, to provide temporary CMS Contractor personnel until the regular staff member returns. During unscheduled staff absences due to illness, emergency, etc., after two (2) consecutive days, CMS Contractor shall be prepared, if directed by COR, to provide temporary CMS personnel until the regular staff member returns.
C.10 ACCEPTANCE AND QUALIFICATIONS
10.1 Acceptance. In the event that any of the personnel/consultants named, except for the individual named Construction Executive (see the article entitled, “KEY PERSONNEL” in Section G), are unable to perform because of death, illness, resignation from the CMS Contractor's employ, dissolution of agreement, or other reasons, the CMS Contractor shall promptly submit (within fifteen (15) calendar days) to the COR detailed written explanations
RFP No. _________ AOC CM/PM Support Services IDIQ Page 13 of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any other information deemed pertinent to approvals of substitutions. No substitutions shall be made without the prior written approval of the COR. No increases in contract pricing will be allowed when substitutions are authorized by the COR.
10.2 Removal. The AOC shall have the right to effect removals of any CMS Contractor’s employees at any time during the life of this contract, if those employees are deemed not to possess the proper level of competence or abilities, or who are otherwise found to be unsuitable for work required under this contract. In such cases, the CMS Contractor must promptly submit the names, complete resumes for the proposed substitutes, and any other information pertinent to approvals of substitutions.
10.3 Further Documentation. The COR is authorized to require that the CMS Contractor provide further evidence and demonstration of abilities and suitability of personnel/consultants for their intended positions. This may include additional work examples and other evidence, oral interviews and testing, and other appropriate means. Construction Managers, Inspectors, and others as determined by the Government shall have completed, at a minimum, a 10 hour Occupational Safety and Health Training Course, as evidenced by an official OSHA card titled, “Construction Safety and Health,” or “General Industry Safety and Health,” signed by an approved OSHA instructor prior to providing services. A copy of the signed card shall be furnished to the COR upon request.
C.11 SPECIAL PERSONNEL QUALIFICATIONS
11.1 Personnel possessing unique technical specialties may be required for supplemental services related to the scope of regular services. Such personnel shall have qualifications as required and approved by the COR which are appropriate to the nature of the services that will be provided.
C.12 FAILURE TO PROVIDE QUALIFIED PERSONNEL
12.1 Repeated failure, or excessive delays by the CMS Contractor, to provide qualified personnel, who meet the stated requirements, may be deemed sufficient reason by the COR to recommend Termination for Default to the Contracting Officer for work under this contract. (see “DEFAULT (FIXED-PRICE SUPPLY AND SERVICES)” incorporated by reference in Section I).
C.13 ORIENTATION OF PERSONNEL
13.1 The CMS Contractor is required, at no additional compensation, to send its CEx and other personnel as required to the AOC Office for up to five (5) working days of orientation in Government policies and procedures, as required, by the COR. Subsequent to AOC orientation, the CMS Contractor is responsible for providing instructions to other team members working under this contract, and to ensure that all project personnel are aware of applicable Government regulations, policies, procedures, and uses of forms affecting the conduct of their work.
Orientation must be initiated and arranged for by the CMS Contractor immediately after task award.
C.14 PROCUREMENT PHASE SERVICES
14.1 Procurement of construction contracts shall be carried out by the AOC Acquisition and Materials Management Division Director and Deputy Director (AOC, AMMD) in accordance with statutes governing AOC Procurements, AOC Orders, Policies and Procedures.
14.2 The CMS Contractor may be required to perform Procurement Phase Services under this contract. It is anticipated that these services will be of a support nature as Procurement authority within the AOC lies with the AOC, AMMD as noted above. Services that may be required include:
14.2.1 Verifying accuracy of lists/indexes of drawings and specifications being used.

14.2.2 Coordinating and reviewing technical responses (other than contract or proposal/bid issues) with A/E and appropriate AOC staff.
14.2.3 Maintaining files of outstanding issues or details arising from questions and comments during contract procurements.
NOTE: When these services are required, employees of the CMS Contractor, who are involved, are to handle all Procurement Phase material and information as Confidential and under no circumstances to be disclosed or discussed in any manner with other persons or entities other than the AOCPDD and other AOC staff.
