ATTACHMENT 1: Non-cooperative and Cooperative Surveillance QUESTION AND COMMENTS MATRIX Summary The FAA currently fields three types of Non-cooperative Airport Surveillance Radars (ASRs): ASR-8, ASR-9, and ASR-11. Each of these ASRs also uses a Cooperative Beacon Interrogator. To modernize its ASR assets, the FAA is conducting a Market Survey to assess industry capability to provide either a non-cooperative full-system replacement or non-cooperative component/subsystem replacements; the FAA and its DoD counterparts are also assessing industry capability to provide compatible cooperative equipment. Part 1 addresses full system replacement; Part 2 addresses component/subsystem replacement; Part 3 addresses cooperative surveillance systems. Please respond as requested.

ATTACHMENT 2: Preliminary Airspace Non-Cooperative Radar (ANSR) Functional Requirements
The sections below provide the functional requirements Coverage and Detection This section defines functional coverage and requirements for non-cooperative target surveillance services.
The ANSR shall (1) provide target coverage throughout the minimum service volume. The minimum service volume is generally defined as a 60 nautical mile (nmi) radius from the sensor with a ceiling of 24,000 feet.
The ANSR shall (2) detect the following target types within the service volume:
1. Commercial aircraft
2. Air cargo aircraft
3. DoD aircraft intended to receive non-cooperative based ATC services
4. General Aviation aircraft Operational Environment Characteristics The coverage and detection capabilities are influenced by system design and operational environmental factors.
Actively Surveil Non-Cooperative Aircraft The ANSR utilizes transmitted electromagnetic waves that reflect off airborne phenomena to detect airborne aircraft targets. The reflected energy is received at one or more locations and processed to determine the horizontal position of an aircraft target. The ANSR shall (3) include capabilities to discriminate among various airborne phenomena including aircraft, vehicles, birds, insects, weather, terrain clutter, wind turbines, and other environmental factors.
Transmit Electromagnetic Wave for Target Surveillance The ANSR shall (4) transmit electromagnetic waves on one or more authorized frequencies in the S-band (2.7 to 2.9 Gigahertz (GHz)) that provides the ability to detect all required targets in the defined service volume. (Active) The ANSR shall (4a) utilize transmissions from emitters of opportunity to detect targets in the defined service volume (Passive) Receive Target Reflected EW The ANSR shall (5) receive reflected energy returns from targets at one or more receiver locations.
Process Target Reflected EW The ANSR shall (6) process received reflected energy.
The ANSR shall (7) identify received reflected energy applicable to aircraft targets.
The ANSR shall (8) identify received reflected energy applicable to non-aircraft targets.
Calculate Horizontal Position of Targets The ANSR shall (9) calculate the horizontal position of targets from the received reflected energy returns.
Calculate Movement of Targets The ANSR shall (10) determine the radial movement of targets based on the Doppler characteristics of the reflected energy returns.
Determine Quality of Target Reflected EW Returns The ANSR shall (11) determine the quality of the received reflected energy returns to establish the likelihood of it being from an aircraft target.
Filter non-aircraft targets The ANSR shall (12) provide mechanisms to control false targets.
The ANSR shall (13) filter target returns that are from non-aircraft sources.
Compile Search Message The ANSR shall (14) compile a search target report that at a minimum includes horizontal position, quality information, and a timestamp.
Single Sensor Tracking The ANSR shall (15) provide a tracking function to track aircraft.
The ANSR tracking function shall (16) initiate tracks from reports received on newly detected aircraft.
The ANSR tracking function shall (17) correlate new reports for currently tracked aircraft to their existing track.
The ANSR tracking functions shall (18) coast tracks when a report update for an aircraft is not received within a defined coast time.
The ANSR tracking function shall (19) terminate tracks when a new report is not received within a defined track terminate time.
The ANSR tracking function shall (20) generate tracked reports for aircraft.
Report Merging The ANSR shall (21) ingest available cooperative radar data within its defined service volume. Available cooperative radar data sources could include co-located cooperative systems, Automatic Dependent Surveillance - Broadcast (ADS-B), or Wide Area Multilateration (WAM).
The ANSR shall (22) merge cooperative and non-cooperative target reports from the same aircraft to form a merged target.
ANSR Report Distribution The ANSR shall (23) send non-cooperative only reports, weather reports, cooperative only target reports and merged cooperative / non-cooperative target reports to end users per applicable IRDs and ICDs.
6-Level Precipitation Coverage and Detection This section defines functional coverage and requirements for non-cooperative 6-level weather surveillance services.
The ANSR shall (24) provide weather coverage throughout the service volume. The service volume is generally defined as a 60nmi radius from the sensor with a ceiling of 24,000 feet.
Operational Environment Characteristics The coverage and detection capabilities are influenced by system design and operational environmental factors. Operational and environmental factors are provided for design consideration in Appendix A.
Actively Surveil 6-Level Weather The ANSR utilizes transmitted electromagnetic waves that reflect off atmospheric particulates. The reflected energy is received at one or more locations and processed to determine the intensity and position of precipitation. The ANSR shall (25) include capabilities to discriminate precipitation from various airborne phenomena including aircraft, vehicles, birds, insects, terrain clutter, wind turbines, and other environmental factors. The precipitation radar reflectivity is then contoured into the 6-level Video Integrator and Processor (VIP) National Weather Service (NWS) standard.
Transmit Electromagnetic Wave for 6-Level Weather Surveillance The ANSR shall (26) transmit electromagnetic waves on on one or more authorized frequencies in the S-band (2.7 to 2.9 GigaHertz (GHz)) to detect precipitation in the defined service volume.
Receive Target Weather EW The ANSR shall (27) receive reflected energy returns from weather at one or more receiver locations.
Process Weather Reflected EW The ANSR shall (28) process received reflected energy.
The ANSR shall (29) identify receive reflected energy applicable to precipitation.
The ANSR shall (30) identify receive reflected energy applicable to non-weather targets.
The ANSR shall (31) calculate the intensity of precipitation returns in reference to the 6-level VIP NWS values shown in Table 1.

Determine Quality of Weather Reflected EW Returns The ANSR shall (34) determine the quality of the received reflected energy returns to establish the likelihood of it being from precipitation.
Filter Non-weather Data The ANSR shall (35) provide mechanisms to control false weather due to insects, birds, anomalous propagation, wind turbines, or other environmental factors.
The ANSR shall (36) filter returns that are from non-weather sources.
