About this file
This document is a Question and Answer response related to a Request for Quote (RFQ) for ITRAS Subscription Services (S-86000-00007094) issued by the State of Oregon. The solicitation seeks Research & Advisory services rather than purely benchmarking services, and is limited to three state-contracted vendors participating in the ITRAS or IT Consulting Services Frameworks: Gartner (#8346), Info-Tech (#8347), and IDC (#8348). The RFQ references industry best practices applicable to both government and utility sector Information Technology standards. No formal presentation or demonstration requirement is mandated, though the agency reserves the right to request such submissions if necessary to complete evaluations. Respondents must comply with requirements outlined in the relevant Gartner Master Service Provider Agreement (MSPA) and Work Order and Charge-out (WOC) template specifications.
The State of Oregon has not published a budget for this solicitation and prefers to evaluate offers based on submitted pricing rather than disclosing budget parameters to all offerors. No Buy Oregon preference or United States headquarters preference applies to this RFQ. The agency intends to evaluate responsive bids based on the qualifications and methodologies proposed by the three eligible state-contracted vendors without establishing any set-aside designations or incumbent vendor considerations.

Answers (in red) to Quesons Received 5/26/2023
1. Will a Buy Oregon preference be applied to bids from resident offerors? If so, what is the reciprocal preference for this RFQ? No.
2. Does this RFQ provide a preference for offerors headquartered in the United States? If so, how is that preference applied? No. However the respondent must meet the requirements in their MSPA (Gartner # 8346) and WOC template posted with the MSPA.
3. Could the agency provide a definion of “consulng” in this context? The State of Oregon has a separate framework for IT consulng services and we want to ensure we reply using the correct MPSA. The reference to “Consulng” is more applicable to “Research & Advisory” and the solicitaon will be revised to reflect this.
4. Is this RFQ limited to parcipants on the ITRAS or IT Consulng Services Frameworks for the State of Oregon? This solicitaon is limited to the three State-contracted vendors for these services as noted on the Request for Quote document atached to S-86000-00007094 (Gartner #8346, Info-Tech # 8347 & IDC #8348)
5. Will responsive bidders be afforded the opportunity to provide an in-person presentaon and demonstraon of our methodologies and services? If the Agency feels a presentaon/demonstraon is required to complete the evaluaons of the submitals, this may be requested.
6. Could the agency clarify the meaning of “industry best pracces” in Secon 4, Scope of Services?
Does this refer to government industry best pracces, ulity industry best pracces or both?
Both as related to Informaon Technology (IT)
7. We note that the RFQ is writen in reference to ITRAS Benchmarking Subscripon Services but the Scope of Services in the RFQ seems more in line with ITRAS Research & Advisory Membership or Subscripon. Can you confirm if you are looking for purely benchmarking services or research & advisory? Research & Advisory.
8. Are any of the offerors on this RFQ aware of a budget for these services? If so, will that informaon will shared with all offerors? The Agency has not published a budget for this solicitaon and prefers instead, to evaluate the offers received.
