About this file
This file is a Questions and Answers (Q&A) amendment document issued by the Connecticut General Assembly's Joint Committee on Legislative Management regarding an active Request for Proposal (RFP JCLM26REG0013) for the preparation of indices to the Connecticut General Statutes and supplements. The Connecticut General Assembly seeks proposals for the production of four deliverables: indices for the 2027 and 2029 Official General Statutes and the 2028 and 2030 Supplements. Services include legal indexing of codified legislation enacted during 2025-2029 legislative sessions and composition services for producing electronic pages in PDF format and database files in multiple formats (ASCII, Microsoft Word, and numeric versions). All proposal responses must be submitted via email to CGAContracting@cga.ct.gov by April 30, 2026, with delivery deadlines established for December 8 of each respective production year, with database files due within three weeks thereafter. Specific deliverables must be indexed and provided in the required formats as outlined in Part D of the RFP.
Prospective vendors must demonstrate at least ten years of successful legal indexing experience, have indexed at least five different state codes or statutes of similar complexity, and maintain a minimum of ten full-time indexers with legal expertise or at least five years of statutory indexing experience. Pricing must be submitted on completed pricing pages with separate line-item charges for updating and revising services and per-page charges for electronic pages and database files. The contract will be effective from execution through June 30, 2031, with the CGA reserving the right to extend upon mutual agreement for additional terms not exceeding the original contract length. The awarded vendor is subject to liquidated damages of $500 per calendar day for late deliveries and assumes full liability for correcting errors at its own expense. Connecticut-certified small business enterprises (SBEs) and minority business enterprises (MBEs) qualify for net 25-day payment terms compared to net 45 days for standard vendors. No minimum or maximum order quantities are guaranteed under this contract.
