About this file

This Request for Proposal document is issued by the Connecticut General Assembly's Office of Legislative Management and the Legislative Commissioner's Office for the preparation of indices to the Connecticut General Statutes and supplements. The scope of work encompasses four deliverables: the 2027 General Statutes Index, the 2028 Supplement Index, the 2029 General Statutes Index, and the 2030 Supplement Index. Services include legal indexing of codified legislation enacted during 2025-2029 legislative sessions and composition services for producing electronic pages in PDF format and database files in multiple formats (ASCII, Microsoft Word print-image version, and reverse/numeric version). The submission deadline is April 30, 2026, at 12:00 p.m. EST, with a question deadline of April 10, 2026. Specific delivery deadlines are established for each index on December 8 of the respective production year, with database files due within three weeks thereafter. The contract will be effective from execution through June 30, 2031, with the Connecticut General Assembly reserving the right to extend upon mutual agreement for additional terms not exceeding the original term length.

Prospective vendors must demonstrate at least ten years of successful legal indexing experience, have indexed at least five different state codes or statutes of similar complexity, and employ a minimum of ten full-time indexers with legal expertise or at least five years of statutory indexing experience. Pricing must be submitted on completed pricing pages with separate line-item charges for updating and revising services, per-page charges for electronic pages, and database file delivery in the three specified formats, with all proposed costs to be comprehensive and include freight, materials, labor, and transportation expenses. Connecticut-certified small business enterprises (SBEs) and minority business enterprises (MBEs) qualify for net 25-day payment terms compared to net 45 days for standard vendors. The awarded vendor is subject to liquidated damages of $500 per calendar day for late deliveries, must guarantee virus-free deliverables, and assumes full liability for correcting errors at its own expense, including distribution of errata sheets if required. No minimum or maximum order quantities are guaranteed under this contract, and the solicitation does not specify an estimated total contract value.