C.15 CONSTRUCTION PHASE SERVICES
15.1 The CMS Contractor must perform these requirements which include, but are not limited to, the services set forth below. The CMS Contractor is required to operate in both anticipatory and reactive modes; the CMS Contractor must take the initiative, act in advance to generate activity, and follow-up so that construction is started and completed as early as possible. The CMS Contractor must promptly submit all records relative to the assigned work services to the Government for filing and retention. The CMS Contractor must use any applicable AOC forms and procedures as instructed by the COR.
15.2 Services and performance standards required for classes of individuals as stated in the article entitled, “SCOPE OF WORK” in this section is anticipated to include:
15.2.1 Oversees and coordinates all administrative work flow between contractors and the Architect of the Capitol staff, its reviewers and consultants.
15.2.2 Maintains the Submittal and RFI (Request for Information) PROLOG or E-Builder computer database of documentation generated by contractors and responses issued by AOC and its consultants and reviewers. Services will be performed on-site and the CMS Contractor’s employee providing service shall be knowledgeable and experienced in the latest version of PROLOG or E-Builder as required for Task Order.
15.2.3 Using PROLOG or E-Builder software, the employee receives submittals, drawings, RFIs, change orders, correspondence and supplemental agreements from contractors and submits them for review/approval to the pertinent AOC staff, reviewers and consultants. Employee evaluates and quantitatively analyzes all submissions for their completeness and timeliness, and notifies the appropriate party/parties of any anomalies or of situations requiring resolution.
15.2.4 Creates and maintains PROLOG or E-Builder files on computer for projects specified in task orders issued against this contract.
15.2.5 For project records not comprehensively housed/documented in PROLOG or E-Builder, maintain associated hard copy of non-electronic records and files as issued under this contract. Example of this are labeled physical submittal samples or labeled forensic evidence like a faulty wire causing an Arc Flash.
15.2.6 Produces weekly reports from PROLOG or E-Builder which document status of open Punch-list items, Non-Compliance items, Warranty Items, RFIs, submittals, Proposed Change Orders and Modifications for managers and management meetings.
15.2.7 Establishes detailed inspection requirements, schedules and control methods under a QC/QA procedure. Inspects work done to ensure that it is in accordance with specifications and drawings.

Advises COR and Project Manager of any deficiencies as soon as they are discovered. Performs safety inspections of job sites to ensure that all codes and standards are met, and if a life-threatening condition is found immediately notifies the COR and Project Manager for action by the CO. Conducts labor interviews to ensure that proper wages are being paid. Prepares progress reports for work performed and gathers information as needed for the COR and Project Manager. Interprets contract specifications and determines whether construction meets contract requirements. In the case of defective workmanship, or noncompliance with the contract, coordinates with the COR to withhold payment until corrective action is taken by the General Contractor. Recommends to the COR changes in designs, specifications and schedules to accommodate conditions at construction sites or to expedite construction. Is responsible for project controls engineer functions and assists in submittal review and comment and transmitting documents among team members. Assists the COR and Project Manager in preparing and negotiating change orders and estimates and resolving RFI’s.
15.2.8 Maintains listings of observed defects and omissions in punch-list module of PROLOG or E- Builder. Provides PROLOG or E-Builder report on initial punch-list to the COR. Whenever changes are made to the punch-list, provides copies of updated reports to the COR. Makes recommendations to the COR relative to phased occupancy and final inspection and acceptance of the facility.
15.2.9 Monitors and inspects the construction contractor's compliance with current safety regulations, standards, the project safety plan, and logs in appropriate module in PROLOG or E-Builder. Escalates any noncompliance to the COR not resolved in a reasonable amount of time. Immediately notifies the Government when any life threatening conditions are observed, and provides assistance as necessary to remedy such situations. Prepares any accident and fire reports as instructed by the COR.
15.2.10 Maintains site records on the construction contractor's compliance with labor standards.
15.2.11 For specific projects identified in the task orders, monitors all construction activities scheduled with emphasis on milestones, phasing/sequencing, submittals, efficient and balanced work flow, major tests, and any unique requirements needing special scheduling or tracking. Inform the COR on the progress of construction work and any activities that affect AOC. Maintain PROLOG or E-Builder for registering receipt of required submittals, posting dates received and actions taken. Monitors the submittal process to ensure timely submissions, approvals of shop drawings, approvals of samples of materials, and other submittals, and maintains logs of both authorized and disapproved Change Orders as instructed by the COR. Prepare notifications, for signature by the COR, to the parties delaying any submittals.
