About this file

This is a bid attachment form issued by the Wisconsin Department of Military Affairs (DMA) for Used Antifreeze Recycling Services. The DMA seeks to establish a contractual agreement with one qualified contractor to perform on-call pickups of used antifreeze from twelve maintenance shops and facilities located throughout Wisconsin, including Field Maintenance Shops in Milwaukee, Sussex, Kenosha, Eau Claire, Whitewater, Madison, Oshkosh, Hayward, Wausau, and Wisconsin Rapids, as well as the Combined Support Maintenance Shop in Camp Douglas and the Maneuver Area Training Equipment Site at Fort McCoy. Bidders must provide company information, designate a point of contact, and specify their average response time from notification to on-site arrival for pickup services. The contractor must also indicate any minimum recycling quantities required before scheduling a pickup and provide documentation of their used antifreeze recycling methodology, safety data sheets for recycled end products, and quality assurance capabilities including independent testing verification.

Bidders must disclose whether recycling will occur on-site at DMA facilities or off-site at another location, with off-site operations requiring copies of Wisconsin DNR Solid Waste or Hazardous Waste Transporter Licenses and, if applicable, Solid Waste Transfer Facility Licenses. The contractor must specify the recycling technology employed—vacuum distillation, ion exchange, or other methods—and confirm capability to pump antifreeze from small tanks up to 500 gallons in addition to 55-gallon drums. Bidders are asked whether they can accept mixtures of ethylene glycol and propylene glycol-based antifreeze or require separate collection and recycling. Contractors willing to provide alternate reduced pricing for shops with excess used antifreeze beyond their return product needs should indicate acceptance. All bidders must certify that information provided represents their best and final offer.
